Environmental Considerations: The project is exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15301 (Existing facilities) in that the proposed lease area expansion of Fire Station #6 consists of a minor alteration of a public facility (an existing fire station) involving negligible expansion of the former use, and the construction of a new fire apparatus garage. The proposed lease amendment provides the City with expanded use of the subject property, increasing the operational footprint of Fire Station #6 from approximately 1,310 square feet to approximately 2,800 square feet (existing floor area). The expanded lease also includes a new approximate 1500 square-foot apparatus garage, additional storage areas, full use of the parking lot, and landscaped areas. The project is also exempt from environmental review pursuant to Guidelines Section 15303 in that Section 15303 (New Construction and Conversion of Small Structures) exempts the conversion of small structures from one use to another where only minor modifications are made in the exterior of the structure and allows an exemption for the addition of accessory structures including garages. None of the exceptions in Section 15300.2 of the CEQA Guidelines apply.

The project is located at 501 Ocean Bluff Way. Contact Person: Planning Manager Maynard Environmental Considerations: An Environmental Impact Report (EIR) was prepared to analyze the potential environmental effects of the project.

In accordance with the California Environmental Quality Act (CEQA), the draft EIR was published for a 45-day review period from May 16, 2025, to June 30, 2025. Comments received during the public review period and corresponding responses are included in the Final EIR. Comments were received from one state agency (California Department of Fish and Wildlife) and 16 individuals (several of whom submitted multiple comment letters).

Through the analysis provided in the EIR, it was determined the project would not result in significant environmental impacts with the incorporation of mitigation measures to reduce the environmental impacts to less than significant levels for:

• Biological Resources
• Cultural Resources
• Noise and Vibration
• Tribal Cultural Resources

Mitigation measures are identified in the EIR to reduce the environmental effects to less than significant levels.
