DIRECTOR:

DEPARTMENT: Engineering CITY
MANAGER:

Jennifer Campbell
SUBJECT:

Acceptance of the FY 2025-26 Pavement Rehabilitation Project (CS26A) RECOMMENDED ACTIONS:

1. Authorize the filing of the Notice of Completion for the subject project (Attachment 1).

2. Authorize the release of the Payment Bond in full upon the recording of the Notice of Completion.

3. Authorize the release of the Performance Bond in full one (1) year after the recording of the Notice of Completion.

4. Adopt City Council Resolution No. 2026-74, titled “A Resolution of the City Council of the City of Encinitas, California, Accepting the FY 2025-26 Pavement Rehabilitation Project (CS26A)” (Attachment 2).

ENVIRONMENTAL CONSIDERATIONS:

The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) of the CEQA Guidelines. This section exempts projects characterized as minor alterations to public facilities involving negligible or no expansion of the existing site. Maintenance and repair are proposed on existing public streets but do not create additional automobile lanes. The proposed project meets the criteria for this exemption.

This item does not relate to the Climate Action Plan (CAP).

GENERAL PLAN/CITY COUNCIL FOCUS AREAS:

The recommended action aligns with Policy 1.19 of the Circulation Element of the City’s General Plan by providing maintenance efforts to the City’s circulation system. The Annual Citywide Pavement Rehabilitation project primarily focuses on the maintenance of the existing roadways 2026-09-23 Item #10C Page 1 of 9
within the circulation element.

The recommended action aligns with 2026-27 City Council Work Plan Goal 3.2 to Improve Roadway Infrastructure.

FISCAL CONSIDERATIONS:

There is no fiscal impact associated with the recommended action. The FY 2025-26 Pavement Rehabilitation Project (CS26A) was funded through a combination of TransNet funds (211), State Gas Tax (HUTA and SB1) funds (201), and the General Fund (101), with a total construction contract not-to-exceed budget of $4,843,957.

The project will remain open as the City is still processing final invoices for the project. The total project costs are anticipated to be within the aforementioned project budget. Any remaining funds will be administratively rolled over into the upcoming FY 2026-27 Pavement Rehabilitation Project (CS27A) upon project closure.

BACKGROUND:

The City of Encinitas maintains a network of 168.7 centerline miles of roadway with an estimated asset value of $455.0 million. This network consists of Asphalt Concrete (AC) roadways primarily constructed before the City's incorporation in 1986. After incorporation, the City took over roadway maintenance from the County of San Diego and began its first coordinated resurfacing programs. The pavement network is composed of 17 miles of arterial roadways, 33.4 miles of connector roads and 118.3 miles of residential roads.

Pavement network conditions are measured through the Pavement Condition Index (PCI), which is a numerical rating system (0-100) used to assess the condition of a pavement segment based on visible surface distresses. Developed by the U.S. Army Corps of Engineers, PCI is widely used by transportation agencies, municipalities, and engineers to manage pavement maintenance and rehabilitation. City staff utilize a pavement asset management model as a technical resource to assist in generating a preliminary list of roadways that would most benefit from rehabilitation. This list is then further investigated on-site by City staff to validate existing conditions, establish appropriate treatment methods, and prioritize streets based on engineering judgement, community input, and the overall project budget. Through this approach, the City is able to identify and prioritize street segments for rehabilitation (overlay) and maintenance (slurry seal) in order to achieve the greatest overall benefit to the citywide PCI. Through this approach, the City develops a balanced work plan that rehabilitates streets in poor condition while maintaining streets in good condition to extend their lifespan. This strategy maximizes the benefit to the citywide PCI and is significantly more cost-effective than allowing streets to deteriorate to the point of requiring full rehabilitation.

On June 11, 2025, the FY 2025-26 Pavement Rehabilitation Project (CS26A) preliminary street list was approved by City Council. Following Council approval, City staff initiated the design phase of the project, which includes a detailed investigation of each roadway segment in relation to the project’s budget. In tandem, the street list was reviewed by the City’s Traffic section to identify striping and mobility-related upgrades within the project.

On December 10, 2025, City Council approved the recommended Final Street List, striping designs for segments of Leucadia Boulevard, Mountain Vista Drive, Encinitas Boulevard, and Cornish Drive, and authorized advertisement for the FY 2025-26 Pavement Rehabilitation Project 2026-09-23 Item #10C Page 2 of 9
(CS26A).

On March 11, 2026, City Council awarded a contract to Eagle Paving LLC for construction of the FY 2025-26 Pavement Rehabilitation Project with a not-to-exceed amount of $4,843,957. The contract consisted of the Base Bid and Additive Alternates 1 through 4, as shown in the As-Built Street List (Attachment 3). This project included slurry seals, asphalt overlays, repairs to asphalt surfacing and road base, reconstruction of traffic detector loops, removal and replacement of pavement striping and markings, curb ramp upgrades for ADA compliance, and adjustment of manholes and water valve covers to grade.

ANALYSIS:

All project construction has been completed to the satisfaction of the City according to the plans, specifications, and requirements of the City Engineer. The project is ready to be accepted by the City Council. Following acceptance of the project, a Notice of Completion will be filed with the Office of the San Diego County Recorder.

Upon the recordation of the Notice of Completion, the Payment Bond will be released in full. The Performance Bond for the Project will remain in full force and effect until one (1) year after the acceptance of the Project by the City and will then be released.
