MEETING DATE August 6, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Anne Mannes, Recreation and Community Services Manager SUBJECT Receive Fairfax Department of Recreation and Community Services Quarterly Financial April – June report
STAFF RECOMMENDATION
Staff recommend that the Town Council receive and file the RCS Department Q2 Report for FY 2024-25
SUMMARY
The Q2 Report for FY 2024-25 covers the period from April 1 – June 30, 2025, detailing key programs, accomplishments and goals.
BACKGROUND
The RCS Department serves the Fairfax community by offering programs, events and facility rentals for all age groups. Revenue is generated through a mix of fee-for service, suggested donation, facility rentals, fundraising, and support from Measure A (parks) and Measure F (youth and senior programs).
During the second quarter (Q2), the RCS focused on promoting upcoming programs and preparing for classes, camps and partnerships. This included new pilot offerings such as Nurture Neuroscience Circle for young parents and babies, and two weeks of new soccer camps with Luis Quezada, among others. RCS also worked on securing grants and sponsorships to fund community engagement, scholarships and creative projects:
Grants and Sponsorship Highlights:
• Staff attended a Marin Cultural Association grant mixer with Artist in Residence, Sharon Virtue and submitted a $10,000 grant proposal for a mosaic mural at Peri Park bathroom wall in collaboration with the Fairfax San Anselmo Children’s Center. While the grant was not awarded due to high competition, Sharon did receive a separate individual artist grant for a project with the Multicultural Center of Marin.
• Collaborated with Crescent Moon Theater Production to apply for the Arts in Parks grant through California State Parks. The Town of Fairfax was awarded a portion of the grant, estimated at $3,000, with the final confirmation expected in the new fiscal year. The performance project will be free to the public and take place in our parks. • Secured a $2,000 donation from Good Earth to help fund summer camp scholarships - $500 more than last year. This is especially helpful due to the higher number of camp scholarship requests received this year.
Q 2 Events and Community Support:
• April 5: Hosted All Ages Square Dance Night at the Pavilion (250 attendees). Due to its popularity, we’re planning to offer this event a few times a year. • April 5: Partnered with Wayfinder Bookstore and local poet Michelle Latvala to host book talk for her debut poetry collection, Between Latitudes (50 attendees). • June 21: Partnered again with Wayfinder Bookstore to host author Irene Sola for a reading of her book, I Gave You Eyes and You Looked Towards Darkness (20 attendees). • In response to the tragic car accident involving six local teen girls, we offered Grieving Groups and a Sound Healing session at the Pavilion in April and May. These events were free and open to the community.
Additional Projects and Planning:
• Staff collaborated on the 2025-26 budget, reflecting this year’s accomplishments and planning goals for the upcoming year.
• At the April 2nd Town Council meeting, staff submitted a staff report naming the top three Artist in Residence Collaborative candidates. These individuals were interviewed and officially appointed at that meeting.
• Together, staff helped onboard the new AIR team and began planning for the Fairfax Art Walk in September.
• They also supported the Fairfax Festival Committee with planning, coordination, and volunteer shifts.
During the second quarter (Q2), the Special Events and Volunteer Coordination primarily focused on the Parks and Recreation Commission (PARC). Key accomplishments include:
• Coordinated a successful Spring Egg Hunt on April 19, which drew over 300 children. A children’s magician was hired for the event.
• Arranged Pride flag banners to be installed by Public Works to celebrate Pride Month in June. • Partnered with art teachers from Archie Williams High School to commission a new mural for the skate park. A design submitted by student Annalee Savage was approved by PARC and the project was completed by the end of June.
• Helped approval and plan the summer concert series at Peri Park’s Green Stage. Confirmed performances include Lindsey Everly (June 2), Torpedo Wharf (June 21), Gary Muszynski (August 2), and Mads Tolling (August 9). Staff also assisted with promotion, seating, and parking coordination for the performers.
• Staffed information and merchandise booth at the Fairfax Festival with three PARC Commissioners.
• Facilitated a $1,000 memorial bench donation from the Marin Open Space Trust in honor of Dr. and Mrs. Wall. The bench, commissioned by Madera Furniture, will be installed at the Wall Property Open Space.
• Continued progress on the Peri Park Tot Lot improvements using allocated Measure A funds.
In terms of funding, staff applied for a grant from the United States Tennis Association (USTA) to help resurface the town’s tennis courts. However, the grant requires matching funds from the town, which are not available in the upcoming budget cycle. Staff will revisit this opportunity in the future if local funding becomes available.
Q2 revenue has increased approximately two and half times compared to the same period last year.
This primarily is due to additional sponsorship/grant efforts and community demand for revenue generating events like Square Dance Nights.
For the FY comparison, revenues increased by 145%.
