FAIRFAX TOWN COUNCIL MEETING

STAFF REPORT
AGENDA ITEM #1
MEETING DATE January 9, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Maria Baird, Recreation and Community Services Manager Loren Umbertis, Public Works Director
SUBJECT Consider Peri Park Playground Tot Lot Expansion Recommendation from the Park and Recreation Commission

RECOMMENDATION
Staff recommends that the Town Council consider approving the addition of a “tot lot” play area for small children within the existing Peri Park Playground area.

EXECUTIVE SUMMARY
The proposed "tot lot" aims to provide a safe, enclosed play area for children aged 18 months to 3 years. This addition has been reviewed and approved by the Parks & Recreation Commission (PARC) and Town staff. The tot lot will be enclosed by a low fence, surfaced with artificial grass, and strategically located to minimize impacts on the existing playground. The project is estimated to cost $9,000 to $11,000, with funds expected to be raised privately. No Town funds are requested beyond staff time for project facilitation.

BACKGROUND
In August 2024, a local parent proposed the idea of creating a “tot lot” for younger toddlers (18 months to 3 years of age) at a Parks & Recreation Commission (PARC) meeting. The intent was to design a dedicated space that younger toddlers could play in and be shielded from older children. The concept was vetted and approved by the Parks & Recreation Commission (PARC) at the November 2024 meeting.

DISCUSSION
Design Features: The tot lot will measure 10 x 12 feet and will be located adjacent to the mini picnic tables within Peri Park Playground. This location avoids interference with safety fall zones for current equipment.

Minor adjustments, such as relocating existing benches and one acorn play structure, will be necessary.

Infrastructure: The tot lot will be enclosed with a low fence and accessed via a gate. The ground will be covered with artificial grass, ensuring safety and accessibility.

COMMUNITY OUTREACH
The tot lot concept was introduced by a community member and subsequently discussed at PARC meetings in August and November 2024. These meetings allowed for community input, and the proposal received strong support.

FISCAL IMPACT
Estimated costs for this project range from $9,000 to $11,000 for fencing, curbs, and surfacing. An accessible pathway to the tot lot will also be provided.
• Funding: The project’s proponents plan to raise the necessary funds privately. • Town Resources: No direct financial contributions from the Town are requested. Town staff will provide oversight and coordination for the installation process.

ATTACHMENTS
None.
