FISCAL CONSIDERATIONS:

There is no fiscal impact associated with the recommended action. 2026-08-26 Special Meeting Item #01 Page 1 of 15
BACKGROUND:

Over the past several years, the City has advanced a comprehensive roadway safety program built on the “5 E’s” of traffic safety—Engineering, Education, Enforcement, Encouragement, and Evaluation—to reduce collisions, protect vulnerable roadway users, and improve mobility across all neighborhoods.

The 5 E’s of Traffic Safety
These pillars work together to create safer streets for all users, and it is incumbent upon the City and all residents to work together to grow these elements:
• Engineering focuses on designing and maintaining infrastructure that reduces risk and supports safe travel.
• Education empowers residents and visitors with information about safe behaviors and local regulations.
• Enforcement ensures compliance with traffic laws, deterring dangerous actions, and protecting vulnerable road users.
• Encouragement motivates and reinforces positive behaviors so that safe transportation habits become routine. This includes promoting that all road users are paying attention to their actions and those around them.
• Evaluation uses data to identify safety problems, prioritize investments, and measure whether interventions are working.

ANALYSIS:

Citywide roadway safety and traffic enforcement efforts continue to focus on improving safety for all roadway users, with an emphasis on the most vulnerable users. Over the past two years, the City has made significant strides in increasing day-to-day traffic safety by increasing the implementation of the 5 E’s of Traffic Safety.

Engineering — Safer Streets by Design. The City has delivered targeted infrastructure upgrades that calm traffic, increase visibility, and separate travel modes where appropriate. With over 45 capital projects, programs, and initiatives recently completed or in-progress (see Attachment 1 for a comprehensive list), the City continues to enhance resources and dedication to positively improve roadway safety. From fiscal year 2024-25 through fiscal year 2026-27, these projects, programs, and initiatives have an annual average expenditure of nearly $20 million, proving the City’s dedication to roadway safety. An overview of some of these accomplishments include:
• Citywide Lowering of Speed Limits per AB 43 and AB 382 • Safe Routes to Schools Improvements
• Enhanced visibility at pedestrian crossings
• Improved bicycle and pedestrian facilities
• Leading Pedestrian Interval (LPI) program at all traffic signals • Daylighting law red-curbing within school zones
• Optimized traffic signal performance
• Bicycle route and signage upgrades
• Adaptive signal timing along Encinitas Boulevard to reduce risks associated with vehicle queueing

Education — Reaching Residents, Students, and Visitors. Traffic Engineering, Parks, Recreation & Cultural Arts, and the Sheriff’s Office partner to conduct education and safety outreach, integrate safety messaging into project meetings, and coordinate with schools to promote best practices for driving, biking, and walking. These efforts complement infrastructure delivery, and aid in creating positive user habits of the City's roadway system. The initiatives the City has been moving forward are below:
• Bicycle safety education program (24 education courses per year) • Know Your Limit campaign by the Sheriff’s Office to educate limits of intoxication for drivers
• E-bike safety public meeting held by City Council (held on August 19, 2026) • E-bike safety training workshop (held on August 4, 2026) Enforcement — Deterring Dangerous Behaviors. The City coordinates targeted on-going enforcement operations with the Sheriff’s Office, focusing on intoxicated drivers, speeding, red light running compliance, cell phone use, and other high-risk behaviors identified through collision patterns and community reports. Enforcement is paired with engineering controls (e.g., traffic calming, signal optimization changes, and sight-line visibility enhancements) to improve outcomes for people walking and biking. A brief overview of some of these initiatives include:
• Two (2) new traffic enforcement Sheriff Deputies funded in FY 2025-26 • Monthly “traffic blitzes” with targeted enforcement
• E-bike enforcement, including seizure of e-bikes for reckless riding and/or repeat offenses • City Council to hold a public meeting to discuss and explore red light camera application per SB 720 (to be heard at City Council on 9/9/26)
Encouragement — Develop and Reinforce Positive Transportation Habits. Encinitas encourages people to develop and reinforce positive transportation habits, rather than relying solely on enforcement to change behavior. Safe Routes to School, walking and biking programs, community cycling classes, and efforts to encourage safe driving, walking, and biking to practice safe behaviors repeatedly. This pillar of the 5 E’s is truly a community-based element, where encouragement amongst residents, family, friends, and visitors to consistently and continuously deploy positive habits and hold each other accountable if found to be falling into a bad user habit (e.g. biking while texting). An example of the City proactivity practicing encouragement is with the 50/50 cost share with two school districts to fund crossing guards for student safety. • School crossing guard program, expanded to 15 total crossing guards • Changeable Message Sign Boards deployed throughout City roadways with rotating traffic safety messages
• Deployment and Strategic placement of Speed Feedback Signs to Increase Speed Awareness
Evaluation — Data Driven Decisions. Encinitas uses data and analysis to identify safety problems, high-risk roadway corridors, and prioritize investments. The City's Local Roadway Safety Plan (LRSP) analyzes collision data and roadway deficiencies and identifies safety countermeasures, while Traffic Engineering collects and analyzes traffic volumes, speeds, and 2026-08-26 Special Meeting Item #01 Page 3 of 15
other transportation data. The City also conducts post-construction monitoring of safety projects, allowing it to assess whether implemented improvements are achieving their intended results.

Significant Financial Commitment — Following Through on Safety Commitments. The City has demonstrated a sustained and significant financial commitment to roadway safety, committing and funding/expending over $60 million in traffic safety-related activities from fiscal year 2024-25 through fiscal year 2026-27. This level of investment demonstrates that traffic safety is not simply a policy objective—it is a real and ongoing investment in the City's roadway infrastructure and the safety of everyone who uses it. Table 1 provides a brief financial summary of the financial commitment the City has devoted to traffic safety.

By consistently dedicating substantial funding year after year to projects such as pedestrian and bicycle improvements, traffic calming, roadway rehabilitation, signal improvements, Safe Routes to School, and other safety enhancements, Encinitas is taking a proactive approach to identifying, enhancing, and addressing functional and safety roadway concerns before they become more serious problems. The City's ongoing investments, combined with its safety planning, enforcement, education, and community engagement efforts, demonstrate a long-term commitment to creating safer roadways for drivers, pedestrians, bicyclists, and other users.

Additionally, proper governance requires a roadway system that is well performing for the daily function of its citizenry.

Collectively, these initiatives show the City’s sustained commitment to engineering, enforcement, and educational strategies that lower crash risk and support safe, convenient travel for all ages and abilities.

2-In Design Four conceptual design options are being advanced to the 10% design level for City Council review.

Two options include buffered Class II bike lanes along South Coast Highway 101, while the other two include a two-way cycle track on the west side of South Coast Highway 101.

The four concepts incorporate one of two proposed crossing alternatives: (1) a pedestrian signal with shorter Type 1-A signal poles, pedestrian signal heads, and a pedestrian/bicycle crossing at the Solana Beach city limit within Encinitas, while maintaining two travel lanes in each direction; or (2) a new full traffic signal at the South Cardiff State Beach driveway, with pedestrian and bicycle crossings serving the south leg, while also maintaining two travel lanes in each direction.

Staff to return to CC in August with 10% plans for all four options; no final decision on the design has been made, other than the decision to not implement a lane reduction / road diet.
