The City Council of the City of Eureka met in REGULAR Session on the above date, 6:00 P.M. Open Session, at the Eureka City Hall, Council Chambers, 531 "K" Street, Eureka.

E.1 Application for the Competitive Permanent Local Housing Allocation Program (CPLHA) Non Entitlement Local Government Competitive Component - Project Manager Kristen Raymond provided a report..
Public Comment opened/closed 6:25pm. No one from the pubic addressed the Council regarding this subject matter.
Leslie Castellano moved, seconded by Scott Bauer, Adopt Resolution 2023-24 of the City Council authorizing the City of Eureka to submit an application to the California Department of Housing and Community Development for funding under the competitive Permanent Local Housing Allocation (CPLHA) and, if selected providing authorization to the City Manager, or designee to execute a standard agreement, any amendments thereto, and any related documents necessary to participate in the CPLHA Program, and approving corresponding budget revenue and expense amendments, if awarded, motion Carried

F) CONSENT CALENDAR - Scott Bauer moved, seconded by G. Mario Fernandez, to approved the Consent Calendar minus item F.1., motion Carried F.1 COVID-19 State of Local Emergency - Finance Director Lane Millar provided a report. No one from the public addressed the Council regarding this subject matter.
Leslie Castellano moved, seconded by Scott Bauer, Adopt Resolution No. 2023-09 of the City Council terminating the State of Local Emergency regarding COVID-19., motion Carried

H.1 Chapter 51 Solid Waste- Bill No. #1025-CS - Project Manager Robin Praszker provided a report. No one from the public addressed the Council regarding this subject matter.
Scott Bauer moved, seconded by Leslie Castellano, Waive reading, read by title only and adopt Bill No. #1025-CS., Ordinance No. 943-C.S. an Ordinance of the City Council, repealed in its entirety and replaced with Chapter 51- Solid Waste, Sections 51.01-51.33, motion Carried

K.1 Humboldt Bay Fire - Chief Sean Robertson provided areport.
PUBLIC COMMENT CONTINUED
M) COUNCIL REPORTS / CITY-RELATED TRAVEL REPORTS
Councilmember Moulton; toured HBF Fire Stations, attended her first HBF JPA meeting and participated in a international call with sister-city Kimisu.
Councilmember Castellano attended a Eureka Main Street Board meeting. Additionally she has been hearing concerns from drag performers that are receiving harassment and threats.
Councilmember Fernandez; toured HBF Fire Stations and is looking forward to upcoming 2x2 meetings with Eureka City Schools, Humboldt Bay Harbor District and the Chamber of Commerce.
Councilmember Bauer participated in the 2x2 with Humboldt County Board of Supervisors, attended Keep Eureka Beautiful meeting and a ride along with Officer Dawson. Will be traveling to attend CalCities Board meeting in Artesia. March 4'h is Cooper Gulch Volunteer Day.
