FISCAL CONSIDERATIONS:

The fiscal impact of this action is a $57,944 increase to the Fiscal Year (FY) 2026-27 Machinery and Equipment Replacement Fund (623) budget related to additional costs of replacing the VM340 vacuum truck.

On June 17, 2026, City Council Resolution 2026-48 adopted the FY 2026-27 operating budget and approved vehicle and equipment replacement schedules (Attachment 2). The Machinery and Equipment Replacement Fund (623) includes $740,000 for Wastewater Collections heavy equipment to replace a sewer and storm drain cleaning vacuum truck (VM340). Staff recommend increasing the budget for this approved purchase by $57,944 to purchase additional equipment and warranties costing $50,386 plus a 15% contingency ($7,558). If approved, the revised not-toexceed replacement budget for VM340 will be $797,944.

The City centralizes vehicle and equipment purchases in internal service funds managed by Public Works which receive interfund revenue from the benefiting departments. Staff request a one-time budget transfer of $57,944 from the Wastewater Support Fund (611) to the Machinery & Equipment Replacement Fund (623), along with related interfund revenue and expenses from the sanitary divisions that share the equipment. Cardiff Sanitary Division Operations Fund (511) and Encinitas Sanitary Division Operations Fund (521) have sufficient fund balance to support the increase.

BACKGROUND:

The City has an established administrative policy governing the replacement of City vehicles which states that approval of the budget and expected replacement schedule constitutes the authority of the Public Works Director to purchase the specified vehicles (F017.III.K). Any proposed purchases that were not approved as part of the original budget require the approval of the City Council.

On February 25, 2026, the Council authorized the City Manager to provide a letter of intent to purchase a vacuum truck from Municipal Maintenance Equipment (MME), to be purchased in Fiscal Year 2026-27 (Attachment 3). The signed letter of intent was provided to MME on April 8, 2026 (Attachment 4).

ANALYSIS:

Since the initial quote was provided on January 28, 2026, staff identified several pieces of equipment that were not included in the original quote. This essential equipment, which includes tools/storage boxes and miscellaneous accessories, necessitates an increase of $6,500 to the total purchase cost for the replacement of VM340. In response, staff requested a revised quotation from MME that incorporates these items into the total purchase price (Attachment 5).

Additionally, staff would like to propose the purchase of warranties totaling approximately $43,886 as described below.
2026-09-16 Item #10D Page 2 of 31
Warranty Type Cost
5-year warranty for Vac-Con Equipment $22,500
5-year warranty for Chassis $14,520
5-year warranty for auxiliary pony motor $6,866
Total $43,886
Repairs on large equipment such as a sewer vacuum truck can be costly but are essential for the safety of employees and continuity of service. VM340 maintenance costs in FY26 totaled approximately $41,600. The purchase of warranties is a responsible approach to reducing longterm maintenance and repair costs and minimizing delays in equipment downtime where staff might otherwise need to return to City Council to authorize additional funding for repairs.

Staff recommend that the City Council authorize Resolution 2026-77 for the purchase of additional essential equipment and warranties for the replacement of VM340, which is anticipated to be delivered by early November 2026.

2026-09-16 Item #10D Page 8 of 31
This item relates to the following Focus Area II: Effective and Reliable City Services, Infrastructure, and Communications.

FISCAL CONSIDERATIONS:

The Fiscal Year (FY) 2025-26 Operating Budget adopted by the City Council on June 18, 2025, includes $448,040 for fleet equipment purchases in Fund 623. The fiscal impact associated with the staff recommendation to purchase the rodder truck outfit is $115,792, plus a 10 percent contingency of $11,580, for a not-to-exceed total of $127,372, which is not included in the approved FY 2025-26 Operating Budget. Staff requests a one-time budget transfer of $127,372 from the Wastewater Support Fund (611) tothe Machinery & Equipment Replacement Fund (623) Attachment 1). Funds 511 (CSD Operations) and 521 (ESD Operations), which fund Fund 611, have sufficient funding.

Funding for the vacuum truck will be requested as part of the FY 2026-27 Operating Budget. The San Dieguito Water District plans to purchase the replaced vehicle as a reserve for emergency operations for the full trade-in value, which cannot be determined now but will be requested at time of purchase of the new Vac-Con. All revenue from this interagency transaction will offset the final costs of the new vacuum truck in Fund 623.

Staff is also requesting a transfer of $268,000 from the General Fund in FY 2025-26 to partially reimburse the Machinery and Equipment Replacement Fund (Fund 623) for the purchase of a vacuum truck in FY 2023-24 from the Wastewater Support Fund (611) that is solely used for stormwater system maintenance. Operating costs for storm water maintenance are supported by the General Fund. The remaining transfer will be appropriated in the FY 2026-27 budget.

BACKGROUND:

For the current year operating budget, Public Works Fleet staff created a list of vehicles and equipment scheduled for replacement. This list was compiled based on many factors, including repair costs, age, usage, safety, operational costs, and vehicle condition reports.

Authorization is requested to proceed with the procurement of two Utilities Department Wastewater Operations Division assets previously identified for replacement.

Rodder Truck
A rodder is a mechanical device that cleans roots and other obstructions from sewer pipes.

Rodder trucks complement vacuum trucks in that they do not use water, use less fuel, can fit into smaller spaces, and are about half the cost. They are also essential for clearing large hard obstructions, like significant root intrusion.

On May 15, 2019, in the FY 2018-19 Operating Budget cycle, the City Council authorized the purchase of the Wastewater Operations Division’s existing rodder truck (VM 366).

Based on the current fleet equipment replacement policy ( CLK_F017), the rodder truck is recommended for replacement in FY 2025-26. Per current replacement policy, this class of vehicle (chassis only) has an estimated service life of seven (7) years. Per Public Works-Fleet Replacement Program Standard Operating Procedure (“ SOP” dated April 3, 2006) the fully outfitted unit has as estimated service life of five (5) years. The SOP explains the lower threshold is based on prior experience and analysis, meaning the policy and SOP bookend arange of years 2026-02-25 Item #08G Page 2 of 15
2026-09-16 Item #10D Page 9 of 31
in which the Fleet Division monitors the fully outfitted vehicle’s operating cost and repair history to determine the optimal time for replacement. Based on pending analysis, limited funds, and other replacement priorities at the time of FY2025-26 budget planning, the rodder truck was not included in the recommended vehicle replacements presented to the City Council at budget adoption. Staff have now determined the best-value replacement option and recommend the City Council approve the purchase and installation of a new rodder outfit on the existing chassis, which staff anticipate will remain serviceable and cost-effective for the life of the new outfit.

Vacuum Truck
A vacuum truck is an essential piece of equipment in the daily workflow of the Wastewater Operations Division and is equipped with a high-pressure water jet, which is used regularly to maintain the City’s sewer pipes.

On April 19, 2017, in the FY 2016-17 Operating Budget cycle, the City Council authorized purchase of the current Wastewater Operations Division’s existing vacuum truck (VM 340).

On August 9, 2023, in the FY 2023-24 Operating Budget cycle, the City Council authorized the purchase of a Combination Sewer and Storm Drain Cleaning truck (VM 392), for a total purchase price of $535,205, after a trade-in allowance. The source of funding for the purchase was the Wastewater Support Internal Service Fund (Fund 611), which receives its funding from the Cardiff Sanitary Division and Encinitas Sanitary Division, both enterprise funds.

Originally, VM 392 was anticipated tobeused for maintaining boththestorm drainand wastewater collection infrastructure. However, it was determined that it was best suited to be used solely for maintaining the storm drain infrastructure to standards required by the State of California National Pollution Discharge Elimination System Program ( NDPES), and dedicating it for storm water maintenance prevents the possibility of contamination of fresh water basins and storm water facilities from wastewater during cleaning and sediment removal operations. Since the purchase of VM 392 was originally funded by enterprise funds, but its use has been solely for storm water system maintenance and not sewer system maintenance, staff is recommending a transfer from the General Fund of approximately half the amount of the purchase, or $268,000, this fiscal year and the remaining portion in FY 2026-27, to reimburse the Wastewater Support Fund and fund the purchase of a new vacuum truck.

Based on the current fleet equipment replacement schedule ( CLK_F017), the vacuum truck (VM 392) is recommended for replacement in Fiscal Year 2026-27. As with the rodder truck, current SOP prescribes an estimated use life of seven (7) years based on experience and analysis. The same criteria and process for replacement are applied to this unit. While it remains serviceable, it cannot operate efficiently at the Wastewater Operations Division’s operational pace and is now better suited to occasional/ emergency use. The build time for its replacement is expected to be six (6) to nine (9) months, with delivery scheduled for Fall 2026. Given the long lead time, staff is requesting authorization to provide a letter of intent to purchase to the vendor to ensure the truck will be received in a timely manner in consideration of its replacement schedule. The letter serves as a promise to the vendor that the City will provide a purchase order and allows the vendor to begin manufacturing the equipment.

Each year, funds areappropriated inthebudget tocover thereplacement cost of heavy equipment in the City’s fleet on a schedule that can vary. The Fleet Maintenance Division routinely monitors service activity/costs and replacement needs and prepares a condition report for each piece of heavy equipment. When possible, staff will attempt to extend the service life of the heavy equipment. Although the budgeted replacement cycle for these two pieces of heavy equipment is typically five (5) to seven (7) years, actual replacement needs can vary widely depending on its use, driving conditions, current needs of the department, and other factors. These two assets are described in the table below.

City policy suggests equipment replacement after
seven (7) years. Equipment is eight (8) years old
and maintenance/ repair costs are incrementally
more expensive each year.

Recommended Equipment Replacement
After determining which equipment requires replacement, staff consults the protocol in the City’s Zero Emission Vehicle (ZEV) Fleet Conversion Plan to select replacements. In the case of the vacuum truck, there arecurrently noelectric options available. A significantly more expensive fully electric option exists for the rodder, but that option precludes the fiscally responsible reuse of the existing chassis and is overpowered for the Wastewater Operations Division’s current operational needs, sostaff does not recommend thepurchase ofthis electric alternative atthis time. However, both trucks will be fueled with renewable diesel. According to the Department of Energy Alternative Fuels Data Center, “Life cycle analysis completed by Argonne National Laboratory found that emissions for 100% biodiesel (B100) are 74% lower than those from petroleum diesel.

The California Air Resources Board has reported similar values for its life cycle analysis of biodiesel from various sources.” (https://afdc.energy.gov/vehicles/diesels-emissions) 2026-02-25 Item #08G Page 4 of 15
2026-09-16 Item #10D Page 11 of 31
Given the considerations discussed above, staff recommends the following replacements:

Rodder:

Current Class Current Make/Model Current Fuel
Equipment 866 TK Rodder/Isuzu NRR
Chassis with custom outfit Renewable Diesel
Replacement Class Replacement Make/Model Replacement Fuel Equipment Replace rodder outfit only with
custom fabrication Renewable Diesel
Replacement Cost $ 115,792
Currently, complete rodder trucks available on the market are oversized and overpriced to suit the needs of the City. Maintenance staff require a smaller truck to navigate the narrow alleys and roads in Encinitas. Since the chassis remains serviceable, a full replacement is not necessary at this time and staff will continue to search for a suitable replacement specification to replace the whole unit when the chassis reaches end of life. Staff recommends custom-building a new rodder outfit on the existing chassis. AZ Wastewater Industries, Inc ( AWI), a vendor in Arizona, is equipped to custom-build a rodder outfit according to the City’s requirements. The City’s Purchasing and Contracts Policy allows for the use of sole source purchasing in extenuating circumstances. In this case, AWI is the only reasonably known, capable supplier to fabricate and install the rodder outfit, due to the unique nature of the WWC Division’s requirements, as well as current market conditions.

Vacuum:

Current Class Current Make/Model Current Fuel
Equipment Vac-Con V-390LHA/ 850 Renewable Diesel
Replacement Class Replacement Make/Model Replacement Fuel Equipment Vac-Con Renewable Diesel
Replacement Cost $ 638,600
Staff recommends pursuing a sole-source purchase through Municipal Maintenance Equipment MME) for the vacuum truck. Of all known vendors, MME is the only company able to provide the type of vehicle that meets the City’s requirements. MME manufactures the Vac-Con, the only combination cleaner with anauxiliary engine, while all other manufacturers provided single engine units. The inclusion of an auxiliary engine is beneficial to Wastewater Operations due to the fuel efficiency of the high-pressure water jet, which is used to clean sewer and storm drainpipes. With the auxiliary engine, use of the high-pressure water jet requires approximately 100 horsepower, while the single engine alternatives require one engine to run all equipment on the truck and use approximately 400 horsepower to utilize their water jets. The auxiliary engine allows the truck’s main engine to run fewer hours per day, which extends the maintenance and useful life of the main engine and transmission. This also helps to reduce fuel consumption, greenhouse gases, and maintenance and repair costs for the main engine. Staff will request and MME will offer a trade-in value within six (6) months of delivery of the new unit. As the San Dieguito Water District wishes to acquire the existing vehicle as a reserve for its emergency operations, the value established by MME will set the market purchase price offered to SDWD. Proceeds from this purchase will offset thefinal costs of the new Vac-Con. Moreover, the benefits extend even further by serving as a reserve vehicle for emergency responses for storm mitigation and sewer overflow events.

2026-09-16 Item #10D Page 12 of 31
Staff recommends the City Council authorize staff toprovide aletter ofintent to purchase the VacCon described in the attached quote (Attachment 3) so that MME will begin the building process.
