RECOMMENDATION
Adopt a Resolution Authorizing the Temporary Closure of Bolinas Road between Elsie Lane and Broadway on December 7, 2024, from 4:00 p.m. – 9:00 p.m., with a rain date of December 14, 2024, and approve sponsorship of the closure.
BACKGROUND
The Winter Market event was first held in 2023 and was organized by the Fairfax Chamber of Commerce.
The event marked the beginning of what is intended to be an annual holiday celebration, featuring local vendors, food stalls, live music, and community activities. It was well-received, drawing significant attendance from residents and visitors. Based on the success from last year’s Winter Market, the Chamber is proposing to host the event again in 2024.
DISCUSSION
The Fairfax Chamber of Commerce proposes hosting a Winter Market event on December 7, 2024, from 4:00 p.m. to 9:00 p.m., with a backup date of December 14, 2024, in case of inclement weather. The temporary closure of Bolinas Road is needed to ensure public safety and manage traffic during the event.
State law authorizes temporary street closures for public celebrations under Vehicle Code section 21101(e), provided the closure is deemed necessary for the safety of participants.
Town staff has determined that this closure is necessary for the safe operation of the Winter Market event. The resolution will authorize the temporary closure of Bolinas Road between Broadway and Elsie Lane. Council sponsorship will ensure that related costs are covered by the Town for setup, monitoring, and clean up of the event from Town recreation, public works, and police staff.
FISCAL IMPACT
Minimal loss of permit fees; staff time
