Mayor Cliff Munson
PO Box 460
Etna, CA 95027-0460
Dear Mayor Munson,
It was a pleasure catching up with you and Pam during our September 2nd phone conversation. As requested, I have reviewed the job announcement posted on the city's webpage for City Manager / Consultant and commend you and the City Council for keeping your options open to attract experienced candidates. If it weren't for CaPERS' significant post-retirement rules, a retired CaPERS annuitant would be an ideal match for the part-time position and the 960 annual working hours you are advertising.
I have enclosed the publication "A Guide to CaPERS Employment After Retirement" which lists the two types of retired annuitant employment: "extra help" and interim (or acting) "vacant position" employment. Since the city now has an active City Manager recruitment underway, your opportunity to attract a CaPERS annuitant has significantly increased as they could fill the vacancy for a limited duration. From my experience, recruiting City Managers can take up to ten months to complete.
If you do not receive any qualified applicants from the current recruitment period, the City Council may want to consider extending the application period and getting the word out that the city is interested in hiring an Interim City Manager during that period. That person can start performing the duties of a City Manager immediately and assist with the recruitment if desired.
I hope you find this information helpful and please don't hesitate to reach out with any questions.
Sincerely,
ans

CalPERS
Working After Retirement?
Know the Rules
If you are planning to supplement your CaPERS pension by working after retirement, you need to know there are specific laws governing the type, timing, and amount of work you can accept without affecting your pension.
You should fully understand the rules surrounding employment after retirement and the consequences of unlawful employment.
This publication is designed to help you navigate those rules and help you avoid these potential pitfalls:
• Termination of your monthly CaPERS retirement allowance • Reinstatement from retirement
• Repayment of retirement benefits already received
• Payment of retroactive retirement contributions and interest • Loss of cost-of-living increases
• Loss of golden handshake benefits
This publication also provides information about working for a CaPERS employer as an independent contractor, contract employee, or through a third-party employer, such as a temp agency. Additional CaPERS publications referenced within can be obtained on our website at www.calpers.ca.gov or by calling us at 888 CaPERS (or 888-225-7377).

Retired Annuitant Employment
A retired annuitant is a CalPERS retiree who works
as an at-will employee of a CaPERS employer
with certain restrictions to avoid jeopardizing
their retirement allowance (pension payments).
As a retired annuitant, you do not accrue service
credit or otherwise acquire any additional retirement
benefits from the employment. If you intend to
remain retired and work for a CaPERS employer,
you should only apply for and accept a retired
annuitant position. Appointment to any permanent
or regular staff position (part or full time,
intermittent, hourly, seasonal, on call, exempt
from civil service, exempt from membership, etc.)
requires reinstatement from retirement. This

Mayor and Members of the City Council
City of Etna
Dear Mayor and Council Members,
Please accept this letter and the enclosed proposal for your consideration regarding my interest in serving as the Interim City Manager for the City of Etna.
As a long-standing member of this community, former City Council member, and Executive Director of the Scott River Watershed Council, I bring extensive experience in leadership, organizational management, financial oversight, grant development, and community collaboration.
I recognize the City is not currently seeking an Interim City Manager. However, I believe establishing this temporary position would provide significant value and I respectfully submit this proposal for your consideration.
Through the enclosed proposal, I offer a solution that I believe can provide experienced, stable leadership while helping strengthen City operations, improve financial accountability, support staff, pursue funding opportunities, and position Etna for long- term success.
Please find my proposal, resume, and professional references enclosed for your review.
Thank you for your consideration. I would welcome the opportunity to discuss this proposal with you and answer any questions you may have.

Proposal for Interim City Manager Services - C. Gilmore - September 14, 2026 Proposal for Interim Municipal Management Consulting Services Submitted by Charnna Gilmore on September 14, 2026
Purpose
The City of Etna is at an important point of transition and opportunity. My objective in providing interim municipal management services, as an Interim City Manager to help the City strengthen its financial position, improve organizational effectiveness, advance priority projects, and establish practical systems that support the City Council, staff, and community over the long term.
As a longtime Etna resident, former City Council member, and Executive Director of the Scott River Watershed Council, I bring a combination of local knowledge, public-sector experience, organizational leadership, grant development, project management, and community relationships that I believe can provide immediate value during this transition.
My role would be to work collaboratively with the City Council and staff to assess current conditions, establish priorities, improve accountability and communication, pursue outside funding, and help create the systems and information necessary for informed decision-making.
Guiding Principles
I would lead with several core principles:
• Professional, ethical, and transparent leadership.
• Respectful collaboration with the City Council, staff, and community. • Fiscal responsibility and accountability.
• Timely, consistent communication.
• Building systems that continue to serve the City long after the interim period concludes. • Making decisions based upon facts, community input, and long-term sustainability.
Proposal for Interim City Manager Services - C. Gilmore - September 14, 2026 Commitment to the Community
The City of Etna has been my home since 1991, and I have dedicated decades to serving this community through leadership, volunteerism, and public service. Those experiences have given me a deep understanding of the opportunities and challenges facing our City and a leadership philosophy grounded in collaboration, integrity, accountability, and trust. I believe strong local government is built through open communication, employee support, and thoughtful decision-making. Serving as Interim City Manager would allow me to provide stable leadership during this transition while helping position Etna for long- term success.
A primary priority will be establishing a clear and reliable understanding of the City's financial position.
Working with the City's accountant, auditor, attorney, and other appropriate professionals, I will help establish a practical financial baseline, track outstanding audit findings and corrective actions, improve budget monitoring and forecasting, and identify opportunities to strengthen fiscal stability.
My role will be to ensure that the appropriate information, recommendations, timelines, and accountability measures are brought together so the City Council can make informed financial and policy decisions.
12-Month Strategic Action Plan
The following 12-month action plan outlines the key initiatives I will undertake to improve the City's financial health, organizational effectiveness, and overall performance.
Financial Assessment and Planning
• Meet with the appropriate professionals, including but not limited to the City's attorney, accountant, planner and/or other entities to provide the following. • Obtain a detailed status report on all outstanding and completed audits, including any findings, deficiencies, and required corrective actions.
• Evaluate the City's current financial practices and identify opportunities to improve fiscal stability, reporting, and long-term sustainability.
• Request specific recommendations, action items, and a prioritized timeline for implementing a comprehensive financial recovery strategy.
• Establish a roadmap for restoring sound financial management, ensuring transparency, accountability, and informed decision-making by the City Council.
Meet with City Staff and Develop a 12-Month Operational Work Plan • Meet individually with each department and key staff member to assess current operations, priorities, and organizational needs.
• Develop a comprehensive 12-month work plan that clearly identifies the status of each department, ongoing projects, budgets, staffing, operational challenges, and opportunities for improvement. • Establish measurable goals, priorities, timelines, and accountability measures to ensure projects remain on schedule and resources are allocated effectively. 2 Proposal for Interim City Manager Services - C. Gilmore - September 14, 2026 • Identify immediate operational issues requiring attention, as well as longer-term strategic initiatives that will improve efficiency and service delivery.
Fundraising and Revenue Development
• Conduct a comprehensive assessment of potential revenue opportunities, including County, State, Federal, and private grant programs that align with the City's priorities. • Identify immediate and long-term funding opportunities for infrastructure, public safety, parks and recreation, economic development, water and wastewater systems, and community services. • Develop a grant funding strategy that includes a funding calendar, project priorities, application timelines, and staff responsibilities.
• Establish relationships with funding agencies, regional partners, and legislators to increase the City's competitiveness for external funding.
• Pursue diversified revenue sources that reduce reliance on the General Fund while supporting the City's long-term financial sustainability and strategic goals. • Identifying funding opportunities is only the first step. When viable opportunities are identified, the City will pursue them aggressively and strategically to maximize outside investment, leverage available resources, and reduce the financial burden on the General Fund.
Implementation Timeline
This proposal is for a limited 12-month appointment as Interim City Manager. My focus during that time will be to stabilize the City's operations, strengthen its financial position, improve organizational effectiveness, and establish a solid foundation for long-term success.
At the conclusion of the 12-month term, if both the City of Etna and I believe this effort has provided value and that continued collaboration would benefit the community, I would welcome discussions regarding future opportunities. Any decision to extend my service or transition into another role should be based on measurable progress, the needs of the City, and our shared commitment to moving Etna forward.
Compensation and Financial Agreement
This proposal is based on my serving as an Independent Contractor for a limited 12-month term. The agreement would provide for a minimum of 832 hours of service, which equates to an average of two 8- hour days per week over a 52-week period. This schedule provides the City with dedicated executive leadership while maintaining the flexibility necessary to address the City's evolving needs.
Compensation would be $70.00 per hour (see table below for breakdown), with the total contract amount not to exceed $58,240 over the 12-month term. As an independent contractor, I would be responsible for all applicable taxes, insurance, and other obligations associated with contractor status unless otherwise agreed upon by the parties.
Hourly Rate Composition
Base Compensation $50.00/hr
3 Proposal for Interim City Manager Services - C. Gilmore - September 14, 2026 Taxes (29.05%) $14.53/hr.
Retirement and Health Insurance $5.47/hr.
Total Hourly Rate $70.00
Contract Hours (Minimum) 832
Total Contract (Not to exceed) $58,240
The minimum level of service under this agreement shall be 832 hours over the 12-month term. However, I recognize that unforeseen circumstances, emergencies, or significant opportunities may occasionally require additional time to successfully achieve the objectives of this agreement. In those instances, I am committed to doing what is necessary to fulfill the intent of this proposal and ensure the City receives the Accordingly, should my services exceed the minimum 832 hours during the contract term, any additional hours worked beyond that amount shall be provided at no additional cost to the City and will not be billed under this agreement unless otherwise authorized in writing by the City Council through a mutually agreed- upon amendment to this contract.
This agreement is intended to provide flexibility for both the City and me. Accordingly, either party may cancel, suspend, or terminate the agreement at any time by providing written notice to the other party. This provision ensures the City retains the ability to adjust its leadership needs while allowing both parties to evaluate the effectiveness of the arrangement throughout the term.
The objective of this proposal is to provide experienced leadership during a critical period of transition while minimizing the City's financial commitment and maintaining flexibility for future organizational decisions.
Acceptance
This proposal is presented in good faith for the City Council's consideration. Should the City determine that this proposal meets its needs, the parties will work collaboratively to prepare and execute a mutually acceptable Independent Contractor Agreement setting forth the terms and conditions outlined herein. This proposal is not intended to create a binding obligation until approved by the City Council and memorialized in a written agreement executed by both parties. Upon execution, the agreement shall become fully enforceable in accordance with its terms and applicable law. 4 CHARNNA GILMORE
