BACKGROUND:

The City of Encinitas required the services of a registered Geotechnical Engineer and Engineering Geologist to assist in the review of development projects as it relates to geotechnical and geologic concerns throughout the City to ensure safe and responsible development of the community.

Additionally, the contract provides on call engineering support for emergency geotechnical and geologic issues throughout the City such as slope failures, sink holes, and bluff collapses. These services are currently being provided through a professional geotechnical engineering services contract that is scheduled to expire on September 30, 2026.

Staff issued a public request for proposals (RFP) on May 1, 2026, with a proposal due date of May 26, 2026. The City received five (5) proposals to the RFP, which are summarized below in alphabetical order:
• Edifica USA
• Geopacifica Inc.
• GeoTek
• Twinning Inc.
• Wildan Engineering
ANALYSIS:

When soliciting professional engineering design services, the Engineering Department selects a consultant solely based on the most highly qualified for the scope of work described within a request for proposals. A review committee made up of four City staff members judged the merit of proposals received. After all proposals were ranked by all members of the review committee, Geopacifica Inc. was identified as the top proposer. Upon selection of the top proposer, staff negotiated final scope, schedule, and fee with the selected firm as shown in Attachment 1.

Staff recommends awarding a professional services contract for the Geotechnical Engineering Review Services to Geopacifica, Inc. These services will begin once the new contract is executed by the City and Geopacifica Inc.
