The City Council of the City of Eureka met in Special Session on the above date, 4:30 P.M. Open Session, at the Eureka City Hall, Council Chambers, 531 “K” Street, Eureka.

A) PUBLIC HEARING
A.1 Ocean View Acquisition and Operations Complex Development CEQA - Public Works Director Brian Gerving, Project Manager Marsolan, and Development Services Kenyon provided a report. The Public Hearing opened at 4:43 PM. The following individuals addressed the Council regarding this subject matter:

Scott Bauer moved, seconded by Leslie Castellano, Adopt Resolution No. 2023-57 of the City Council of the City of Eureka adopting a Mitigated Negative Declaration, Mitigation Monitoring and Reporting Program, and Response to Comments and Errata, and authorizing acquisition of approximately 5.61 acres of land from the Ocean View Cemetery for the development of the Eureka Operations Complex for $1,402,500; Authorize Chair and staff to sign all necessary documents to effectuate the acquisition; and Approve appropriation of necessary funds from the General Fund, motion Carried Ayes: Kati Moulton, Leslie Castellano, Scott Bauer, Renee Contreras-DeLoach Noes: None

B) REPORTS AND ACTION ITEMS
B.1 Eureka Operations Complex Development - Public Works Director, Project Manager Marsolan and Sid Scott, Brandon Dole of Scott Edwards Architecture provided a report.

Kati Moulton moved, seconded by Scott Bauer, Received report from City Staff and Scott Edwards Architecture on outcomes of the conceptual design phase for the Eureka Operations Complex; and direct staff to explore potential sources of funds, financing options, proposed budget allocations and return to City Council at a future date; and authorize procurement methods consistent with State and City purchasing codes including the Construction Manager at Risk method, motion Carried Ayes: Kati Moulton, Leslie Castellano, Scott Bauer, Renee Contreras-DeLoach Noes: None
