Wording for Agenda:
Authorization to Release a Request for Proposals (RFP) for Municipal Financial Management System Software, Application Hosting, Implementation and Technology Services.
Submitting Department:
Finance
Contact Name:
Janie Rodriguez, Finance Director
Staff recommend that the City Council authorize staff to release a Request for Proposals (RFP) for Financial Management System Software, Application Hosting, Implementation, and Technology Services.
The City of Exeter relies on its financial systems application hosting and technology services to support essential municipal operations, including general ledger, accounting, budgeting, accounts payable, utility billing, purchasing, payroll and human resources, cash management, and financial reporting. The City currently utilizes Neumo Group, LLC, for its financial management and accounting functions. The system was originally implemented in 2008 and has supported the City’s financial operations for many years. The current agreement provides for application hosting, system maintenance, software support, and related technology services necessary for the continued operation of the City's financial management system.
Since implementation of the current system, the City's financial management, reporting, technology, security, and operational needs have continued to evolve. Staff recommend conducting a competitive procurement process to evaluate available financial management software solutions and determine whether alternative solutions may better meet the City's current and future operational, reporting, integration, security, technology and usability needs.

Department Recommendation:
Background & Summary:
August 25, 2026 Regular Meeting of the Exeter City Council
The proposed Request for Proposals (RFP) will allow the City to establish its current and future system requirements and obtain proposals from qualified financial management software providers. Proposals will be evaluated based on criteria identified in the RFP, which include system functionality, ease of use, implementation requirements, data conversion and historical data accessibility, integration capabilities, reporting and analytics, security, customer support, scalability, and overall cost.
The City will consider proposals for municipal financial management systems, integrated financial management platforms, enterprise resource planning (ERP) systems, or other software solution that meet or exceed the requirements identified in the RFP. Staff will evaluate the proposals received in accordance with the criteria established in the RFP and return to the City Council at a future meeting with the results of the competitive procurement process and a recommendation for Council consideration.
The action requested has a nominal cost associated with releasing the request for proposals and conducting the competitive process. This agenda item authorizes only the issuance of a Request for Proposals and does not commit the City to the expenditure of funds or award of a contract. The results of the RFP, including the proposed system, cost and contract recommendation, will be brought before the City Council at a future meeting.
On June 23, 2026, the City Council authorized Amendment No. 2, extending the City’s existing agreement with Neumo Group, LLC through June 30, 2027.
• Draft RFP No. 2026-04 for Financial Management Software with Appendices.
I move to authorize staff to release a Request for Proposals (RFP) for Municipal Financial Management System Software, Application Hosting, Implementation and Technology Services and direct staff to return to the City Council with a recommendation for contract award following the competitive procurement process.

CITY OF EXETER - PUBLIC WORKS DEPARTMENT
Firebaugh Avenue Rehabilitation Project | Completion of Construction Plan Set and Federalization
Background
The City of Exeter (City) has been advancing the Firebaugh Avenue Rehabilitation Project through a previous consultant under a task order issued through the City's prior on-call engineering agreement. Design of the roadway reconstruction and associated improvements was carried to an advanced but incomplete construction plan set, and that agreement is now in transition.
The City intends to pursue federal funding for construction of the project. Federal-aid participation requires that the plans, specifications, and estimate (PS&E) be prepared in accordance with the Caltrans Local Assistance Procedures Manual (LAPM) and that the project receive federal authorization prior to advertisement.
It has been determined that right of way acquisition is not required. Existing driveway transition slopes that encroach into private property will be revised to remain within the existing public right of way. Design-phase potholing will not be performed; the contractor will pothole as the first order of work.
The City has directed A&M Consulting Engineers (A&M) to receive the project files from the previous consultant and carry the design to completion. Under the City's On-Call Professional Services Agreement, A&M proposes to provide the engineering services described in this Task Order.
Scope of Services
A&M will complete the Firebaugh Avenue construction plan set, technical specifications, and engineer's estimate, and will federalize the PS&E package for submittal to Caltrans District 6 Local Assistance. This Task Order is structured as a time-and-materials, not-to-exceed engagement.

Chief Rob Schimpf, Chief of Police
Staff recommends that the City Council approve the selection of American Emergency Products (AEP) at a cost of $51,261.06 for police vehicle outfitting based on best value, reliability, and ability to meet operational timelines.
The Police Department has acquired two new 2027 Police Interceptor Utility (PIU) vehicles that require outfitting before they can be placed into service. This request is specifically for the upfitting of these two vehicles with the emergency lighting, communications equipment, safety equipment, and other components necessary for police operations.
Police vehicle outfitting is a specialized service requiring technical expertise and standardized installation to ensure officer safety and operational effectiveness. In April 2026, staff evaluated multiple vendors based on cost, completeness, quality, and ability to deliver within required timelines. American Emergency Products (AEP) was recommended as the best overall value due to its proven performance, complete build to department specifications, and timely delivery capabilities. On April 28, 2026, the City Council authorized staff to engage with American Emergency Products (AEP) for the upfitting of one police vehicle. Staff was satisfied with the quality and timeliness of the work performed by AED. Due to recently receiving competitive For action by:

Department Recommendation:
Summary:

quotes and the conditions remaining the same from April 2026, staff is recommending utilizing American Emergency Products (AEP) for the upfitting of two additional vehicles.
Staff is requesting authorization to utilize American Emergency Products (AEP) to complete the upfitting of both vehicles consistent with the Department’s established fleet specifications and previously approved vehicle builds. The total cost to outfit both vehicles will not exceed $51,261.06.
Police vehicle outfitting involves the installation of emergency lighting, communications equipment, prisoner transport components, and other safety-critical systems. These installations must meet law enforcement operational standards and function reliably under emergency conditions.
Standardization across the fleet is essential to reduce training variability, improve operational efficiency, and ensure officer safety. Inconsistent or incomplete installations can lead to equipment failures, increased maintenance costs, and operational inefficiencies over time.
In April 2026, staff solicited and reviewed proposals from Tulare County Information Technology (TCIT), Dana Safety Supply, and American Emergency Products (AEP). While TCIT provided the lowest initial cost, their proposal reflected a more minimalistic build that lacked the level of equipment and standardization included in other proposals. This approach would have resulted in additional costs in the future if equipment needed to be added or modified after initial installation. Dana Safety Supply submitted a proposal at a higher cost than AEP.
Additionally, TCIT advised that they are currently weeks, if not months behind due to a large influx of Sheriff Vehicles that they are currently trying to outfit. TCIT also does not stock the state-of-the-art equipment that we are now installing in our new police vehicle builds, nor do they have the expertise is this type of equipment. This also will lead to shortages in on-hand inventory as they do not stock many of these items. This delay would prevent timely deployment of vehicles into service and impact operational readiness.
In contrast, American Emergency Products (AEP) provides a higher level of standardization in their builds, supported by clear documentation and consistent installation practices as they have already demonstrated with our newest addition to our fleet.
These factors—including long-term cost considerations, standardization, and ability to deliver within necessary timeframes—support staff’s recommendation.
The total cost of outfitting two vehicles will not exceed $51,261.06:
o 2027 PIU Patrol: $28,039.18
o 2027 PIU Admin Patrol: $23,221.88
Background:
Fiscal Impact:
August 25, 2026 Regular Meeting of the Exeter City Council
Staff recommends appropriating $28,500 of unappropriated Citizens Option for Public Safety (COPS) Program funds to fully fund the necessary vehicle outfitting.
The City Council has previously approved American Emergency Products (AEP) to outfit the City’s emergency police vehicles, most recently in April 2026, based on the considerations outlined above.
• Quotes Received from AEP
I move to approve the selection of American Emergency Products (AEP) for police vehicle outfitting at a cost of $51,261.06 and authorize the City Administrator or their designee to execute all necessary documents.

Staff recommends that the City Council approve the design of the City of Exeter History Walk trail signage design and the proposed installation locations for two kiosks and four mileage markers; authorizing the City Administrator, or designee, to accept the signage from the project sponsors and execute the documents necessary to complete installation; and accepting ownership and routine maintenance of the signage upon installation.
The E250 Committee with CACHE and community partners developed the proposed City of Exeter History Walk, a one-mile walking loop through downtown Exeter. The signage package consists of two double-sided kiosk signs, one at Exeter City Park and one at Joyner Park, and four mileage markers along the route, each carrying a QR code that links to a self-guided audio tour along with the logos of the project sponsors. The design and proposed locations are shown in the presentation accompanying this item. There is no fiscal impact to the City; all design, fabrication, and installation costs will be paid by the project sponsors.

downtown points of historic interest, and is intended to encourage walking, support downtown activity, and share Exeter’s history with residents and visitors.
The proposed signage includes two double-sided kiosk signs. The first, a 3-foot by 4-foot panel placed at Exeter City Park, displays a general map of the walking route with a legend identifying parks, schools, the library, City Hall, the post office, bus stops, and the three historic railroad alignments that served Exeter, with an interpretive panel titled “The Railroads Built Exeter” on the reverse side. The second, a 4-foot by 2-foot panel placed at Joyner Park, displays a mileage map of the route with mileage post locations, with an interpretive panel titled “Framing the Gateway: Exeter’s Historic Archway” on the reverse side.
Four circular mileage markers are proposed at 0.25, 0.55, 0.70, and 0.90 mile along the route.
Each marker carries a QR code linking to the audio tour and the sponsor logos. The specific marker locations were identified during a route walk conducted on August 10, 2026, with City staff and the trail committee, and are shown in the accompanying presentation.
All signage will display the logos of the City of Exeter, the E250 Committee, CACHE, the Rocky Hill Triathlon, and A&M Consulting Engineers. Subject to Council approval, the History Walk signage is anticipated to be unveiled on October 9, 2026, at 5:00 p.m. at Exeter City Park (E Street and Cedar Street), in conjunction with the opening of the 1976 time capsule.
There is no fiscal impact to the City of Exeter from this action. All costs for the design, fabrication, and installation of the History Walk signage will be paid by the project sponsors. No City funds are requested or required, and no budget amendment is necessary. Following installation, the City will own the signage and provide routine maintenance, which is expected to be minimal and can be absorbed within existing Public Works operating budgets. • Funding source: project sponsors (E250 Committee, CACHE, Rocky Hill Triathlon, and A&M Consulting Engineers)

City staff recommends that the City Council review the upcoming January 2027 term expirations for two members of the Exeter Planning Commission and provide direction to staff regarding the process for filling the upcoming terms, including whether to solicit applications from interested members of the community.
Two terms on the Exeter Planning Commission are scheduled to expire in January 2027. The terms currently held by Commissioners Dave Hails and Phillip Townsend will expire at that time.
The City Council has previously utilized an application process when filling expired or vacant Planning Commission terms. Most recently, in 2025, the City solicited applications for four Planning Commission seats and presented the applications received to the City Council for consideration. On August 12, 2025, the City Council made appointments to those seats, including the appointment of Phillip Townsend to a term ending January 2027 in order to reestablish the staggered term schedule required by the Exeter Municipal Code.
With the two January 2027 term expirations approaching, staff is bringing this item forward in advance to provide adequate time for an application process should the City Council to move forward with soliciting applications.

Staff recommends that the City Council receive the presentation of design options for the E Street Trail Project, select a preferred design option for each project element (decorative sidewalk, decorative crosswalks, and street lighting), and direct staff to incorporate the selections into the final design.
On April 28, 2026, the City Council adopted Resolution No. 2026-13, authorizing the City Administrator to use up to $2,000,000 in Measure R Transit/Bike/Environmental Mitigation funds programmed to the City of Exeter for the E Street Active Transportation and ADA Improvements Project (E Street Trail) and authorizing the City Engineer to commence design of the Project. The Project will construct a Class I multi-use trail along E Street from Pine Street to D Street, replace deteriorated and non-ADA-compliant sidewalk, and add pedestrian crossing and lighting improvements to improve safety and connectivity between the City park and the surrounding neighborhood.
Consistent with the phased engineering approach presented to the Council, the City Engineer has advanced the preliminary design of the trail corridor and prepared a project exhibit showing the proposed improvements. Before proceeding to final design, staff is returning to For action by:
