ToiPamela Eastlick <[email protected]>;Ellyn Bruce <[email protected]> Hi Pam; so sorry for the miscommunication. There's not a contract can provide but you can let council know that we are bidding on fiscal year ends 21, 22 and 23, for pre audit accounting clean up. Our average billing rate would be approximately $200, It's hard to anticipate how many hours it will take until v^/e dive in, but if council approves a 'not to exceed' amount per year, we would stop v^/hen v^e hit that mark and you could go back with a change order if more v^/ork was needed, in short, I will have to follow your lead following councils guidance on price caps and will provide a contract at that time.
Hope that gives you enough direction for Monday. I’m working in Tennessee but will be checking my email.
Thanks!

Subject/Request: Usage
Please provide a description of the request and attach supporting documentation:
Typically during winter months water meters that become difficult to read have to be estimated. Several meters are set very low in the box and become submerged in water making it impossible to get an accurate read. To avoid a future high usage bill it is necessary to estimate in times where a read cannot be recorded. Unfortunately due to weather the last several months have been estimated reads and the estimates were too low for the attached accounts. Now with the most recent billing (April) we have inputted accurate meter reads for the billing and many accounts received a substantial increase than what is typical for their water usage portion of the bill. Staff recommends adjusting a portion/percentage of the water usage. Options to consider:
1. Take the average of 12 months and adjust the bill to that amount
2. Bill the account for the same amount billed this time last year (April 2023) □ Will there be a financial impact to the City? □ Yes □ No IfYes, $.
Please describe:
Another option that should be considered is taking the April bill and dividing it by several months and billing it out flat while not penalizing the account. This option will be the most difficult to track, and time consuming. Please advise.
