CITY COUNCIL ITEM
FOR SEPTEMBER 15, 2025
Prepared By: Ivette Arevalo, Recreation Commission Secretary Date: August 28, 2025
Subject: Monthly Recreation Update- August 2025
Below is a summary of the August 2025 Recreation Department activities.
Flag Football
Flag Football registration opened July 8, 2025. Regular registration closed August 18, with late registration accepted through August 26 in divisions with available space. The program set a new record with 380 players registered (up from 341 in 2024 and 263 in 2023), including another record of 102 female players (74 in 2024 and 23 in 2023).
Player evaluations were held on August 27 and 28, giving families two options to attend. The season runs October 11 – December 6, 2025, with no games scheduled Thanksgiving weekend.
The program serves ages 5–14, with players 7 and older divided into gender-specific divisions. This change, first introduced in 2024, has been a major factor in the steady growth of female participation.
Soccer
As of this report, four soccer game days have been successfully held at Hogan Park and Brentwood Park, with Game Day 1 also serving as Picture Day. Make-up picture days were held at the Community Center on August 5 and August 7 due to the large number of players. Seven game days remain in the season, with a bye week on August 30 for Labor Day weekend.
Signups closed June 2 with a record 915 players on 99 teams, up from 889 in 2024. The season runs August 2–September 27 and is Escalon’s first in the MLS GO League. Due to growth and limited field space at Hogan Ennis Park, Bob and Dena Lease Park (formerly Brentwood Park) was secured as a second location, outfitted with goals and portable restrooms.
A new U17 Boys Division launched with three teams for ages 14–16. Coaches are now required to complete How to Coach Kids and Sudden Cardiac Arrest training. June events included player evaluations, coach draft night, a coaches clinic, and a skills clinic for U6 and U10 players.
Adult Softball
The Adult Softball season concluded on August 21, 2025. Team registration ran from March 1 to April 1, 2025. Due to high demand, the league expanded from 10 to 12 teams. The season began on June 19 after a one-week delay and is held Thursday evenings at Hogan Ennis Park on the Sketti and Largent fields.

August 2025 Monthly Recreation Update
Each team is guaranteed nine games, with the top four advancing to playoffs on August 21. Four game days have been played so far, with no games during the week of July 4.
This season also introduced the TeamSideline platform, where teams enter scores weekly to track standings and playoff eligibility.
Yoga
Gentle Flow Yoga’s 6-week class, taught by Annette Wing, takes place on Thursdays at 6:00 PM at the Escalon Community Center.
The Yoga June 26- July 31session had a total of 18 sign-ups. The next session, running from Yoga Aug. 21- Sept. 25, currently has 11 sign-ups.
Karate
Karate classes are offered Mondays and Wednesdays at the Escalon Community Center for interested participants. Classes are instructed by Sensei Dan Duran, with the Shotokan Karate Academy who has over 30 years of training and currently holds the rank of Godan (5th degree black belt) under Hanshi Ricardo Llewelyn of Shotokan Karate Academy, Benicia.
Classes are held Mondays and Wednesday from 5:30pm to 8:30pm. 53 of 172 54 of 177

Resolution xx-25
RESOLUTION NO. XX-25
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ESCALON APPROVING A
TERMINATION AND SETTLEMENT AGREEMENT OUTLINING THE ESCALON UNIFIED SCHOOL DISTRICT PURCHASE OF CITY’S INTEREST IN THE POOL FACILITIES PER THE 2000 SWIMMING POOL FACILITIES AGREEMENT BETWEEN THE CITY OF ESCALON AND THE ESCALON UNIFIED SCHOOL DISTRICT; AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT
WHEREAS, in May 2000, the City of Escalon and the Escalon Unified School District executed an agreement referred to as the Swimming Pool Facilities Agreement, which detailed a mutual commitment to design and construct a swimming pool and related facilities (“Pool Facilities”) on District Property at Escalon High School (“Project”), and to operate and maintain said Pool Facilities; and
WHEREAS, further the District and the City agreed to share in the construction costs of various elements of the Pool Facilities, but in general the City’s responsibility was 39.84% and the District’s responsibility was 60.16%; and,
WHEREAS, the Agreement specified that the City had the right to use the pool for recreation and other community activities from the last day of the school year in the spring to the first day of next school year in the fall (i.e. during summer), and no less than 75 consecutive days per year. The District, in turn, was provided use of the pool during the school year for recreation and school activities; and,
WHEREAS, to ensure the long term care and maintenance of the Pool Facilities, the City and the District established an Operation and Maintenance Committee to oversee all such activities.
Each party agreed that while the pool facilities are under their responsibility for care and maintenance, as outlined above, that that party would maintain the pool during that time in a responsible manner; and,
WHEREAS, the Agreement established a term of 30 years, and Section 10, Term of Agreement, outlines closing activities should the agreement end or be terminated before the agreement term, and Sub-section b, Purchase of City’s Interest, states: “At the end of the term of this Agreement, or in the event of early termination by mutual agreement between the City and District, District shall purchase City’s interest in the Pool Facilities.” And “City’s interest in the Pool Facilities is hereby defined as 39.84% of the full fair market value of the pool facilities (excluding the value of the underlying land which is owned by the District), and 100% of the wading pool, restroom facilities, diving boards and other improvements for which City has assumed 100% of the costs.”; and,
WHEREAS, it came to pass, over the years, that the pool was in a state of disrepair. The District indicated that since the pool was not of proper length for official school competitions, and since physical education had de-emphasized swimming education, that the facilities were no longer needed for their purposes and further posed a liability risk for the District. The state of disrepair became such that it was cost prohibitive to repair the pool. Therefore, the Swimming Pool Facilities Agreement in effect was terminated; and,
165 of 177
Resolution 48-25
WHEREAS, per the Swimming Pool Facilities Agreement (Section 10b), the City, in October 2024, in partnership with the District, procured a “Value In Use” appraisal of the Pool Facilities performed by Valbridge Property Advisors (Attachment #3). This is the appropriate and applicable appraisal type for a joint use facility that is not currently in use. The value conclusion for the Pool Facilities from the appraisal report was $1,100,000. 39.84% of that total equals $442,000; and,
WHEREAS, the City and the District have generally agreed to the following terms:
a. District to pay the City $300,000.
b. City and District to share costs of Pool Facilities demolition at 39.8% (City) to 60.16% (District). The City’s share of these costs is expected to be approximately $75,000. c. District provides the City three years’ use of El Portal Fields, up to 40 days per year, for the purposes of its recreation program game and practice needs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ESCALON AS FOLLOWS:
RECITALS
Section 1. The above recitals are all true and correct and are incorporated herein by this reference.
Section 2. The terms above have been negotiated at the District/City 2+2 meetings, a meeting comprised of two elected representatives of each organization and between executive staff of both organizations.
Section 3. The Termination and Settlement Agreement is to be approved by the City Council of the City of Escalon and the Board of Directors of the Escalon Unified School District at a regularly scheduled meeting and subsequently executed by the Executive Officer of the Organizations as authorized by the Council and Board.
