STAFF COMMUNICATIONS & UPDATES
CM French introduced the City’s new Development and Community Services Manager, Trevin Barber.

The Council welcomed him to the City and stated they look forward to working with him.

FDHRA Bickner presented a Special financial report outlining the different views of various accounts, including Measure P funds. Councilmember Strohman inquired about the status of the audit. Councilmember Strohman noted for transparency that he was not present for the first hearing on the Building Code Update and disclosed a prior working relationship with the Chief Building Official, Mr.

Bell, but expressed that he has no conflict of interest with the item.

CM French then presented the staff report on the triennial building code updates, highlighting the noteworthy changes.

City Attorney Splendorio noted that local agencies are required to adopt the uniform codes unless they choose to enact more restrictive provisions, which would require specific findings.

Mayor Pro Tem Walker inquired whether all cities—general law or charter cities—go through this process every 3 years, to which City Attorney Splendorio confirmed.

ADMINISTRATIVE MATTERS

6. Consideration of Adopting Resolution XX-25, Adopting Updated City of Escalon User and Regulatory Fees
FDHRA Bickner presented the staff report. CM French highlighted the three fee update types, including fees update based on Consumer Price Index (CPI) inflator, an increase to garbage rates provided by Gilton, and recreation rates (including adult softball) as directed by the Council. Additionally, changes were made to fees for the electronic sign advertising, water disconnect fees, and development impact fees.

Councilmember Kay clarified that the rate increases from Gilton are set directly by the company and are not related to the CPI inflator. CM French confirmed.

Mayor Pro Tem Walker confirmed that this item is brought before the Council annually, which FDHRA Bickner affirmed. Mayor Pro Tem Walker then inquired whether the annual review is required specifically for the CPI adjustments. FDHRA Bickner confirmed that it is, noting that the item must return to Council each year to account for the CPI updates.

Councilmember Strohman inquired when the new Gilton rates took effect. FDHRA Bickner responded January 2025.

Mayor Pro Tem Walker thanked staff for aligning the fees with the CPI and for efforts to keep rates reasonably low for the community. She noted that, because she previously voted against the recreation fee increases, she will maintain consistency with her prior vote; however, she expressed agreement with all other fee adjustments.

City Attorney Splendorio recommended that the Council adopt the fee schedule as prepared, while temporarily holding off on the development impact fees. He noted that these fees can be reviewed further and brought back for consideration of an increase at a future meeting.

MOTION – it was m/s by ENGLE/KAY to Approve Resolution XX-25, Adopting Updated City of Escalon User and Regulatory Fees for Various City Services Based on the Consumer Price Index Annual Rate Increases as of August 31, 2025. The Increased Gilton Contracted Service Rates for Various Garbage Related Services as of January 1, 2025 and Council Direction on Recreation Program Fees, Except for the Development Impact Fees. Motion carried 4-1 (Nay – Walker) MINUTE ORDER 83-25

7. Consideration of an Escalon City Council Handbook
CM French noted that this item is continued from March 2025. He explained that the purpose of the handbook is to outline policies and procedures as it pertains to actions and works of the Council and is intended for both the public and the Council to increase awareness. He noted that changes were made based on Council direction to soften regulation, especially in regard to Council debates and discussions.

City Attorney Splendorio added that, based on feedback from the previous meeting, efforts were made to simplify the handbook. He noted that a few items remain technical because they reflect requirements under state law.

Councilmember Kay thanked staff for considering Council’s feedback and making the requested changes.

Mayor Hagan commented that the handbook will serve as a guide for future councilmembers and help community members understand the rationale behind City processes. Councilmember Strohman inquired whether the document would be posted on the City’s website, and CM French confirmed that it would.

Councilmember Engle asked whether term limits were discussed at the previous meeting. CM French responded that they were not, noting that term limits would fall outside the scope of the handbook. City Attorney Splendorio explained that term limits would need to be established through an ordinance and approved by the voters. CM French noted that should term limits be adopted by ordinance and approved, they would then be referenced in the handbook.

8. Agenda Item Request to Consider Fee Waiver for Use of the Escalon Community Center for the Escalon High School Class of 1971 Reunion
CM French presented the staff report and then turned the discussion over to Councilmember Engle, who explained that an individual had approached him regarding this matter. He noted that while a full fee waiver for use of the community center was requested, that a discounted rate may be most appropriate. Mayor Hagan concurred, stating that some form of discount should be offered.

Mayor Pro Tem Walker noted that waiving the fee entirely could set a precedent for all class reunions.

However, recognizing that the group is a community organization, she expressed willingness to offer the non-profit rate and suggested adding Escalon reunions to the list of recognized non-profit organizations.

She also noted that other venues in Escalon offer lower rates or no fees.

Councilmember Strohman commented that other groups have expressed interest in holding events at the community center but chose Main Street Park instead due to cost. He stated that, in his view, the rental fee should be waived for the reunion, with the exception of the cleaning fee.

Mayor Pro Tem Walker noted that if the Council chose to follow Councilmember Strohman’s suggestion, she would want to establish certain stipulations. Councilmember Strohman responded that use of the community center fosters a sense of pride, particularly for youth programs, and he would be reluctant to divert funds from those programs to cover a facility rental fee.

Councilmember Engle stated that a process is currently in place for groups seeking a fee waiver or discount to bring their request before the Council for consideration.

Councilmember Kay expressed appreciation for the comments made by fellow councilmembers and stated that the fee should not be waived universally; some criteria should be applied. He emphasized the importance of not setting a precedent that would allow every class reunion to qualify. Councilmember Kay suggested that applying the non-profit fee schedule would be the most appropriate approach for the community.

9. Consideration of Adopting Resolution XX-25, Approving Associate Planner Job Description, Confirming the Classification and Compensation Plan to Add an Associate Planner Position, and Affirming the Salary Range
CM French presented the staff report, highlighting the job description and salary range. He noted that the current Assistant Planner has been with the City for many years and is performing exceptionally, and in his view at an Associate Planner level. Mayor Hagan confirmed that the proposal would allow for internal promotion within the position, which CM French affirmed.

Mayor Pro Tem Walker inquired whether this item would add a third step to the Planner class. CM French clarified that the Planner class is currently one step—Assistant Planner—and that the City is proposing adding an Associate Planner position. Mayor Pro Tem Walker confirmed that part of the intent was for the current Assistant Planner to be promoted to Associate Planner, which CM French affirmed.

Councilmember Strohman asked why the position progression is from Assistant Planner to Associate Planner rather than from Assistant Planner to Planner. CM French responded that different cities use various naming conventions, but it is typical at this level to have the titles Assistant Planner and Associate Planner.

Public Comment Opened at 8:07 p.m.

Resident Sherry Hill sought clarification on whether the proposal would mean adding another staff member.

CM French responded that the proposal is to establish a two-step system for one funded position and would not add to the number of employees at the City. He explained that new positions would only be created if funded through the budget.

Public Comment Closed at 8:08 p.m.

Councilmember Strohman expressed appreciation for the current Assistant Planner, acknowledging her hard work and dedication to the City over the years.

10. Consider Adopting the First Amendment to City Manager’s Employment Agreement and Approving Update to City Salary Schedule
City Attorney Splendorio presented the staff report, noting that following an excellent performance review, four changes are proposed to the contract as outlined in the staff report.

Mayor Hagan commented that the City Manager is doing an excellent job and expressed support for the employment agreement. Councilmember Kay echoed the Mayor’s sentiments, noting that Mr. French has performed exceptionally and thanked him for his contributions to the City. Councilmember Strohman stated that Mr. French has been an invaluable asset and wished him continued success. Mayor Pro Tem Walker praised Mr. French’s humility and noted that he has made their role as councilmember easier.

COUNCIL COMMUNICATIONS
Councilmember Kay expressed that Councilmember Strohman’s wife and family were in his thoughts and prayers.

Councilmember Engle requested consensus to discuss term limits for City Council. City Attorney Splendorio clarified that any term limits would require adoption through an ordinance and voter approval.

Mayor Hagan and Councilmember Strohman agreed that the topic was worth discussing.

Councilmember Engle also requested consensus to consider increasing Council compensation after the next election, suggesting that it may help encourage more to run for Council. Mayor Pro Tem Walker supported having a discussion on this matter.

Councilmember Strohman suggested reviewing what other municipalities pay their councilmembers.

Councilmember Kay agreed, noting that given the significant time commitment, councilmembers are currently undercompensated and supported a discussion on the topic.

Councilmember Strohman thanked FDHRA Bickner and OVCB for their transparency and preparation for the investment presentation. He also thanked Chief Hardgraves and his officers for their work, specifically referencing the Halloween night incident. He congratulated Anthony Diaz for his dedication to the community and welcomed Mr. Barber to the team. He further requested consensus to proclaim November as Men’s Health Month at the next Council meeting, which Mayor Hagan supported.

Mayor Pro Tem Walker welcomed Mr. Barber and expressed support for the team. She also thanked OVCB for their presentation, recognized the Escalon Police Department for their community involvement (including Trunk-or-Treat events and Coffee with a Cop), and acknowledged the department’s outreach efforts.

Mayor Hagan thanked OVCB for their presentation at the meeting.
