Acceptance of the Grandview Staircase Repair Project (CP23A) RECOMMENDED ACTION:
1. Authorize the filing of the Notice of Completion for the subject project (Attachment 2).
2. Authorize the release of the payment bond for the subject project in full upon the recording of the Notice of Completion.
3. Authorize the release of the performance bond for the subject project in full, one (1) year after the recording of the Notice of Completion.
4. Adopt City Council Resolution No. 2026-61, titled “A Resolution of the City Council of the City of Encinitas, California, Accepting the Public Improvements for the Grandview Staircase Repair Project (CP23A)”. (Attachment 3)
ENVIRONMENTAL CONSIDERATIONS:
This project is Categorically Exempt (CE) from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (d) of the CEQA Guidelines. This section exempts rehabilitation of deteriorated or damaged structures to meet current standards of public health and safety.
This item does not relate to the Climate Action Plan.
GENERAL PLAN/CITY COUNCIL FOCUS AREAS:
This item relates to Policy 5.4 of the Recreation Element of the General Plan and the City Council Focus Area of Effective & Reliable City Services, Infrastructure, and Communications by ensuring long-term public beach access at Grandview Beach.

There is no fiscal impact associated with the recommended action. The Grandview Staircase Repair Project (CP23A) was funded through the General Fund with a total project budget of $960,637. The project accounts will remain active until all project transactions are complete. Total project costs are anticipated to be within the aforementioned project budget, and any remaining funds will be returned to the General Fund.
BACKGROUND:
The Grandview Staircase, situated at the northern terminus of Neptune Avenue (Attachment 1), is a multi-level timber and concrete stairway which was rebuilt in the fall of 1992. The staircase consists of three main segments: The Upper Walkway (consisting of at-grade concrete stairs and an elevated timber bridge), the Lower Multi-Level Timber Staircase, and a long Glulam Beam Bridge connecting the upper and lower section.
A structural inspection of the Grandview Beach Access staircase began in April 2018 and consisted of two site visits to visually inspect and photo-document structural elements. During these site visits, the structure was examined to evaluate the integrity of the steel connections and timber materials, as well as the concrete stairs and support structures.
The inspection verified that the timber members of the stairs were deteriorating, and timber support posts were exhibiting longitudinal splitting. The steel connecting bolts and brackets were in fair to poor condition and the concrete pile foundations were exhibiting cracks which need repair.
On June 12, 2019, the City Council approved budget for the Grandview Staircase Project with the FY 2020-21 and 2021-22 Operating and CIP Budgets to complete the design of the necessary repairs of the stairs.
On April 9, 2025, the California Coastal Commission approved the Coastal Development Permit #6-24-0817 to perform this repair work.
On May 28, 2025, City Council approved a one-time budget adjustment to move $100,000 of Parks Operating Budget into the Grandview Staircase Repair Project (CP23A) to cover the estimated construction costs associated with the final design.
On June 25, 2025, City Council approved the plans and authorized the advertisement for the Grandview Staircase Repair Project (CP23A).
A public notice inviting bids was published on June 26, 2025, with a bid opening on July 24, 2025.
The City received six (6) bids to Invitation No. ENG BID 25-08.
On August 27, 2025, the City Council authorized the Award Construction Contract to HSCC Inc. for the Grandview Staircase Repair Project (CP23A) for a not-to-exceed amount of $640,102.
Due to long lead times associated with the fabrication of the stainless steel brackets, construction of the project commenced on February 3, 2026.
ANALYSIS:
All project construction has been completed to the satisfaction of the City according to the plans, specifications, and requirements of the City Engineer. The project is ready to be accepted by the City Council. Following acceptance of the project, a Notice of Completion will be filed with the 2026-08-12 Item #08H Page 2 of 8
Office of the San Diego County Recorder.
Upon the recordation of the Notice of Completion, the Payment Bond will be released in full. The Performance Bond for the Project will remain in full force and effect until one (1) year after the acceptance of the Project by the City and will then be released.
The construction of the project began February 3, 2026 and was completed on May 22, 2026.
The project included structural repairs to the existing staircase at Grandview Beach.

NOTICE IS HEREBY GIVEN THAT:
The City of Encinitas (“City”), a municipal corporation, is the owner of that certain public improvement known as the Grandview Staircase Repair Project (CP23A).
The City’s address is 505 South Vulcan Avenue, Encinitas, California 92024.
The general locations of said public improvements are located at the western terminus on Neptune Avenue north of Grandview St.
On August 27, 2025, a contract for the Grandview Staircase Repair Project was awarded to HSCC Inc., located at 9411 Bond Ave, El Cajon CA 92021.
Work under said contract was substantially completed on or about May 22, 2026, to the satisfaction of the City and was accepted by the City.

RESOLUTION 2026-61
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS, CALIFORNIA,
ACCEPTING THE PUBLIC IMPROVEMENTS FOR THE GRANDVIEW STAIRCASE REPAIR PROJECT (CP23A)
WHEREAS, the City Council accepts public improvement projects for the City of Encinitas (“City”); and
WHEREAS, on August 27, 2025, the City of Encinitas awarded a contract to HSCC Inc., (Contractor) for construction of the Grandview Street Staircase Repair Project (Project); and WHEREAS, a review has determined that the Contractor completed said public improvements to the satisfaction of the City in substantial conformance to the Project’s plans and specifications and the requirements of the Engineering Department; and WHEREAS, no additional work remains to be done on the Project; and WHEREAS, Contractor requests that the City accept the public improvements and release the bonds filed with the City for said public improvements; and WHEREAS, the City Council desires to:
A. Accept the public improvements for the Project to the satisfaction of the City in accordance with the Project’s plans and specifications and the requirements of the Engineering Department.
B. Direct the City Clerk to file a Notice of Completion for the Project dated August 12, 2026, with the Office of the San Diego County Recorder.
C. Direct the City Clerk to release the full amount of the Payment Bond for the Project upon the recording of the Notice of Completion.
D. Further direct the City Clerk to release the full amount of the Performance Bond for the Project one (1) year after the Notice of Completion has been recorded, provided that no valid claims relating to materials and/or workmanship for the Project are filed prior to that date.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Encinitas, California, that: the foregoing recitals are true and correct, and the public improvements for the D Street Staircase Emergency Repair Project are accepted.
