Authorize Quiet Title Action by City Attorney Luna, City Owned Real Property G. Mario Fernandez moved, seconded by Renee Contreras-Deloach, motion Carried, authorize the City Attorney to initiate a quiet title action and seek other appropriate ancillary relief in relation to the City-owned property commonly known as lots 5 & 6, in Block 63, of Eureka, California, APN 001-233-013.

A.1 Mayor Bergel presented a Proclamation for Light Up Eureka Support.
A.2 Councilmember Bauer presented a Proclamation for Red Kettle Day.
Mayor Bergel attended the UIHS ribbon cutting, additionally, Mayor Bergel will be ringing the bell for Salvation Army on 12/21. Mayor Bergel also attended the Dick Taylor Tree Lighting. Mayor Bergel also wanted to share appreciation for and mourn the loss of Mark Campbell, who volunteered at Free Meal and was a true “Community Man”.

F.5 Line of Credit with Tri Counties Bank - Recommend appropriating a not to exceed amount of $10,000 to Fund 650 for the Loan Origination Fee and legal expenses related to the line of credit. Adopt attached Resolution No. 2024-60 authorizing the issuance, sale, execution and delivery of a taxable non-revolving line of credit master note, in an amount not to exceed $3,000,000, the entering into of a taxable non- revolving line of credit agreement with Tri Counties Bank and related matters.

Mario Fernandez, Adopt Resolution No. 2024-62 of the City Council accepting the Canvass of Returns and declaring the results of the General Municipal Election held in the City of Eureka on Tuesday, November 5, 2024 for the purpose of electing certain municipal officers and Adopt Resolution No. 2024-61 of the City Council accepting the Canvass of Returns and declaring the results of the General Municipal Election held in the City of Eureka on Tuesday November 5, 2024 for the purpose of submitting to the electors of the City of Eureka Ballot Measure F relating to amending the City’s General Plan; Installation of Officers and Oath of Office:

M) COUNCIL REPORTS / CITY-RELATED TRAVEL REPORTS
Councilmember Castellano, traveled to attend CalCities meeting in Napa, attended HTA 2x2, City of Eureka Employee Dinner and attended EMS meeting.
Councilmember Contreras-DeLoach, attended COE Employee Dinner, UIHS Ribbon Cutting, attended Humboldt Builders Exchange Dinner. Has been enjoying all Old Town has to offer. Encouraged people to participate in Foster a Wish.
Councilmember Moulton, had no travel to report. Attended Humboldt Fire JPA meeting, met with Chief Citro regarding DEI work. Attended Sequoia Park Zoo Lights, attended COE Employee Recognition Dinner, expressed that Arts Alive was well attended.
Encourage everyone to shop local and from small businesses.
Councilmember Fernandez, traveled to DC for Leadership Program and Dallas for newly elected officials Conference. Attended 2x2 with Chamber of Commerce.
Councilmember Bauer, traveled to attend CalCities meeting in Napa attended Humboldt Fire JPA meeting, recognized former Chief Robertson for his service, attended COE Employee Recognition Dinner.
