Interim City Manager French noted that, for items 3 and 4, there was a change to the change order amount requested, from $50,000.00 to 10% of the awarded project amount and those motions should be changed to include the 10% amount in the approval.

Councilmember Walker requested to pull item 4 for further discussion.

Motion carried (5-0) MINUTE ORDER 31-24 Item 4 was pulled from the Consent Calendar for discussion. Councilmember Walker inquired about the location of the new pedestrian crossing and wanted to see it located further down Escalon Avenue, across from Hogan-Ennis Park and Heritage House. She did not feel that the slated location would provide the safety and access she was expecting. Staff explained that the location between Escalon High School and Heritage Church was where the project had always been slated, due to the high volume of pedestrian traffic heading to the high school for events, and had the road width to allow for the concrete median island. Interim City Manager French noted that there were significant visibility and safety upgrades being made at the crossing between Hogan-Ennis and Heritage House, as well.
