FAIRFAX TOWN COUNCIL MEETING

STAFF REPORT
AGENDA ITEM #6.h.

MEETING DATE: May 7, 2025
PREPARED FOR: Mayor and Town Council
PREPARED BY: Heather Abrams, Town Manager
SUBJECT: Adopt a Resolution Authorizing the Display of Rainbow Flags during the Month of June 2025 and authorize use of staff time to place flags.

RECOMMENDATION
Adopt a Resolution Authorizing the Display of Rainbow Flags during the Month of June 2025 and authorize use of staff time to place flags.

BACKGROUND
The tradition of displaying rainbow flags in Fairfax during the month of June began in 2023 as part of the Town’s recognition of Pride Month and support for the LGBTQ community. The initiative was originally proposed by town resident Lori Kramer in October 2022. The Parks & Recreation Commission (PARC) reviewed and supported the proposal at their November 2022 meeting, and the Town Council subsequently approved the flag display.

Prior to 2023, a single rainbow flag was customarily hung in front of Town Hall during the month of June.

The expanded tradition of placing rainbow flags on downtown lamp posts started in June 2023, with flags donated by Lori Kramer and installed by the Town's Public Works Department.

DISCUSSION
There are 30 flag posts in the downtown corridor along Bolinas Road, Broadway, and Center Boulevard.

These posts have previously been used to display Fairfax Festival flags in early June. Since both events occur in the same month, the rainbow flags would take precedence over the pastel-colored Fairfax Festival flags for the duration of Pride Month.

FISCAL IMPACT
There are 30 flag posts available in downtown Fairfax. It requires two Public Works crew members a total of four hours each to hang all the flags. The fully loaded salary and benefit rate is $81.58 for employee #1 and $64.91 for employee #2. The costs of the Public Works crew to hang 30 flags on the lamp post in the downtown corridor will be $538.00.

A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF FAIRFAX AUTHORIZING DISPLAY OF RAINBOW FLAGS DURING THE MONTH OF JUNE 2025 WHEREAS, the Town of Fairfax has a diverse LGBTQ+ community and is committed to supporting visibility, dignity, and equity for all people in the community; and WHEREAS, LGBTQ+ individuals encompass all races, ethnicities, religions, and social classes; and
WHEREAS, the Town of Fairfax has declared the month of June as “Lesbian, Gay, Bisexual, Transgender, Questioning+ Pride Month” in the Town of Fairfax to inspire equity, create alliances, celebrate diversity, and establish safe environments in our schools and our community; and
