EXETER CITY COUNCIL ACTION MINUTES
SEPTEMBER 8, 2023
A special meeting of the City Council, City of Exeter was held on Friday, September 8, 2023, at 5:15 p.m., in the Exeter City Council Chambers, 137 North F Street.
COUNCIL PRESENT: Frankie Alves, Jacob Johnson, Vickie Riddle, Barbara Sally COUNCIL ABSENT: Justin Mills
STAFF PRESENT: Adam Ennis, Julia Lew, Christina Arias, Dan Espinola, and Spencer Supinger
1. Call to Order Special Meeting
Mayor Alves called the special meeting to order at 5:15 p.m.
2. Public Comments – There were no public comments presented.
3. Discussion of solutions to the issues of the Lighting and Landscape Districts in the City of Exeter.
Mayor Alves introduced the item and opened the floor to public comment.
Jeff Willson addressed the Council to express concerns with various issues regarding the LLMAD and posed questions for council and staff.
Junior Villalpando addressed the Council to express concerns with the LLMAD.
Tommy Blackmon addressed the Council to express concerns with various issues regarding the LLMAD and posed questions for council and staff.
Sherri Wilson addressed the Council to express concerns with the LLMAD.
Tricia Blattler addressed the Council to express concerns with the LLMAD and posed questions for council and staff.
Ron Carter addressed the Council to express concerns with the LLMAD.
Council provided direction for staff to research 1.) staffing cost 2.) debt elimination 3.) dissolution of landscape and lighting districts and 4.) ad hoc committee options to address Citizen’s requests. Council Member Johnson requested these items be agenized for the September 26th council meeting. It was the consensus of the Council to add the items requested.

The special meeting was adjourned at 8:17 p.m.
