FDHRA Bickner also reported that staff training is underway and will continue as part of ongoing professional development efforts. Ms.

Bates shared that the training she attended was highly informative and expressed interest in attending future sessions.

Chief Hardgraves reported on a recent attempted homicide in April, commending the Escalon Police Department (EPD) for their exceptional response in securing the victim’s safety and apprehending the suspect. He announced the swearing-in of EPD’s newest officer, Eric Maripal, on April 25th. Officer Maripal brings valuable experience from the Alameda Sheriff’s Department. Additionally, Officer Gunter successfully completed his Field Training Officer (FTO) program last week and has been recognized as a strong addition to the Escalon community. Chief Hardgraves also extended his appreciation to Public Works for their vital support in managing traffic control during major incidents, allowing officers to be redirected as needed. He specifically acknowledged their prompt assistance during a recent train-versus-pedestrian incident.

PWS Collins expressed gratitude for the kind remarks directed toward his team, noting that while recognition is not necessary, it is appreciated. He emphasized the collaborative nature of their efforts and thanked all those who contribute to their success. Collins reminded attendees that the Farmers Market will take place this week from 5:00–8:00 p.m. He also shared that he and several Public Works staff members have been collaborating with the Escalon Garden Club on the development of a Blue Star Memorial, which honors the sacrifices of service members and their families. The memorial is now complete and will be dedicated this weekend at the Community Center. He invited everyone to attend the ceremony.

City Manager French provided an update to the Council on the approved tree list, outlining which tree species are appropriate for planting within the city, as previously requested. Mayor Hagan inquired whether the list included the planting process. Public Works Supervisor Collins clarified that while it does not outline a specific planting process, he works closely with contractors to monitor the health and progress of newly planted trees. He emphasized that homeowners are responsible for properly caring for the trees during their early years to ensure healthy root development, noting that improper care can lead to long-term property issues. In response to Mayor Hagan’s follow-up question about whether residents receive a care checklist, Collins stated that no formal checklist is currently provided but suggested that a handout could be developed and distributed to assist homeowners.

City Manager French reported that Public Works will be removing several trees along Main Street due to their size being unsuitable for the area. These trees will be replaced with more appropriate species.

Additionally, staff is reviewing the feasibility of installing dirt infields in existing parks and is evaluating options for landscape services within the city’s maintenance districts. In closing, French expressed that the City staff is keeping in mind the families and individuals affected by the two recent incidents that occurred two weeks prior.
