MATTERS PRESENTED FROM THE AUDIENCE
At this time, the public may address the City Council on any item, not on the Agenda that is within the authority of the Council. The speaker is limited to a maximum of five minutes. Unused time may not be yielded to another speaker. The determination of whether an item is within the authority of the Council is a discretionary decision made by Mayor.

Gabriella Vargas requested the statistics gathered from the Escalon Police Department radar trailer from Chief Flores. She also requested clarification on budget discrepancies and inquired if there has been an audit done for last fiscal year.

Cody Fowler presented a request that the reserve budget be used to renegotiate police contracts.

Ed Alves presented on funding mechanisms, road repair, and requested additional trash cans around the city. He also presented opinion regarding leasing city land located at St. John and Catherine as well as his opposition to a senior housing proposal that does not guarantee housing for Escalon residents.

ADMINISTRATIVE MATTERS

5. Discuss and provide direction on potential options presented in efforts to address the Agenda Item Request previously submitted by Larry Grossi regarding updating parking regulations on any business that moves into an existing building that matches the same "use" they currently are.

City Manager Romo presented the staff report on this item. Business owner Larry Grossi began discussing this item with Council and further discussions ensued.

Council gave direction to staff to 1- reach out to business location seven (7) and eight (8) and work with them on trying to provide access to parking they have behind their buildings. 2- reach out to locations twelve (12) and thirteen (13) and ask them to consider making their property available for public parking. 3- send out a letter to all businesses in the area encouraging customers be given priority parking as close to the businesses as possible. 4- look into possible modifications and cost estimates for making modifications on Center Street. 5- reach out to the business/property owners to potentially meet with them to discuss developing location three (3) into parking and receive feedback on whether they would be able to move forward and have funds available to develop that lot possibility in partnership. But In meantime I can reach out to the current property owner and see if they would be interested in allowing the City to utilize the lot for public parking if the City assumes liability.

6. Discuss Agenda Item Request from Councilmembers Strohman and Walker regarding Adopting a Rental Stabilization Ordinance for Mobile Home Park Residents within the City and provide direction to Staff.

City Manager Romo requested this Item be continued to a July meeting.

Council gave consensus to continue this Item to a July meeting.

7. Receive an Agenda Item Request from Councilmembers Strohman and Walker regarding the scheduling of budget workshops separately from the FY 2022-2023 Budget Adoption and provide direction to Staff.

Council discussion ensued.

Councilmember Engle stated he does not believe a budget workshop held on June 12, 2023 for adoption of a budget on June 30, 2023 would be effective. He stated that an actual committee of residents overseeing the budget in conjunction with a workshop would be more effective.

Gabriella Vargas requested Council adopt a stay on the new budget and create an ad hoc committee made up of members of the community selected by council to review the budget.

Gary Haskin suggests the Council stay away from an ad hoc committee as he believes it limits community input. Mr. Haskin states a workshop would allow community input.

Council discussion ensued further.

MOTION -It is moved/seconded by STROHMAN/WALKER (3-1-1 ; NAY-ENGLE/ABSENTBELLINGER) to conduct a workshop on the city budget on June 19, 2023 at 3:00 PM and 6:00 PM, put a stay on approving the budget by the June 30, 2023 deadline, approve the formal budget at the July 17, 2023 regular City Council meeting unless otherwise decided.
