The City Council of the City of Eureka met in REGULAR Session on the above date, 5:00 P.M. Closed Session, 6:00 P.M. Open Session, at the Eureka City Hall, Council Chambers, 531 “K” Street, Eureka.

A.1 Proclamation-Catherine Breed - Councilmember Bauer presented a Proclamation to Catherine Breed, Swim California.
A.2 Proclamation-Disability Pride Month - Councilmember Castellano presented a Proclamation for Disability Pride Month.

B.1 Get out and Play Day - Community Services Supervisor Jim Thomas presented on Get Out and Play Day.

Councilmember Castellano, Co-hosted tour of Cultural Arts District, attended the HWMA regular meeting and met with staff on streetscape improvements. She also attended Housing Element Workshop and a meeting on reducing accidents and fatalities in City of Eureka.
Councilmember Bauer, took vacation with family between Council meetings.
Councilmember Contreras-DeLoach, attended the Housing Element Workshop and met with members of Faith Community.

Mayor Bergel - Went out with CSET Team attended the Housing Element Meeting, Friday Night Market, Summer Concerts, and an Eagle Scouts Awards Ceremony. Congratulation to the new Executive Director for HCOAG, Rob Homlund.
F) PUBLIC HEARINGS
F.1 Annual Rate Review for Service Rate Adjustment for Solid Waste Collection - Environmental Manager Robin Praszker provided a report. Public Hearing Opened at 7:00PM.
No Members of the Public Addressed the Council on this matter.
Leslie Castellano moved, seconded by Scott Bauer, Adopt a Resolution of the City Council approving a not to exceed increase of 8.52% in the rates for solid waste collection by Recology Humboldt County effective July 1, 2026, motion failed.

Councilmember Castellano moved to rescind prior motion, Councilmember Bauer seconded, motion carried.

Councilmember Castellano moved to continue the Public Hearing regarding Annual Rate Review for Service Rate Adjustment for Solid Waste to August 4, 2026, Councilmember Contreras-DeLoach seconded, motion carried.

F.2 FY2026-27 Fee Schedule Update - Finance Director Lane Millar provided a report. The Public Hearing Opened/Closed 7:08PM. No Members of the Public Addressed the Council on this Matter.
Scott Bauer moved, seconded by Leslie Castellano, Adopt Resolution No. 2026- 46 of the Eureka City Council establishing various fees and service charges within the City of Eureka, motion Carried.

G.1 City Council Minutes – Approved the Minutes of the Regular Council Meeting June 16, 2026 and July 7, 2026 as submitted.
G.2 California Highway Patrol (CHP) Cannabis Tax Fund Grant Program (CTFGP) Grant - Adopt Resolution No. 2026 - 47 of the City Council approving the award to the Eureka Police Department by the California Highway Patrol (CHP) Cannabis Tax Fund Grant Program (CTFGP) Grant in the amount of $157,060.00
G.3 Axon TASER Purchase for the Eureka Police Department - Approved the sole-source purchase of 52 replacement TASERs in the amount of $292,283. 31 from Axon; and A five-year maintenance plan with an annual fee of $58,578.67. Funding for the purchase will be provided through the Special Law Enforcement Spending Fund. (SLES) Account: 236- 4100-7490 G.4 Eureka South Gateway Project Bid No. 2026-01 - Approve additional appropriation of $40,739.43 to Allpoints Advertising for construction services and Appropriate $50,764 from Account 110-4900-9100 to cover additional expenditures.
G.5 Board and Commission Appointments - Approve the Mayor's appointments to Boards and Committees with the following term dates.
