FAIRFAX TOWN COUNCIL MEETING
STAFF REPORT
AGENDA ITEM #8.d.
MEETING DATE July 16, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Heather Abrams, Town Manager and Michael Vivrette, Finance Director SUBJECT Adopt Resolution Amending the FY24-25 Salary Schedule and Adopt a Resolution Approving the Annual Salary Schedule for Fiscal Year 2025-26 to Reflect Salary Range Adjustments Effective July 1, 2025 for all Positions
RECOMMENDATION
1. Adopt a resolution amending the FY24-25 Salary Schedule to reflect the salary ranges for the Police Chief and Town Manager as established by their approved employment agreements.
2. Adopt a resolution approving the annual Salary Schedule for FY25-26 reflecting salary range adjustments effective July 1, 2025.
BACKGROUND
The Town of Fairfax is required by CalPERS to adopt a public salary schedule whenever pay ranges are modified. In late 2024, the Town Council approved updated MOUs for the Service Employees International Union (SEIU), the Fairfax Police Officers Association (FPOA), and unrepresented employee groups. These agreements provided for COLAs effective July 1 of 2024, 2025, and 2026.
The Town Council approved updated employment agreements with the Police Chief (October 16, 2024) and Town Manager (October 12, 2023). These agreements included specific salary amounts and scheduled increases that were not yet incorporated into the published FY24-25 salary schedule.
DISCUSSION
The proposed amendment to the FY24-25 Salary Schedule (Attachment A) incorporates the salary ranges for the Town Manager and Chief of Police.
These salaries were agreed upon in the executed employment agreements but not reflected in the amended October 16, 2024 salary schedule update by resolution as required by CalPERS.
The FY25-26 Salary Schedule includes the second round of COLA increases for all positions per the MOUs and individual contracts. These updated ranges are retroactive to July 1, 2025, and align with the Council’s previous labor decisions.
The Adopted Budget for FY25-26, under consideration at this meeting, includes appropriations for these salary adjustments.
The attached resolution (Attachment B) reflects the FY 25-26 COLA adjustments. The adjustments will be retroactive to July 1, 2025, in keeping with the MOUs. 2 FISCAL IMPACT
There is no additional fiscal impact associated with this action. All salary changes have been incorporated into the Adopted Budget for FY25-26. No budget amendments are necessary at this time.
