AGENDA ITEMS
1. Presentation of the draft updated Climate Action Plan and Cost Analysis. Environmental Considerations: In 2018, a Negative Declaration (ND) was prepared for the 2018 Climate Action Plan (2018 CAP), in accordance with California Environmental Quality Act (CEQA) guidelines, Sections 15070, 15162, 15163, and 15164, addressing the potential environmental impacts associated with the project. In 2019, an Environmental Assessment for the City’s 5th Cycle Housing Element was prepared, pursuant to Government Code, Section 65759. The Environmental Assessment concluded that greenhouse gas (GHG) emission impacts due to the 5th Cycle Housing Element were a "Significant and Unavoidable Impact." Therefore, the Housing Element Environmental Assessment required Mitigation Measure "GHG-2" which directed the City to update its 2018 CAP with goals consistent with current state guidelines on GHG emission reduction, develop a quantified GHG emission inventory, establish GHG emissions reduction targets consistent with the California Air Resources Board’s current Climate Change Scoping Plan, and adopt GHG reduction measures consisting of project-level implementation measures as well as citywide policies, standards, and programs. The adoption of the 2020 Climate Action Plan (2020 CAP), along with an addendum to the ND, satisfied Mitigation Measure GHG-2 and met CEQA guidelines, Sections 15070, 15162, 15163, and 15164, to address the potential environmental impacts associated with minor changes between the 2020 CAP and the 2018 CAP. The proposed 2026 CAP establishes updated GHG reduction targets for 2030 and 2045 that are consistent with California GHG reduction regulations and guidelines. Furthermore, the proposed 2026 CAP includes updated GHG reduction measures that achieve the proposed GHG reduction targets. The revisions to the 2020 CAP, presented in the proposed 2026 CAP, would not result in significant environmental effects and no changes associated with the proposed project of circumstances trigger subsequent or supplemental review. Therefore, City staff anticipates drafting an addendum to the ND that was prepared for the 2018 CAP, in accordance with CEQA Guidelines Section 15164. The addendum would evaluate whether the environmental effects of the proposed 2026 CAP were adequately examined in the previous environmental analysis for the 2018 ND. If the 2026 CAP is adopted by City Council as currently proposed, an addendum to the ND would satisfy CEQA Guidelines Section 15164. Consistent with CEQA Guidelines Section 15183.5, if the 2026 CAP is adopted with an addendum to the ND, development projects subject to environmental review under CEQA may have the option to conduct a streamlined greenhouse gas analysis if the project is in alignment with the City’s 2026 CAP.
