FAIRFAX TOWN COUNCIL MEETING
STAFF REPORT
AGENDA ITEM #5.h.
MEETING DATE June 4, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Mark Lockaby, Acting Director of Public Works SUBJECT Adopt Resolution Approving the List of Projects Funded by SB 1: The Road Repair and Accountability Act for Fiscal Year 2024-25
RECOMMENDATION
Adopt the resolution to accept the list of projects funded by SB 1 for the 2025-26 fiscal year.
DISCUSSION
Senate Bill 1 (SB 1), known as the Road Repair and Accountability Act of 2017 was created to address the need for more transportation funding in California. Each year, the California Transportation Commission (CTC) requires towns to submit an annual list of projects by July 1st to receive funding from SB 1. The project list must be approved by resolution and cannot be part of the adopted budget. The list needs to describe each project, its location, the proposed schedule for completion, and the expected lifespan of the improvements. CTC allows some flexibility to modify the list during the fiscal year.
The attached resolution includes the required project list. We do have flexibility to change the street list if there is a change in priorities for the projects after we submit. The new Public Works Director will be able to review, and make changes as needed.
If the funds are not enough to cover project costs in one fiscal year, the CTC allows towns to advance funds for projects and be reimbursed from future SB1 funds.
This project list was incorporated into the Town’s proposed FY25-26 Capital Improvement Program and discussed as part of the budget approval process.
The list is as follows:
