The Scott River Water Trust, California Trout, and Yurok Tribe are partnering with the Farmers Ditch Company (located on the eastside of Scott Valley) to bring on-farm irrigation efficiencies and river restoration improvements to the upper portion of our watershed. We're working to earmark Congressional funds for our project, and one requirement is a letter of support from a local municipality. We'd like to approach this topic with the Etna City Council to see if they are interested in providing a letter.

Federal Earmark Request for Proposed on-farm efficiency funding in the Scott Valley Date: May 22, 2025
To:
Re:
Purpose: The Purpose of this memo is to outline the request in front of the City of Etna City Council (City Council) for the City Council to submit a support letter to Senator Padilla for a federal earmark for $1 M dollars to support on-farm efficiency projects for landowners along the Farmer’s Ditch in the Scott Valley. The following is a more detailed description of the project, a map of the project area, a letter of support from Siskiyou County, and a draft letter of support for the City Council to review.
Project Description: The Farmers Ditch Company (FDC) operates a 12.5-mile earthen ditch conveyance system serving 10 members with an aggregatewater right of 30 cfs plus six cfs surplus from the Scott River near Callahan. CA. The FDC improvement Planning Project (FDCIPP) includes data collection and modelingtasks to analyze the impacts of conveyance system and irrigation improvements. Building on the results of previous projects, alternative infrastructure improvements and managementscenarios will be ranked by the flow enhancement benefits they provide. The highest ranking improvements and management alternatives will be presented to the water users, and their selection will advance through design and permitting. The anticipated outcome consists of piped ditch segmentsto be used seasonally, when coinciding instream flow conditions should be prioritized over long-term benefits to groundwaterrecharge provided by the existing infrastructure. Additionally, irrigation improvementsin specific fields will provide a similar ability to seasonally manage water use efficiency (WUE) to optimize instream conditions and agricultural production. Although both components of the project reduce nonconsumptivelosses, that is not the goal of this project. Increased WUE can have negative impacts on stream conditions if it isn’t properly managed, and the primary goal of this project is to enhance flows during the summer and fall seasons. This will be achieved by managing WUE by season and location to optimize stream flow during the periods identified, adding to the baseline stream protection measures enacted through the Scott River Tailings Restoration Project and leveraging deliverables of the FDC Stream Flow Enhancement Planning Project.

RE: FY 2026 Congressionally Directed Spending Request for Scott River Tailings Reach Wetlands Restoration Project
Dear Senator Padilla,
The Siskiyou County Board of Supervisors (Board), is writing in support of California Trout’s (CalTrout) $1M request for congressionally directed spending (CDS) to fund the Scott River Tailings Reach Wetlands Restoration Project. Focused on the Farmers Ditch Company in Scott Valley, funding requested for this project would be utilized to complete several on-farm efficiency projects that would improve the area’s water infrastructure and the surrounding habitat for endangered populations of anadromous fish.
The Scott Valley community relies on sustainable agriculture and the local water supply, as do fish populations in the watershed. To address increased challenges in balancing the water needs of both agriculture and fisheries, the project fosters collaboration among stakeholders, including farmers, tribes, and conservation groups, through a 2023 Memorandum of Understanding. This agreement establishes a framework for solutions that balance the needs of farms, fish, and the broader community.
The Scott River Tailings Reach Wetlands Restoration Project focuses on improving ecosystem resilience and water supply availability for sustainable agriculture. This project looks to restore and develop a reliable water supply, promote streamflow connectivity, create rearing habitats for juvenile salmon, and reduce harmful conditions like high water temperatures and sedimentation.
While previous programmatic investments in this project have been made by federal and state natural resources agencies through various grant programs, the remaining on-farm efficiency work has yet to be funded. Additionally, as water resource conflicts in the Western US continue to occur, increasing efficiency of water use is paramount to the viability of small rural communities such as the Scott Valley. The Siskiyou County Board of Supervisors strongly supports funding this project and looks forward to working with Fanners Ditch and CalTrout to continue fostering proactive and positive water management solutions.

RE: FY 2026 Congressionally Directed Spending Request for Scott River Tailings Reach Wetlands Restoration Project
Dear Senator Padilla,
We are pleased to write in support of California Trouf s (CalTrout) $ 1M request for congressionally directed spending (CDS) to fund the Scott River Tailings Reach Wetlands Restoration Project. The funding request for this project would be utilized to complete several on-farm efficiency projects that would improve the area’s water infrastructure and the surrounding habitat for endangered populations of anadromous fish.
The local community in Etna relics on sustainable agriculture and the local water supply, as do fish populations in the area. Both fish and agriculture face increasing challenges from low seasonal streamflow, degraded in-stream habitat from historical mining, and poor water quality. To address this, the project fosters collaboration among stakeholders, including farmers, tribes, and conservation groups, through a 2023 Memorandum of Understanding. This agreement establishes a framework for solutions that balance the needs of farms, fish, and the broader community.
One of these solutions is the Scott River Tailings Reach Wetlands Restoration Project, which focuses on improving ecosystem resilience and water supply availability for sustainable agriculture. This project and the 2023 Memorandum of Understanding look to restore and develop a reliable water supply, promote streamflow connectivity, create rearing habitats for juvenile salmon, and reduce harmful conditions like high water temperatures and sedimentation. This will increase reliability for both aquatic species and for the local agricultural community, and in turn will create job opportunities in the local economy.
While previous programmatic investments in this project have been made by federal and state natural resources agencies through various grant programs, the remaining on-farm efficiency work has yet to be funded. Additionally, as water resources in the Western US continue to decline due to drought and climate change, increasing efficiency of water use is paramount to the survival of small rural communities such as Etna in the coming years. For those reasons, this request for CDS is not only necessary for the completion of the project, but critical to the future viability of the local community.
I urge you to please consider this request, and please reach out to me if you have any additional questions or concerns about this project,
Thank you,
City of Etna
