FAIRFAX TOWN COUNCIL MEETING
STAFF REPORT
AGENDA ITEM #9
MEETING DATE November 6, 2024
PREPARED FOR Mayor and Town Council
PREPARED BY Anne Mannes, Recreation and Community Services Manager SUBJECT Receive Fairfax Department of Recreation and Community Services Quarterly Financial July – September report
RECOMMENDATION
Staff recommend that the Town Council receive and file the RCS Department Q3 Report for FY 2024-25
BACKGROUND
The Recreation and Community Services Department serves the Fairfax population and beyond. It provides all age groups with programs, events, and opportunities to rent Town facilities for gatherings and cultural events.
Revenue is generated through our hybrid funding model of fee for service, suggested donation, facility rental fees and fundraising. Measure A helps fund our parks and the Special Tax Purpose; Measure F helps fund recreation.
The Q3 Report for FY 2024-25 covers the period from July 1 to September 30, 2024 and presents news, accomplishments and goals.
DISCUSSION/ANALYSIS
Every quarter the Council receives a report on the Town’s recreational activities. The attached summary report covers the July – September programs:
• Quarterly Financial (reviewed by Finance Director, Michael Vivrette) • Revenue Detail and additional summary
The summertime quarter is active for the RCS department due to our camp schedule, Artist in Residence activities, our focus on preparing for the fall winter guide activities, and coordination for Annual Town Picnic, among other day to day tasks.
This July and August, we served over 60 campers, CIT’s, coaches and leaders. 66% of our summer youth offerings for 0–18-year-olds had sufficient enrollment numbers to make happen. Summer camp enrollment revenue increased by approximately 25% compared to FY 22-23. Highlights include:
• Braveheart Soccer Camp
• Two weeks of Ballfax Camp
• Art and Nature camp for transitional K and K kids.
• Six-week music for toddlers’ session with Dani Levy
• Counselor in Training Program
We held several events in July/August with high attendance (detailed in revenue attachment), including:
• Wayfinder Partnership Book Talk with Anne Lamott and Neal Allen • Mads Tolling violinist concert
• Guy Muszynski concert
In August/September, we published and distributed our fall winter guide to all Fairfax households and over 150 out of town households. Four important and well attended annual events occurred under our purview:
• Our Town Picnic with enhancements, including, increase in kids’ entertainment and sponsorship by Coffee Roastery, Three Home Village and First Federal Bank • We executed the 5th Annual Fairfax Art Walk and generated positive Marin IJ coverage • Hosted county wide CPR event and held the town wide evacuation fire drill at St. Ritas Church • We hosted and supported Fairfax Theater Company annual summer play, “Nora’s Ghost – Or Let There Be Light” A life-affirming, some-what musical, who-dunnit comedy.
Participation in recreation programs is strong. For future historical comparison purposes, staff developed the following graph.
