SPECIAL TOWN COUNCIL MEETING

STAFF REPORT
AGENDA ITEM #3
MEETING DATE November 19, 2024
PREPARED FOR Mayor and Town Council
PREPARED BY Loren Umbertis, Director of Public Works
SUBJECT Adopt a resolution Declaring Public Works Vehicle 1994 Ford Super Duty Bucket Truck, and Wacker RD880 Compactor as surplus and Authorizing the disposal of the Vehicle and Equipment by Public Auction

RECOMMENDATION
Adopt the resolution Declaring Public Works Vehicle 1994 Ford Super Duty Bucket Truck, and Wacker RD880 Compactor as surplus and authorizing the disposal of the Vehicle and Equipment by public auction

BACKGROUND
The Department of Public Works owns two outdated pieces of equipment:

1. 1994 Ford Super Duty Bucket Truck: Used for hanging street banners, lighting, and performing tree trimming. It has failed critical safety tests, including dielectric grounding (necessary to ground the vehicle to prevent electrocution), and requires costly repairs estimated at $36,195. No cost-effective repair options are available. Instead, the Town has partnered with San Anselmo to share maintenance and use of a newer bucket truck.

2. Wacker RD880 Compactor: This equipment has not been used in years as the Department no longer performs the type of work it supports.

DISCUSSION
Declaring this equipment as surplus allows the Town to recover some value through auction and clear space for more relevant resources. Repairing the bucket truck is impractical, and the compactor is unnecessary for current operations.

Partnering with San Anselmo for bucket truck services is cost-effective.

FISCAL IMPACT
• Costs: Up to $2,000 for towing and delivery to auction. • Revenue: Proceeds from the auction will go to the Town’s General Fund. Exact proceeds are uncertain due to the equipment's condition.
• Recommendation: Funds raised should support future vehicle and equipment purchases.

Staff does not recommend purchasing a replacement bucket truck or replacing the Compactor.
