AGENDA ITEM #21

TOWN OF FAIRFAX

STAFF REPORT
August 3, 2022
TO: Mayor and Town Council
FROM: Sean Youra, Climate Action Coordinator
SUBJECT: Receive Status Update on Green Building Reach Code and Ordinance Development

RECOMMENDATION
Receive status update on the 2022 Green Building model reach code and ordinance development.

BACKGROUND
The State of California updates the building code every three years and all jurisdictions must adopt this code at a minimum. However, cities and counties may also choose to adopt local building codes that “reaches” above and beyond the State minimum. A local jurisdiction can choose to adopt a reach code in order to achieve additional health, safety, and environmental benefits such as increased energy and emissions savings. The latest 2022 California Building Standards Code was published July 1, 2022, with an effective date of January 1, 2023.

The County of Marin in collaboration with local jurisdiction staff have been developing a model green building reach code since September 2021 that includes additional requirements that go beyond the 2022 State code, specifically for new construction and remodels of existing residential buildings.

DISCUSSION
At the meeting, staff will provide a verbal update and presentation covering the details of the model reach code, the current timeline for proposed reach code adoption, and policy considerations for adopting the reach code.
