FAIRFAX TOWN COUNCIL MEETING

STAFF REPORT
AGENDA ITEM #6.h
MEETING DATE August 6, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Kristin Arnold, PE - Public Works Director
SUBJECT Adopt a Resolution Authorizing the Display of Street Smarts Banners from September 29th to November 14th, 2025

RECOMMENDATION
Adopt a Resolution Authorizing the Display of Street Smarts Banners from September 29th to November 14th, 2025

BACKGROUND
Street Smarts is a traffic safety program, funded by the Transportation Authority of Marin (TAM), that educates drivers, pedestrians and cyclists about safety issues, including distracted driving. The goal is to encourage people to adopt new attitudes and behaviors that will reduce the number of traffic-related collisions and make our streets safer for everyone. In addition to providing educational materials and presentations, the program focuses on placing banners throughout Marin County at the locations where traffic problems occur most frequently. The placement of specific messages was determined based on the 2024 Marin County Local Road Safety Plan data analysis as well as the 2018 Systemic Safety Analysis Report (SSAR).

DISCUSSION
Street Smarts Marin hosts annual campaigns to display banners all around the county as part of TAM’s annual road user education campaign. The fall 2025 campaign is planned for September 29th through November 14th and features the banners shown in Figure 1 below. As in previous years, DC Electric will be responsible for putting up and taking down the banners.

Figure 1: Banners
2 Eight banners will be displayed at multiple locations around town along Sir Francis Drake Boulevard and Center Boulevard to enhance awareness of pedestrian and traffic safety. Attachment A includes a map showing all the banner locations.

FISCAL IMPACT
There is no direct fiscal impact associated with the hanging and removal of the banners. The County of Marin’s Street Smarts program covers the cost of this work through its contract with DC Electric. Some staff time was required to prepare the staff report and coordinate with the Street Smarts program.
