FAIRFAX TOWN COUNCIL MEETING
STAFF REPORT
1 AGENDA ITEM #20
MEETING DATE November 6, 2024
PREPARED FOR Mayor and Town Council
PREPARED BY Heather Abrams, Town Manager
SUBJECT Adopt a Resolution Authorizing the Display of Chamber of Commerce Banners on Downtown Light Posts; Authorize the Town Manager to Pay for Banner Placement and Manage Display Conflicts
RECOMMENDATION
Staff recommend the Town Council:
1. Adopt a Resolution authorizing the display of the previously approved Chamber of Commerce banners on downtown light posts when no other Council-approved banners are scheduled for display, without requiring additional Council approval.
2. Authorize the Town Manager to manage the scheduling and re-hanging of the previously approved Chamber banners to ensure they are displayed when other approved banners are not in use.
3. Authorize the Town Manager to pay for hanging of the previously approved Chamber banners.
BACKGROUND
The Town of Fairfax has a Flag and Banner Display Policy that governs the display of flags and banners on Town property. According to this policy, the display of banners on Town light poles requires Town Council approval.
The Fairfax Chamber of Commerce has previously displayed banners on downtown light posts to promote local business and community events. These banners are part of a campaign to encourage residents and visitors to shop, dine, and enjoy cultural activities in Fairfax, thus supporting the local economy. They do not display the name or image for any specific business.
The Town has previously approved the display of Chamber banners. However, to streamline the process and avoid repetitive Council approval, the Chamber banners will now be automatically re-hung whenever no other Council-approved banners are scheduled for display, ensuring ongoing promotion of local businesses throughout the year.
DISCUSSION
The Fairfax Chamber of Commerce banners promote “shop”, “dine”, and “music”, with "Fairfax" prominently displayed. The intent is to allow these banners to remain on display outside of specific seasonal or holiday banner periods, such as Veterans' Day (November) and Pride Month (June), ensuring consistent promotion of local economic development.
2 By allowing the Town Manager to manage the schedule, the Chamber banners can be re-hung immediately after other approved banners (e.g., Veterans' Day in November) are removed, without needing to return to the Council for re-approval. This enhances flexibility and maintains visibility for local economic development.
A resolution has been prepared to authorize the re-hanging of Chamber banners when other banners are not in use. The Town will also continue to cover the costs of banner placement.
FISCAL IMPACT
The cost of hanging and re-hang the banners is approximately $1,000 and assumes re-use of existing banners. Funds for the Chamber of Commerce are budgeted in fund 01-715-822. No additional fiscal impact is expected from this update.
