Commission of Aging Quarterly Report
July 30, 2024
Senior RepresentaƟve Elsa Sandoval
The mission of the San Joaquin County Commission on Aging is “To provide guidance, education, and advocacy on issues that relate to older adults of San Joaquin County. To provide leadership at the local level in developing systems of home and community‐based services. To assist our diverse population to live with independence and dignity in their home and communities.” The role of the Senior Representative is to take an active role advocating for the needs of seniors, by taking a lead in the creation and delivery of services that improve the quality of life for our senior residents.
Follow Up – Escalon Senior Lunch & Learn
The launch of the Escalon Senior Lunch & Learn was successful, having hosted Congressional Services RepresentaƟve for Congressman Harder; Veteran’s AdministraƟon Sacramento RepresentaƟve specializing in Rural CommuniƟes; Social Security Department RepresentaƟve from Sacramento; VA Services from French Camp Facility; SJC Family JusƟce Center; and El Concilio Senior Computer weeklong course.
Residents learned of available services through congressman’s office, and I am aware of a couple of people who have accessed those services. The VA rural specialist out of Sacramento provided many new resources, answered quesƟons, and spent an hour helping two Veteran in parƟcular resolve some issues. Social Security sent a representaƟve from Sacramento to share resources, services, and present a fraud awareness for seniors.
The SSA representaƟve will be returning to set up a dedicated computer terminal for Seniors to sign up and check their account. The new VA facility in French Camp sent a group of representaƟves to address quesƟons, and services available, aƩendee were able to transfer their cases to the new facility to avoid driving to Palo Alto or Sacramento. I am aware of several veterans who have been accessing the new facility since, and more are transferring their cases. SJC Family JusƟce Center, conducted a brief presentaƟon on their fraud package, and will be returning for a workshop (lunch & learn Ɵme is not enough) to sign up seniors once there are dedicated computers for senior services. El Concilio conducted a free weeklong computer course for seniors 60+ via a grant that also provides those who complete the course with a free Chromebook. There is another sign up opportunity to conduct another computer course for seniors 60+ interested, need a minimum of 10 seniors to sign up for El Concilio to conduct another computer course.
Change – Escalon Senior Lunch & Learn (Focus: EducaƟon) (year‐round) In partnership with Karen Cory, Coordinator of the Senior Lunch Program & Toney Rose, Escalon Strong Senior Advocate & Elsa Sandoval, City of Escalon Senior RepresentaƟve, county services will be conducƟng presentaƟons of available services for senior residents (resource & referral, assessments, Q&A) at the Senior Lunch Program on various Tuesdays & Thursdays.
Opening the Escalon Senior Lunch & Learn to year‐round will make it more available for a larger variety of county and state agencies to come present to our residents. 80 of 89
Update – Postponed – The Senior Café (Focus: Advocacy) AŌer ElecƟon This program is not meant to be an elecƟon plaƞorm opportunity, and to avoid ethic issues as the Senior RepresentaƟve this program has been postponed unƟl aŌer the elecƟon. As the Senior RepresentaƟve the oath taken includes complete neutrality in all elecƟon aspects. The Senior Rep is not allowed to endorse, support, aid, campaign, either directly or indirectly for any candidate, and/or the percepƟon of such acƟvity is to be avoided. To avoid any mispercepƟons this plaƞorm will not be available unƟl aŌer the elecƟon.
AŌer the elecƟon, join Elsa Sandoval, City of Escalon Senior RepresentaƟve & Toney Rose, Escalon Senior Advocate with different Special Guests at various gathering in a casual coffee and donuts open discussions with our officials. This is an opportunity to have your voices heard and learn about the new and pending legislaƟon or plans for our city, county, and state that will affect you and your community.
In Development – Senior Support Services (Focus: Home & Community‐Based Services) Fall 2024 The lack of local support services, due to our being a rural community ‐ has caused a disparity in our seniors’ ability to receive needed support services. Seniors have been calling Senior Rep Elsa Sandoval and Escalon Strong Sherry Hill to come over and help with everything from wellness checks, filling out forms, making phone calls, signing up for services, walking them through program process and eligibility, and about every issue. So, a need in our senior community is for Community‐Based Volunteer Senior Support Services, most of the training is provided by the county. So, in partnership with County Agencies and Escalon Strong various programs are in development, such as “Wellness Check,” “Neighbor Helping Neighbor,” “The Wish List,” “HICAP,” “Senior Skills,” and “Senior Services Workshops” as needed to provide community‐based senior support services.
Pending – SJC Rural CommuniƟes CoaliƟon (Escalon, Collegeville, Farmington) (Focus: Guidance) 2025 Regional Resource Faire – Spring 2025 Regional Health & Safety Faire – Fall 2025 Special Note: Escalon Senior Lunch Program – Update
In June there was a big scare as to the future of the Senior Lunch Program. Though the program is going through a change, it was not as first related to the public. First, let me say that no senior would be going hungry, as residents, businesses, and Escalon Strong commiƩed to providing the food for the program to conƟnue at the same level, and is doing so now.
Across the state of California all Senior lunch programs, and about every other support services program that was augmented by Covid Funds will no longer be receiving those funds. AŌer four years Covid Funds have run out, and support services programs will be returning to their pre‐covid levels. For the Escalon Senior Lunch program, it means that instead of serving 66 seniors per week, only 56 seniors will conƟnue to be served, based on income and need. The misunderstanding came from there being three funding sources, though covid funding is now gone, leaving two funding sources, one of those funding sources (state budget) was hung up at the state capital. Without a finalized state budget there was concern the funding would not be available for the Senior Lunch Program in July, and thus only 26 seniors would be served, this has been resolved.
As of now the funding source has been streamlined into one to avoid any similar scares to the public in the future. As for the reduced lunches, the Escalon Community has stepped up to ensure there is plenty of food to conƟnue to provide for the 66 seniors. We hope to grow the program and food availability as needed, so that no senior goes hungry or is turned away from the Escalon Senior Lunch Program. 81 of 89
