FAIRFAX TOWN COUNCIL MEETING

STAFF REPORT
AGENNDA ITEM #3.f
MEETING DATE March 5, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Anne Mannes, Recreation and Community Services Manager SUBJECT Adopt a Resolution Authorizing Temporary Road Closures for Various Chamber of Commerce Events Throughout the 2025 Calendar Year, and Approving Sponsorship of the Closures.

RECOMMENDATION
Adopt the Resolution.

BACKGROUND
In 2023, the Fairfax Chamber of Commerce organized the first Winter Market, which successfully attracted many residents and visitors. The event includes local vendors, food, music, and community activities. Due to its popularity, the Chamber plans to hold the Winter Market again on December 14, 2025, with a backup date of December 20, 2025, in case of inclement weather.

Additionally, the Chamber proposes two new community events: one on March 23, 2025, and another Town BBQ event on October 11, 2025. These events aim to support local businesses and strengthen community connections.

DISCUSSION/ANALYSIS
The Chamber of Commerce requests temporary street closures to safely conduct three community events in 2025. The proposed street closures are:

1. March 23, 2025 (12:00 p.m. – 5:00 p.m.): Taylor Street between Sir Francis Drake and Rocca.

2. October 11, 2025 (4:00 p.m. – 9:00 p.m.): Bank Street next to Puruva and Bolinas Park.

3. December 14, 2025 (4:00 p.m. – 9:00 p.m.): Bolinas Road between Broadway and Elsie Lane, with a backup date of December 20.

Under California Vehicle Code section 21101(e), temporary street closures for public celebrations are permitted for participant safety. Staff determined that these closures are necessary to ensure public safety and effective traffic management during each event.

Council sponsorship of these events is required to cover costs associated with setting up, monitoring, and cleaning up, utilizing Town recreation, public works, and police staff.

FISCAL IMPACT
Minimal loss in permit fees; staff time.
