MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
JUNE 24, 2026, 4:00 P.M., 505 SOUTH VULCAN AVENUE,
ENCINITAS, CA 92024
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:07 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Jim O’Hara, Council Members Joy Lyndes, Marco San Antonio, and Luke Shaffer
Absent: None
Also present: City Manager Campbell, Interim City Attorney Thind, Assistant City Manager Schwarm, Deputy City Manager James, Director of Development Services Drapkin, Fire Chief Gordon, Director of Engineering Nutter, Assistant Director of Engineering Widelski, Engineer II Suleiman, City Clerk Weichers, and Deputy City Clerk Rapp
There being a quorum present, the meeting was in order.
AGENDA ITEM
1. Design Update on the Santa Fe Drive Western Phase Modification Project (CS19E).
Contact Person: Engineer II Suleiman
Environmental Considerations: The project has been determined to be exempt from environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301(c), which categorically exempts minor alterations to existing public streets, sidewalks, gutters, and similar facilities including replacement or reconstruction of existing structures and facilities. The project meets the criteria of the CEQA Guidelines section. No historic resources are affected by the construction and grading proposed with the project. None of the exceptions in Section 15300.2 exists.
Recommended Action: Receive presentation and provide feedback on project design.
Engineer II Suleiman presented the item.
Council Member Shaffer left council chambers at 4:47 p.m., and returned at 4:49 p.m.

Molly Hintlian, Stephen Dickinson, Steve Linke, Ed Sprague, Judy Berlfein, Imogene Bessett, Dadla Ponizil, Chris Giles, Niels Lund, KC Gupta, Eugenia Pimenta, Quincie Bump, Sandra Edwards, Toto, Patty Stottlemyer, and Karen Freeman spoke regarding the Santa Fe Drive Western Phase Modification Project.
City Manager Campbell, Director of Engineering Nutter, and Director of Development Services Drapkin, responded to Council questions.

Council gave feedback on the Santa Fe Drive Western Phase Modification Project.
Council Action:
O’Hara moved, Ehlers seconded to accept the 50 percent design of the Santa Fe Drive Western Phase Modification Project and approval of rendering layout option 3; with the addition of conflict striping on the East side of the road near San Dieguito Academy. Motion Carried. Ayes: Ehlers, O’Hara, San Antonio, and Shaffer. Nays: Lyndes. Absent: None. Abstain: None.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 5:53 p.m.
