This is not easy work. But the unhoused population is growing so the hard work must be done.
City policy should align with proven Functional Zero frameworks (like Redondo Beach’s) by demanding shelter solutions that keep North County residents local, rather than exporting them 30 miles away.
SDRM’s outreach and CalAIM case management capacity can be focused directly on local placement in North County, rather than functioning primarily as an intake pipeline for a distant facility.
Please apply for PLHA funds to fund permanent supportive housing navigation rather than defaulting away from Housing First standards, which remains the sole empirical framework for lasting functional zero exits.

Councilmembers and Staff - I am writing in concern about Item 12C on your Agenda for tonight's meeting. The present agreement with the city of Vista and the BCNC lessor have been successful and is cited in the last draft of the Homeless Action Plan as one of the key elements in the city's efforts to address homelessness. I understand you are now considering possible extension of the BCNC agreements - or alternatively - an agreement with the SDRM to use beds at their National City location. I believe your attorney has advised you (and that's my reading as well) that Encinitas has the right to extend the BCNC deal for the 2027 year. While I understand that the SDRM option is less costly, there are at least three reasons that extending the BCNC deal is the best option. First, the SDRM facility is in South Bay - a much more distant and unfamiliar venue than BCNC - located in our north county neighbor. Secondly, and critically important, the SDRM deal limits shelter to 30 days. The average stay for homeless persons in BCNC was between about 40-70 days. Provisions for extended shelter in South Bay are prohibitive to many in need of those services.
Thirdly, the staff report speaks of applying for grants to help offset the costs - and this could be done for Vista as well as South Bay. I would be at your meeting tonight to speak, but am presently out of town. Do the right thing. Jim Stiven
