SPECIAL MEETING OF THE ETNA CITY COUNCIL
Thursday February 26, 2026
Members of the Etna City Council met on this 26th day of February in person. Mayor Cliff Munson called the meeting to order and dispensed with the salute to the flag of the United States of America.
1. Call to Order:
a. Pledge of Allegiance
b. Roll Call
Councilmembers Brandon Fawaz, Jason Deppen, Mayor Cliff Munson, and Matt Eastlick were present. Councilmember John Stacher was absent.
2. Public Comment:
None.
3. Closed Session:
a. Personnel – Labor Negotiations (Government Code §54957.6) City Negotiator: Josh Short, Chief of Police
Negotiating Party: Police Officers Association
Item was discussed and directions were provided to the City Attorney to negotiate further.
b. Personnel – Labor Negotiations (Government Code §54957.6) City Negotiator: Andrew L. Jared, City Attorney
Negotiating Party: Josh Short, Chief of Police
Item was discussed and direction was provided to the negotiating party Chief Short and taken to the POA membership and will now be discussed in regard to action in open session.
4. Current Business:
a. Discussion and Approval of Resolutions Amending Classification and Salary Scale (Payrate) for Police Officers, Approving Health Benefits for Police Officers, and Establishing Payrate Steps for Certain Officers
1. Resolution 2026-002 A Resolution of the City Council of the City of Etna Amending Classification and Salary Scale for Police Officers
2. Resolution 2026-003 A Resolution of the City Council of the City of Etna Approving Health Benefits for Police Officers
3. Resolution 2026-004 A Resolution of the City Council of the City of Etna Establishing Payrate Steps for Certain Officers 2 Resolution 2026-003 was amended to read, “city will pay up to $2,900 as a health benefit for full time sworn officers.”
Councilmember Fawaz made a motion to approve. Councilmember Eastlick seconded and the motion passed.
Ayes: Eastlick, Munson, Deppen, Fawaz

6. Adjournment:
There being no further business Mayor Munson adjourned the meeting at 7:00 pm.
