Current Business:
Discuss/Approve 2022/2023 Budget. City Manager Adam Cox thanked Pam for her hard work. Cox presented the budget to the Council for approval and answered questions. The budget accounts for elimination of the part time detective position and the anticipation of another part time employee resigning. Police Chief Josh Short explained that Detective Mendes is still working on several projects, and it would be helpful to keep him on at least until the end of the year.
City Clerk Pam Eastlick is still working on workers comp calculations. Further discussion on janitorial expenses, professional & contract services, and City contributions to PAL, Library, and pool. Eastlick, and Cox will follow up on $5,000 contributions.
There is fund balance in COPS and the COPS budget needs to be treated as “one-time dollars” to be spent fully, not saved, and rolled over.
Council and staff discussed the water, sewer, gas tax funds, ambulance fund, and various equipment replacement funds. Ambulance Director Teri Arrwood has been working on grants and Medicare reimbursements. Cox would like to work toward assigning ambulances to strike teams to bring in more revenue.
Councilmember Gilmore moved to approve the 2022/2023 Budget as presented with modifications made. Councilmember Deppen seconded and the motion passed.

Etna Police Department Monthly Report
December 2022
As we are in the middle of winter, we typically see a slowdown in police related activity. This hasn't been the case these past couple months and has continued into the new year. While much of the activity is great for our community, we are seeing a downside such as increased criminal activity and traffic related issues. Our officers have been outstanding in keeping up with the demand for service and helped keep our constituents feeling safe and protected.
Thank you to City employee's and city Council in supporting our efforts, it makes all the difference in the world. It has been amazing to receive the continued thanks from the community as well as seeing the progress and positive difference while patrolling around town.
It makes the hard work and effort worthwhile knowing positive change is always on the forefront.
Traffic- This past month has brought us several traffic related issues mostly in the form of preventable traffic violations and collisions. While our DUI's and collisions remain at a lower number in town there is no excuse for them, so officers are remaining vigilant to keep them at a low number or nonexistent. We continue to educate by making numerous traffic stops monthly and provide warnings in the process. After a warning, officers generally issue citations. This past month several citations were issued for various violations. We have also had an increased concern for violations near the high school and additional locations around town. We have been increasing our presence in this area and will continue to issue warnings and citations if warranted. We have also borrowed a speed trailer from Ft. Jones so you will see it strategically placed around town. If you see a problematic area, please let us know so we can address it appropriately.
Schools- Recently we have also seen an uptick in activity within our schools and the need for police intervention and counseling. I believe our role as police is not to just be an enforcer but to be proactive within our community as a prevention role. We continue to work with the schools, assisting them in anything they may need to have another successful school year for our youth. We have also made several visits to our schools recently to visit and speak with the children about law enforcement and our roles within the community. It has always been a great opportunity to visit with our local youth on a casual basis and let them know we are their friends and here to help. With covid policies being amended we now are able to utilize school facilities once again for PAL and Law Enforcement activities. I have had several meetings recently with school district personnel in the efforts to be proactive in creating protocol and policies to prevent future problems while combating current issues. These meetings have been very productive and look forward to implementing them within our communities.
Animal Control- We continue to see animal control cases decline with the exception of a few dogs at large issues. We continue to successfully rehome problematic dogs utilizing our partnership with the Mt. Shasta Humane society and the rescue ranch. We recently delt with several dogs at large as well as lost dogs. Utilizing our face book page and local social media we were able to locate owners and come to a successful conclusion while hopefully preventing a future problem. While we will always have animal control related issues it has been nice to see them slowly declining. Again, education is a large part of maintaining voluntary compliance with any ordinance violation especially with animal control issues. As we begin a new year we continue to educate owners the importance of dog licensing and showing proof of vaccinations.
We along with city hall have been continuing to remind dog owners as June will bring a new year in hopes to gain a higher number of compliance.
Rcports/CSSCS- Attached you will find last month's statistical data showing the diversity in calls for service and activity levels. This also includes calls for service in the outlying areas of Etna. This year has already brought us several significant cases for each town. We hope this isn't the sign of the times as we face no sign of slowing down. As mentioned above Officers have been doing a great job and are keeping up with the demand for service. In the past months we have seen many social events taking place and we will continue to see a rise in calls for service of the upcoming months. Our scheduling may differ to accommodate this demand, but we are still available 24 hours for any needs. Many of our cases continue to be officer generated coming from our officers being so proactive in the community. Presences is a huge factor in preventing crime and it is our mission to be seen as often and continually.
Calls for Service- As with the written reports we have seen an increase in calls for service including mutual aid requests and response to EMS/Fire calls. We continue to assist other departments in any way we can to help first responders to any crisis. With an increase in criminal activity outside our two towns and other agencies suffering from low staffing we have been called upon by outside agencies to assist often. These agencies include CHP, Sheriff's Office, Forest Service, and CAL Fire to name a few. They also assist us when the need arises. It has been a great working partnership we have fostered and continue to do so in the future. We have also been able to attend trainings recently involving our mutual aid partners which has not only given us a better response but the ability to understand the complexities in everyone's policies and procedures.
Ordinance Enforcement- With Bonnie's retirement we have been slowly addressing her ongoing code enforcement cases. We have been able to address and close several lately as Kelly transitions into cases yet to be adjudicated. Several in the near future will be sent through to the review and prosecution process. Bonnie had been very active in the process of code enforcement and was looking into the revising and addition of ordinances to streamline and make Etna a safer place to live. This has always been a long process but worth the work as local ordinances will continue to be tailored to the City of Etna and our lifestyle. Kelly and the PD look forward to continuing Bonnie's hard work.
PAL- Our Youth Mentoring Center has seen a lot of activity in providing education and a safe place for our youth to attend recently. We have several trips and activities planned for this upcoming month. PAL also has their annual Skills and Drills Basketball program to begin in February. This expanding program has us now partnering with our school district as well as the Quartz Valley Indian Reservation to meet the demand and need of our communities youth.
Tr3ining- Recently our officers have been attending several trainings in perishable skills as well as advanced officer trainings. We are now compliant for the past two years and will begin the training phase for the next two year cycle. We have numerous upcoming trainings scheduled and look forward to the specialties our officers will now be experts in.
Patrol Hours- The patrol hours and time in the office stay maintained over 600 hours a month with 5 officers and 2 CSO's. Countless security checks, home checks, and business checks are made daily making sure our community is safe. We continue to hear compliments and appreciation on a daily basis for the service we provide our constituents. It makes all the hard work worthwhile when we can see and especially hear the difference our officers make in the community.

I attended an ambulance cost collection workshop co-hosted by both the American Ambulance Association (AAA) and the California Ambulance Association (CAA) on January 12 that was recommended by our billing company. With the attendance, Etna Ambulance received a free 1-year membership to the AAA and free access to the AMBER software to use in the upcoming data collection.
Billing:
Our reports with Wittman show a significant outstanding balance of accounts not paid over 180 days. I have worked with Adam and Wittman on ways to improve collection on these. We have also added a credit card payment option that I was unaware we didn't already have. Between insurance, checks (private, bank or money order), payment options and now credit card, hopefully we can start getting a better response.
Grants:
Samantha Hess has started working on grants to benefit both EMS and the FD with Adams approval. We will be focusing on a paid Fire Chief that can also help with ambulance calls and needed updated equipment forthe FD. Samantha will stay in contact with myself and Adam prior to submitting the grant applications and obtain any needed approvals from city council.
Training Center:
We held our first Public Safety First Aid course to local responders in conjunction with the Scott Valley Fire and Rescue Alliance Volunteer Fire Academy. I will be looking at scheduling a requested community CPR/First Aid course soon.
Ambulances:
No issues to report.
SSV Regional EMS Authority
I attended the quarterly Regional Medical Advisory Committee meeting January 17, 2023. No updates from the meeting.
The required annual EMSQUIP (EMS Quality Improvement Plan) report is due in March. I will be working on the report for submission. It (and previous years) are always available for review.

Edits to Web Text
Zip Books is a program sponsored by the California State Library allowing you to request an older, published title not in our collection and have it sent directly to your home by mail through Amazon. And when you have finished, simply drop off the book at your local branch with the included packing slip to be cataloged.
You may request one title at a time. Once you have returned your Zip Book title, you may place another Zip Book request.
Please make sure that titles you order are not already in our catalog and were published more than a year ago.
Questions? Call us in Technical Services at (530) 842-8807.
