** CITY COUNCIL MEETING RECORDINGS ARE AVAILABLE ONLINE www.etnaca.com** Etna Police Chiefs Monthly Report
June 2023
With the new changes to bi-monthly council meetings and department head reports being due in the 2^'* meeting of the month, the following report will consist of statistical data beginningJune 1^' to present. As you will see, officers have been busy in both towns while maintaining our proactive approach to community policing. With Officer Whitchurch rejoining the department as a full-time officer, we have been able to settle into a more defining schedule helping defray the workload to officers as well as on-call time. You will also see a reduction in overtime as we are better equipped with personnel to handle calls for service. As mentioned in the past keeping a good line of communication is key to our success. If council has any questions or concerns, please stop by or call so we can address the issue at hand and keep it from metastasizing into something more difficult to handle. As always If you can find time in your busy schedules to come on a ride along you would find it very inciteful of what is going on around town and valley.

Traffic- Recently our main focus around town has been concentrate on downtown and main street areas.

With an influx of travelers both on foot and motor vehicles it is important for us to show presence to slow traffic and keep drivers mindful of safe vehicle operation. Numerous traffic stops have been conducted as well as citations being issued. Our new Radar/Message board has been ordered and hopefully will arrive in the near future. If you notice an area that needs are attention please advise us so we can maintain extra patrols as well as set up our radar trailer.

Schools- We are currently in the middle of our schools summer session, however have had numerous calls related to our schools. Each of those calls for service have been investigated and sent to either the D.A's officer or probation for prosecution. Even though the schools are in their summer session, we have maintained our partnership in developing future programs and procedures to apply the next school year. We hope to be introducing several new concepts and programs in the very near future. Our school safety is paramount for our community and we will always maintain a proactive approach to making sure every child is taken care off and made to feel safe.

Fire Assignments- Despite us assisting local agencies with fire activity we have not yet been called upon to help assist a major incident. This year we have been successful in partnering with OES in setting up pre administrative measure to ensure we are reimbursed for any fire assignment within two weeks of the incident. In the past it has been sometimes years before the city has been reimbursed. Law Enforcement response to an incident is different than fire as we are administrativelya post event process versus a pre-event. It has cause a lot of delays in the past but we are hopefully past that era.

Animal Control- The department has been very active with animal control recently especially related to feral cats. Both towns have seen a huge increase in dogs at large as well as other livestock. It is unfortunate that believe many of these cases are a result of people dropping animals off within city limits knowing we will take care of the problem. We have been successful In re homing due to our partnership with local humane societies and rescue ranches. We hope to see a decrease in this activity soon but have fortunately set up our kennels to house these animals short term.

Reports/Cases- As of this date we have over 70 written cases for the year in Etna. This is a significant increase from the year before and is a direct reflection on how busy the agency has been. Again these cases reflect an actual written case with them being sent to other departments such as the District Attorney's Office. This does not reflect calls for service. These cases also include abatement cases. Several of these ordinance cases have been active and we will be hopefully closing out shortly. As with any of the abatement issues we are always looking towards voluntary compliance. These are also all civil issues not criminal so the time a case remains open can be long periods often over a year. One of our major abatement cases has continued to see much progress and will hopefully be closed out in the near future.

Calls for Service- Our calls for service for the month continue to be at a high volume as you can see in the attached stat report. As I mentioned in the past even our calls for service dispatch records are a small percentage of the everyday calls for service we handle in house or when someone calls us directly. These calls include our assistance to the fire department as well as the ambulance service. We have also been assisting allied agencies on a regular basis including regular calls for service and the implementation of search warrants. PAL events have also taken many hours Monday through Thursday which throws a curve ball into our daily activities.

Ordinance Enforcement- Enforcement continues to be on the forefront and we continue to have positive results and cooperation from those involved. The follow-up has shown to take much of our time, however with the results we are seeing makes it well worth it. Recently several notices have been posted on homes and properties around town. Each violator will have an opportunity to correct the issue at hand before we follow up with their progress. We also hope in the near future to send an informational piece out with the water bills explaining issues the city may be encountering and what we will be doing to be proactive in beautifying town.

PAL- We are currently in the middle of our swim season with both the competitive and recreational teams having an increase in attendance. Our competitive team continues to travel and compete in competitions around the state. PAL will be involved in upcoming events in town as well as providing services during the county fair in august. The mentoring program is well established and has been awarded continued funding through the next three years. This is a wonderful opportunity for our small community to receive programs that would not normally be available to our youth.

Training- Recently officers have attended critical training to help bring better services to out community.

Advanced officer training is very important to us and we will continue to provide these trainings throughout our officers careers. Each training is POST reimbursable and comes at no cost to the city. Perishable skills training throughout the two year cycle is also an ongoing training opportunity we usually are awarded through our partnership with college of the siskiyous.

R6S6rV6S” With Officer Whitchurch coming back to full time we currently we have two reserves on the roster. Each of these reserves is putting in the required time and have been a great asset to the department. We as a community are blessed to have these individuals willing to put their lives on the line and ask for nothing in return including pay. We have recently set up procedure to allow these reserves to take on special assignments such as assistants with upcoming events. This will help the department keep full time officers on their regular shifts to cover town while still providing an officer specifically to the event.

M56 is getting its snow tires off and a new set placed 07/10/23. The old tires were 10 years old so this is routine service.

Building:

Dan and I spoke about the sun hitting the back of the ambulance building and the effect it has on the siding and paint. It was painted 2 years ago and took extra paint due to the direct sun and the wood is warping. At his recommendation, we ordered shade cloth in an effort to extend the life of the paint and building and also to help reduce the electrical cost and wear of our cooling units.

PP-GEMT IGT
Due to the unknown nature of amount that we would be reimbursed or when, I sent an email stating that we would be unable to fulfill our letter of intent to participate in the program. When I figured how many transports we had last year for this insurance, the estimatedreimbursementwould have been $11,000. That is ]f every transport was reimbursed. While that is a large amount, it is not guaranteed as some claims get denied.

Medicare
GADCS collection period ended 6/30/23.1 now will be submitting required data entry to CMS (Medicare). This is a process they created to see what the cost is to run the ambulance vs their reimbursement rates.

Josh is working on getting confirmation from the DA for us to do DUI blood draws for them instead of having to go to the hospital. If this is accepted, it may be a service that we would be able to provide to other law enforcement agencies for a fee.

UPCOMING TRAINING/CLASSES/EVENTS:

Rodeo has been advertised for July 29‘^ however no one has contacted us to request an ambulance. They usually do this last minute so will be checking with team members to see if anyone is interested in working this event. am in contact with COS to host an EMT course here again. I was looking into getting an independent course approved through our regional EMS authority, however, I don't believe that it would be cost effective at this time. Perhaps in the future.

RE: Short-Term Rentals (Airbnb) Operations Notice to Comply a. Home in Etna 310 Main Street APN: 056-181-300
b. Room in Etna 149 Main Street APN: 056-021-140
Dear
This letter is another attempt to inform you that as a short-term rental operator in the city limits of the City of Etna you are required to submit quarterly a Transient Occupancy Tax (TOT) assessment in addition to the TOT quarterly report form. You are continuing to operate two short-term rentals within city limits and are not in compliance with Chapter 3.16 Transient Occupancy Tax of the Etna Municipal Code.

For more information regarding TOT, please visit the City of Etna Municipal Code at www.codepublishing.com/CA/Etna.

Failure to respond and demonstrate compliance may result in penalties, the initiation of lien procedures against the real property in the amount of penalties plus interest, and/or referral to the City Attorney’s Office for legal action.

We appreciate your timely attention to this matter.

Sincerely,
Pamela Eastlick, City Clerk
