SPECIAL MEETING OF THE ETNA CITY COUNCIL
Monday September 26, 2024
Members of the Etna City Council met on this 26th day of September in person and TELECONFERENCE (Zoom.) Mayor Cliff Munson called the meeting to order and led in the salute to the flag of the United States of America.
1. Call to Order:
a. Roll Call
Councilmembers Brandon Fawaz, Mayor Cliff Munson, Charnna Gilmore, and John Stacher were present. Councilmember Jason Deppen was absent.
2. Public Comments on Non-Agenda Items:
None.
3. Public Hearing (Continuation):
a. 504 Main Street Use Permit & Draft Resolution 2024-015 – A Resolution of the City Council of the City of Etna Conditionally Approving the Main Street Garage Use Permit Application for 504 Main Street
Mayor Munson opened the public hearing for comment and read the resolution title.
Councilmember Gilmore made a motion to approve, Councilmember Fawaz seconded, and it passed.
Councilmember Stacher what the reason was to have another bar in town. Audience member and owner Cole Laustalot explained that the purpose is for overflow from Denny Bar and a space for people to wait for their reservation if they are early.

4. Current Business:
a. Discuss/Approve Notice of Exemption for Emergency Backup Well Project Councilmember Gilmore made a motion to approve, Councilmember Stacher seconded, and the motion passed. More discussion.

b. Discuss/Approve Resolution 2024-017 – CAL FIRE 50/50 Grant Discussion on equipment to be purchased. Councilmember Stacher made a motion to approve, Councilmember Gilmore seconded, and the motion passed.

c. Swear in Larry Hicks as New Assistant Fire Chief
Larry Hicks arrived later after closed session and Mayor Munson swore him in. d. Swear in Teresa Arrwood as New Fire Department Secretary 2 Teresa Arrwood was not present.
5. Closed Session:
a. Pursuant to Government Code §54957(b) Personnel Matters – Public Employee Appointment
1. Eight Volunteer Fire Department Members
Councilmember Fawaz made a motion to approve in closed session. City Council reported in open session that the eight volunteer fire department members.
6. City Council Statements and Requests:
Councilmember Gilmore officially acknowledged Teresa Arrwood as the fire secretary.
7. Adjournment:
There being no further business Mayor Cliff Munson adjourned the meeting at 6:09 pm.
