MINUTES

REGULAR MEETING OF THE ETNA CITY COUNCIL
Monday December 22, 2025
Members of the Etna City Council met on the 22"^ day of December in person and TELECONFERENCE (Zoom). Mayor Cliff Munson called the meeting to order and led in the salute to the flag of the United States of America.

1. Call to Order:
a. Roll Call
Council members John Stacher, Matt Eastlick, Jason Deppen, and Brandon Fawaz were present. Mayor Cliff Munson was on Zoom.

2. Public Comments on Non-Agenda Items:

None.

3. Consent Calendar:
a. Minutes of the Regular Meeting November 3, 2025

Councilmember Deppen made a motion to approve, Stacher seconded and the motion passed.

Ayes: Stacher, Eastlick, Deppen, Munson
Abstain: Fawaz

4. Current Business:
a. Proclamation Honoring Police Chief Josh Short for 25 Years of Dedicated Service to the City of Etna
Councilmember Fawaz presented and read the proclamation to the audience.

Audience member Ray Waller was the mayor 25 years ago when Josh Short was hired. Waller congratulated Chief Short for his years of service. Chief Short thanked the Council, audience, and community for their recognition, b. Second Reading and Adoption of Ordinance 230 Amending Title 17, Zoning of the Etna Municipal Code
City Planner Richard Tinsman was on Zoom and gave a background on this project.

Councilmember Stacher made a motion to make the finding that the project does not have the potential to result in a significant adverse effect on the environment and is exempt from environmental review pursuant to CEQA Guidelines Section 15061(b)(3). Councilmember Deppen seconded and the motion passed.

Ayes: Stacher, Eastlick, Deppen, Fawaz, Munson
1 Councilmember Eastlick made a motion to adopt Ordinance 230, An Ordinance of the City Council of the City of Etna Amending Title 17, Zoning, of the Etna Municipal Code. Councilmember Stacher seconded, and the motion passed.

Ayes: Stacher, Eastlick, Deppen, Munson, Fawaz
c. Discussion: Review of 2020 Water Rate Increase and Five-Year Study The City Council discussed the past water rate study. City Attorney Andrew Jared shared comments regarding setting rates,
d. Second Reading and Adoption of Ordinance 228 - An Ordinance of the City Council of the City of Etna Adopting the Etna Fire Hazard Severity Zones Map and Adding Chapter 15.16.010 to the Etna Municipal Code Councilmember Stacher made a motion to accept the Fire Hazard Severity Zones Map with reservations. City Attorney Andrew Jared gave a background on this. This is a state requirement to adopt this ordinance. More discussion. Councilmember Stacher made a motion to adopt an ordinance of the City Council of the City of Etna, California, adopting the Fire Hazard Severity Zone designated by the State Fire Marshal and reading by title only. Mayor Munson seconded the motion.

Ayes: Stacher, Eastlick, Munson
No: Deppen, Fawaz
e. Direction to Enter into Agreement with Linda Moak Regarding Assignment of Property
Mayor Munson and Councilmember Fawaz recused themselves from this item due to conflict. City Attorney Andrew Jared gave a background on this item.

Councilmember Stacher made a motion to direct Councilmember Deppen to enter into the agreement. Councilmember Eastlick seconded, and the motion passed.

f. Resolution 2025-014 - A Resolution of the City Council of the City of Etna Declaring Certain Equipment as Surplus and Authorizing Disposal Councilmember Eastlick made a motion to approve Resolution 2025-014 declaring certain equipment as surplus and authorizing disposal. Councilmember Stacher seconded the motion. Mayor Munson requested adding a timeline for getting rid of the equipment. Councilmember Fawaz added that if there is no sale on the auction site then staff will sell them privately for an additional 30 days.

g. Discuss/Approve EMT/Firefighter Position Being a Standard (Permanent), Full time, Shared Position Between the Fire and Ambulance Departments Ambulance Director Teresa Arrwood presented survey results to the Council showing positive feedback toward the position. More discussion. Fire Chief Jake Deegan also expressed his appreciation for the position which has been very beneficial to the fire 2 department. Discussion regarding fiscal analysis for creating and keeping this position. The Council agrees to continue with the position. No action taken.

5. Department Reports:

Police Chief Josh Short provided stats in the Council packet. Chief Short thanked the Public Works staff for helping with the PAL party.

Public Works Director Dan Burbank reported that they have been busy. Discussion about all the rain that has been received in the last few weeks and the sewer ponds.

Fire Chief Jake Deegan gave a brief report. They are working on upfitting one of the fire trucks.

Ambulance Director Teresa Arrwood gave a brief report and thanked Dan Burbank for all of his help.

City Clerk Pamela Eastlick gave an update on the new software transition and training.

Eastlick is planning on closing out the year and emailing out financials.

6. City Council Statements and Requests:

7. Closed Session:
a. Public Employment — Appointment (Pursuant to Government Code §54957)

1. Police Department - Police Officer
The City Council had no reportable action.

2. Fire Department - Volunteers (3)
The City Council unanimously approved the hiring of three volunteers to the Fire Department,
b. Conference with Legal Counsel - Anticipated Litigation (Pursuant to Government Code §54956.9)
The City Council had no reportable action.

8. Adjournment:

There being no further business, Mayor Cliff Munson adjourned the meeting at 6:48 pm.

WHEREAS, the City of Etna is eligible to receive Federal and/or State funding for certain Transportation Projects, through the California Department of Transportation and,
WHEREAS, Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements and/or Fund Transfer Agreements need to be executed with the California Department of Transportation before such funds could be claimed and.

WHEREAS, the City of Etna wishes to delegate authorization to execute these agreements and any amendments thereto to the mayor be authorized to execute all Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer Agreements, and any amendments thereto with California Department of Transportation, and

Submitted for the January 26, 2026, Meeting
Introduction
The Marble Rim Gallery respectfully submits this proposal to the Etna City Council, suggesting the repurposing of the old Etna Police building as the new site for the gallery. This initiative aims to enhance Etna’s cultural landscape and provide valuable opportunities for community engagement through the arts.

Positive Impact on Etna
The relocation of the Marble Rim Gallery to the proposed site is expected to bring several benefits to the city, including:
● Making a substantial contribution to the cultural life of Etna. ● Attracting visitors and encouraging people to make Etna a destination. ● Offering opportunities for residents of all ages to participate in artistic activities. ● Encouraging and inspiring local youth, especially those connected with the high school and nearby educational institutions.
● Continuing the gallery’s tradition as a historic presence, building on its 35 years of supporting the arts in Scott Valley and positively impacting every location it has occupied.

Benefits of the Etna Police Building
● The available space would allow the gallery to expand its offerings with more classes and activities.
● Its central location in the city hub, near the Avery Theatre, presents ideal opportunities for collaboration and increased visibility within the community.

Considerations and Reasons for Moving
● Reduced street traffic and visibility at the present site have made it difficult for the gallery to attract attention. A decline in visitors and sales has led to a decrease in revenue.

The current location is not easily accessible for local youth and does not facilitate collaboration with the gallery’s fiscal sponsor, the Avery Theatre.

The current gallery location in Fort Jones is costly beyond what the gallery can afford, and it is too limited in size for desired educational programs and community events.

To curtail costs and reserve funds, the gallery members plan to move from the current location by the end of February. A move to a new location by March 1 would be ideal. 1 ● The Marble Rim Gallery has relied on community support and contributions from local artists throughout its history, which remains vital for its continued operation. It is only through community support that the gallery has sufficient funds to consider a move. ● The gallery members hope to come to a consensus with the City of Etna to support the gallery’s goals and intentions, as well as the mission and objectives of the city, and reach an agreement that works for both and allows the gallery to manage financially.

The Importance of Art for Etna’s Citizens
Art plays a critical role in the well-being of individuals and the community. Self-expression, inherent to human nature, has long been recognized for its positive effects. Medical studies demonstrate that engaging with art—whether creating or viewing—can improve both mental and physical health by stimulating brain function on multiple levels.

Art serves as a powerful medium of communication, transcending words and reaching the core of human experience. It can convey meaningful messages, reflect daily life, and address current societal issues. By inspiring new insights and perspectives, art enriches the mind, body, and spirit, moving people beyond the everyday and fostering deeper understanding and personal growth.

REQUEST FOR QUALIFICATIONS
Background Information
Statements of Qualifications (SOQ’s) are being solicited from California licensed engineering firms for providing City Engineer services for the City of Etna.

The selected firm will serve at the pleasure of the City Council, and will provide, by Contract with the City, those various services normally associated with the position of City Engineer. Compensation will include a monthly retainer fee in addition to fees for compensation based on “Time and Materials" for specific projects and services as requested and authorized by the City Council.

Delivery of Proposal in Response to RFQ
It is the Proposer’s responsibility to ensure that the RFQ is received by the City prior to the hour and date for the opening of the proposals specified in the Notice of Request for Qualifications. Any proposals received by the City after the hour and date shall be rejected and returned unopened.

Format of Proposal in Response to RFQ
All submittals shall be typewritten or printed in ink clearly and legibly, in conformance with the Request for Qualifications and submitted in an envelope plainly marked on the outside: “PROPOSAL FOR CITY ENGINEER. Five (5) copies of the proposal are required.

Quality of Submission
Unnecessarily elaborate or glossy statement of qualifications are neither expected nor desired. The emphasis of the submittal should be on responding to the requirements set forth in this Request.

IV.

Contents of Submission
The proposer shall include in its proposal, at a minimum, the following information presented in a clear and concise format, in order to demonstrate the Submitter’s related experience, competence and professional qualifications for the satisfactory performance of the services outlined in the Project “Scope of Services" section of this Request for Qualifications:

A cover letter summarizing the key points of the proposal. (2 pages maximum).

A list of the Submitter’s principals, employees, agents, and subconsultants (Project Team) which the proposer anticipates assigning to this Project. This list shall include a summary of the qualifications, licenses, and experience of each individual: and the type of work to be performed by each individual. The CITY will retain under its Agreement with the successful Proposer the right of approval of all persons performing under the Agreement.

A list of the most recent projects for which the Submitter Project Team has performed services of similar size, scope, and complexity. This list shall include the name, contact person, address, and phone number of each party A.

for whom the service was provided, as well as a description of the service performed and the dollar amount of the contract, and the date of performance.

Include statement as to whether project was on time and on budget.

A statement which discloses any past ongoing or potential conflicts of interest which the Submitter may have as a result of performing the work in this position.

A copy of an insurance certificate or a letter of intent to provide insurance from the issuing company (including a description of types of coverage and dollar amount limits.) Minimum insurance requirements are as follows: General Liability - one million per occurrence, two million aggregate; automobile - one million combined single limit; Workers Compensation and Employer’s Liability -one million per accident; and Professional Liability or Errors and Omissions Insurance one million per claim and two million aggregate.

The proposal must be signed by an authorized representative of the Proposer.

The proposal must be accompanied by proper documentation of valid California Engineering license.

VI. Interpretations of the Request for Qualifications
If the Proposer is in doubt as to the meaning of any part of the Request for Qualification, or finds discrepancies in or omissions from the Request for Qualification, the Proposer shall submit to the CITY a written request for an interpretation or clarification a minimum of 48 hours prior to the time for opening proposals. The CITY shall not be responsible for any explanations or interpretations of the Request for Qualification other than by written addendum delivered to each Proposer. No oral interpretations of any provision in the Request for Proposals shall be binding upon the CITY.

VII. Review of Proposals and Evaluation Criteria Request for Qualifications:

After the Proposals are received and opened by the CITY, a selection committee shall review and evaluate the Request for Qualifications for responsiveness to the Request for Qualifications in order to determine whether the Proposer possesses the professional qualifications necessary for the satisfactory performance of the services required. The CITY shall also investigate qualifications of all proposers to whom the award is contemplated, and the CITY may request clarifications of proposals directly from one or more Proposers

After completion of the review of the proposals, the CITY shall rank the firms based on demonstrated competence and qualifications is accordance with the criteria below:

VIII. Award of Agreement
Upon completion of the review period, the CITY shall notify the Consultant selected for the Project. The Consultant so notified may be required to provide specific documentation to the CITY. Any delay caused by the Consultant’s failure to respond to direction from the CITY may lead to a rejection of the Proposal.

If the CITY decides, after evaluation and negotiation, to award the Agreement, a contract shall be sent to the successful Consultant for signature. No proposal shall be binding upon the CITY until after the Agreement is signed by duly authorized representatives of both the Consultant and the CITY.

The CITY reserves the right to reject any or all proposals and to waive any irregularities.

IX. Scope of Services
The selected engineering firm will be experienced in working with small cities on a wide range of matters and are expected to work closely with the City Council and staff. Typical duties would include but not be limited to the following:

Road design and rehabilitation, construction staking, construction inspection.

Survey of City right of ways, construction projects, map updates.

Water treatment and distribution system planning, design, operation and maintenance.

Sewage treatment and collection system planning, design, operation and maintenance.

Develop contract documents for public works projects.

Provide consulting services relating to proposed improvements projects including subdivisions, parcel maps, zoning revisions and amendments, use permits, and other planning matters. The City contracts with an independent Planning Consultant firm for planning services, but relies on the City Engineer for engineering and technical matters.

Assist the City in complying with all applicable federal, state and local regulations.

Some City projects may be funded with State or Federal funds including the State Department of Housing and Community Development Block Grant (CDBG) program. Duties may include work on theses projects and require adhereance to all applicable requirements relating to but not limited to, nondiscrimination, equal opportunity, environmental protection, and utilization of small business concerns.

It is understood that special consultants may be required for portions of larger projects to provide services outside of the area of expertise of the City Engineer, and that the City Engineer will occasionally need to sub-contract with specialty consultants for matters outside of the engineer’s areas of expertise.

Experience with state and federally funded public works projects is necessary and a good working relationship with regulatory agencies if desirable.

X. Availability
The Engineer or a firm representative will be expected to attend city council meetings as necessary. The Engineer must be available for telephone consultation during normal working hours. The Engineer will also be expected to be available on short notice to provide on site evaluation and technical advice during construction projects or emergencies.

Manner of Compensation
The City anticipates that the retainer fee will be paid on a monthly basis.

Compensation for work beyond the basic agreement will be paid based on a schedule agreed to at the time by the Engineer and the City.

It should be noted that salary requirement will not be the sole determining factor in selection of the City Engineer.

THIS LEASE is made and entered into this 1st day of June 2025, by and between THE CITY OF ETNA, a Municipal Corporation, hereinafter referred to as "Lessor”, and Siskiyou Resource Conservation District, a Special District, hereinafter referred to as "Lessee".

WITNESETH:

WHEREAS. Lessor is the owner of that certain building commonly referred to as "City Hall”, located in the City of Etna; and.

WHEREAS, Lessor desires to lease unto Lessee and Lessee desires to rent from Lessor the property at 450 Main Street, upon the terms and conditions hereinafter set forth.

NOW THEREFORE, the parties hereto do hereby AGREE as follows:

Lessor does hereby lease to Lessee and Lessee does hereby hire from Lessor that certain property located at 450 Main Street.

1. The term of this Lease shall be for a period of (2) years, commencing on June 1, 2025 and terminating on April 30,2027. Should Lessee's funding collapse or be significantly reduced. Lessee shall be excused form and allowed to terminate this lease agreement upon 60 days written notice to Lessor.

2. As and for rental for said premises, Lessee shall pay to Lessor the sum of Three Hundred Dollars ($300.00) per month in advance during each and every month for the term of the Lease.

3. Lessor shall provide to the Premises and Building, and its common Areas, all utilities, including but not limited to electricity, water, sewer, heat and waste or trash removal.

4. Lessee shall pay to Lessor a pro rata share of said utilities equal to 17%. The cost of said utilities shall be in the amount of $293.28 for the term of this lease and shall be paid on a monthly basis.

Payment will be due with rent unless other arrangements are made with the City Clerk. Lessee shall pay directly to the provider for the following services used exclusively for the Premises: telephone, cable/dish, internet access,

8. Lessee admits, by entering into possession under this Lease, that said premises are now in a good, clean, and safe condition and repair. Lessee shall, at all times during the term of this Lease and any renewal or extension thereof, maintain, at Lessee's sole cost and expense, said premises, and every part of said premises, in a good clean and safe condition, and shall on expiration or sooner termination of this Lease surrender said premises to Lessor in as good condition and repair as they are in on the date of this Lease, reasonable wear and tear and damages by the elements excepted. Lessee hereby waives any right to make repairs to said premises at the expense of Lessor as provided by any law or statute now or hereafter enacted.

Lessee shall permit Lessor or Lessor’s agents, representatives or employees to enter said premises at all reasonable times for the purpose of inspecting said premises to determine whether Lessee is complying with the terms of this Lease and for the purpose of doing other lawful acts that may be necessary to protect Lessor’s interest in said premises under this Lease.

10. Lessor shall, at Lessor's own cost and expense, maintain the electrical and plumbing facilities, exterior walls, roof, and structural supports of the building of which said premises are part in good order and repair, excepting any repairs caused by the negligent or willful act of the Lessee or Lessee’s agents, servants or invitees. Except as otherwise heretofore set forth. Lessee shall maintain the interior of said premises.

11. Lessee shall not encumber, assign, or otherwise transfer this Lease, any right or interest in this Lease, or any right or interest in said premises without the express written consent of Lessor first had and received.

12. Lessee shall indemnify and hold Lessor and the property of Lessor, including said premises and the building of which said premises are a part, free and harmless from any and all liability, claims, loss, damages, or expenses, including counsel fees and costs, arising by reason of the death or injury of any person, including Lessee or any person who is an employee or agent of Lessee, or by reason of damage to or destruction of any property, including property owned by Lessee or any person who is an employee or agent of Lessee, caused or allegedly caused by:

The City, its officials and employees, shall be covered as additional insured for any liability arising out of Lessee’s use or occupation of said premises. Such policy shall be endorsed to state that such coverage shall not be suspended, voided, canceled or reduced without thirty [30] days prior written notice given to the Lessor. During the term of this Lease, Lessee shall also maintain fire insurance for the contents of said premises.

Lessee acknowledges that the Lease herein may give rise to a possessory interest tax, which may be levied by the County of Siskiyou, and Lessee agrees to pay any such tax.

Any and all notices or other communications required or permitted by this Lease or by law to be served on or given to either party hereto by the other party hereto shall be in writing and shall be deemed duly served and given when personally delivered to the party. Lessor or Lessee, to whom it is directed or any managing employee of such party, or in lieu of such personal service, when deposited in the U.S. mail, first class postage prepaid, certified mail, addressed to Lessor as follows:

Etna Police Department Monthly Report
December 2025
Happy New Year everyone, we look forward to working with our community and established council members through this upcoming year and expect many positive outcomes to all our forthcoming hard work. To begin this monthly report, I would like to address some of the specifics and formats as a reminder while you read the monthly PD report due to a change in our computer automated dispatch system as well as our RIMS case management system. This was a significant upgrade from our past ways of doing things and continue to increase our efficiency when it comes to communication with other organizations especially the D.A.'s office.

First off, each report will be based off the previous month's statistics including updated calls for service and written reports sent to the District Attorney for prosecution. The statistical data you have before you include the past year of 2025 and includes both towns of Etna and Ft. Jones. As mentioned below these stats are just what is logged in with dispatch. All other calls for service, contacts, or daily activity aren't unnecessarily added to the stat report. These calls for service do, however, add up to the majority of our activities and are discussed during my verbal report at council meetings. The wheels of Justice move slowly so from time to time I will include updates on cases. There will be a good amount of information detailed in the report but keep in mind some information will be excluded due to privacy requirements. If there is anything that is not covered in the report, I will be glad to answer questions at the meeting. Please reach out to me if you would like to see additional items covered or addressed in the written report in the future. We have gotten through another year and a busy holiday season in the last couple months and expect the upcoming year to start off busy with many positive happenings throughout our community. Our workload will only increase as the weather betters, and we get through the winter season. Safety is always our main concern, and we will stay vigilant this year in maintaining a safe environment for everyone.

Traffic- With this time of year comes inclement weather and increased travel for some. As you know and witness daily, the traffic in our valley has increased significantly over the past year, bringing traffic related issues with it. One main concern is the speed increase that not only affects the valley as a whole but compounds when traffic enters our towns. It is our priority that the towns of Ft. Jones and Etna are traffic safe communities where the presence of law enforcement is evident and proactive. As mentioned previously, it is our belief that presence is a significant part of deterring crime. We continue our patrol while increasing it during specific times of high traffic or events related to towns streets. We continue to issue numerous warnings and citations when appropriate. The transitions from warnings to predominantly citations is evident over the past year and will continue into the new year until speeds are reduced. Even though we have been issuing citations and progress has been made, we still consistently observe infractions in and around town while focusing on Main Street. Our efforts will continue to curb this instilled behavior; however, it has taken some time. For the most part it seems traffic Issues in town have gotten better, especially regarding speed on Main Street, giving us the ability to concentrate on specific more serious traffic issues and areas needing attention. In the near future we will be providing another speed report obtained from our radar/message board that has been placed strategically around town. This new technology continues to enable us to provide a history of driving behavior in a designated area while helping us prepare for future improvements. We have also placed our speed trailer around town in an attempt to slow drivers down and remind them of their speed. It is our mission to help educate drivers to make our streets safe for everyone. If anyone notices an area of concentrated traffic related issues, please let us know so we can be proactive in stopping the violations.

Schools- Our school district recently returned from Christmas break, giving us a chance to catch up on specific activities related to our schools. While truancy has been problematic throughout the district historically, our adaptation into the process has shown to be very successful and productive. We have included county, local, and state agencies in our attempt to address this problem and bring our youth having issues to a successful conclusion. We continue to do this by keeping an open pathway of communication with school staff, making it easy for them to reach out with issues they may encounter. Several concerns on school campuses have been addressed and mitigated recently with activity on the rise. We continue to attempt to come up with a School Resource Officer position which would be a partnership with each valley school and keep an officer on school grounds throughout the day. We hope to continue our progress by keeping things under local control and finding unconventional solutions to past problems.

Animal Control - This past month has brought us numerous animal control issues especially related to dogs at large and isolated homes. Our officers in the past have stepped up and pressed for everyone to come into compliance with local animal ordinances and will continue to do so, however are at the point where citations are routinely issued to help curve this behavior. We are continuing to educate and take the appropriate actions, if necessary, in an attempt to get everyone into compliance and keep our animals safe. We have and continue to utilize ourft jones and Etna kennels when a dog needs to be captured and contained. In a recent case we had warned, cited, and even offered help to construct a fence on our own time with our own materials to assist an owner in keeping the dog from being at large and possibly being hit by a vehicle. Coincidently, this was the same location with the same issues from a case last year where the animal was struck and killed. So far we have been able to change that course of conclusion with the proper implementation of enforcement. For the most part, animal control issues in town significantly declined over the past year, in part to several problematic homes being held accountable with consistent contact.

RGports/CaS6S- with the implementation of the new reporting system, our written cases have been combined to include both towns. You will see with new statistical data both towns' information included in the report. This also helps us see how closely each town is related to issues as well as demonstrate how consolidation Is a important step for our future in the valley. As of the end of the year, we concluded with 140 written reports forwarded to corresponding departments such as the district attorney's office. I'm happy to report this is an overall reduction of cases for our two towns and demonstrates our strategic plan has and will continue to be successful. I find success measured by the reduction of crimes in town while having an increase of positive activities and events. We are doing more and providing crucial programs for our communities while reducing crime in the process. This is a very exciting time for our valley and I hope to see continual positive growth. Many of these cases are a result of our officers being proactive and include code enforcement. We will continue to be vigilant and hopefully prevent crime in the process. These written cases are investigated, processed, and then sent to the D.A. for prosecution. Again, it does take some time to complete the more complex cases which usually involve multiple supplemental reports. Recently we had several very serious cases related to domestic violence and enhancements due to strangulation and great bodily injury. While the victims in these cases will recover physically there are several other aspects that will prolong recovery in additional ways. We recently received several compliments on how our department handled and investigated these cases and will be shown as an example for the rest of the county law enforcement in modeling how these serious crimes should be handled.

Calls for Sorvice- As a reminder with the written reports most of our calls for service including mutual aid requests and responding to EMS/Fire calls come without a written report or go over the air. We continue to assist other departments in any way we can to help first responders to any crisis. With an increase in criminal activity outside our two towns we have been called upon by outside agencies to assist. These agencies include CHP, Sheriffs Office, Forest Service, and CAL Fire to name a few. They also assist us when the need arises. These calls for service will also include safety checks or school functions for example. These types of calls are important as they prevent crime and help us be one with the community as well as understand what our communities' needs are.

Ordinance Enforcement- Kelly will be dosing out several code enforcements cases while sending cases forward for final review and follow up if needed. She has also acquired several new cases which will hopefully be adjudicated with voluntary compliance in the upcoming week. County code enforcement will also be joining us for cases which include properties that cover both city and county jurisdictions, which also include the building department. Again, Code enforcement can be and is a very slow process with many notifications needing to be sent to the violator. Please keep this in mind as we work on a case as it may seem nothing is happening but in reality, it's the complex process of code enforcement. As a reminder we try to resolve our code enforcement complaints with voluntary compliance. In most cases this proves to be a good way of doing business and we attempt to help the person with solving the issue at hand.

At this upcoming meeting, we will be discussing certain city ordinances as well as updating and revising current laws to meet the guidelines of stat law while making the process of writing citations effective for adjudication. As you know many of our cases have been sent to the D.A.'s office only to be declined for filing in the interest of justice. This is unacceptable to us and makes things very difficult for us to rectify. With some changes in our policies and procedures we hope to fix this issue for a long time to come.

PAL- We recently celebrated our 24^^ annual Pal Holiday gathering with great success and growth. It is always a pleasure to be able to provide along with local businesses a great opportunity for community members of all ages to an event free of charge to celebrate the holidays. We have upcoming basketball, mentoring, and wrestling programs that will be available to our youth soon, along with many new programs throughout the year. As always, a huge thank you to all the volunteers that help fund and run the PAL program. Without them we could not function in the capacity we have.

Patrol Hours- The past several months has been fairly active, and we will continue to see an uptick in activity as mentioned above. As a reminder the town of Ft Jones and Etna continue to receive patrol hours and time in the office more than 600 hours a month when fully staffed with 5 officers, 2 CSO's and a detective. Countless security checks, home checks, and business checks are made daily making sure our community is safe. I encourage council to participate in our ride along program to help educated yourselves on the daily activities that occur in our town. Not only is it a great way to see the town from another point of view but it also gives us the ability to establish good relationships with each other.
