AGENDA ITEM #6.i
Proclamation of the Town of Fairfax
Declaring the Northern Spotted Owl as the Official Town Bird WHEREAS, the Northern Spotted Owl (Strix occidentalis caurina) is a federally and state-listed endangered species and serves as a vital indicator of biological diversity and forest ecosystem health; and WHEREAS, the Town of Fairfax and its surrounding open spaces provide critical year-round habitat where the Northern Spotted Owl continues to successfully roost, nest, and raise young, a rarity in much of California; and
WHEREAS, the persistence of this species in Fairfax is due in large part to the Town’s mature coniferous and legacy woodlands, which are safeguarded by responsible land management practices and strong community support for environmental conservation; and
WHEREAS, designating the Northern Spotted Owl as the Official Town Bird of Fairfax would highlight the Town’s leadership in sustainable land use and its commitment to protecting sensitive habitats and biodiversity; and
WHEREAS, this designation would increase public awareness about the Northern Spotted Owl and its ecological significance, and encourage greater appreciation of the natural environment among residents and visitors; and
WHEREAS, the Northern Spotted Owl can serve as a powerful symbol for environmental education and stewardship, inspiring local schools, nature groups, and community organizations to develop programs centered on conservation and scientific learning; and
WHEREAS, the character of the Northern Spotted Owl—resilient, distinctive, and deeply connected to place—mirrors the values and identity of the Fairfax community; and WHEREAS, many municipalities adopt official natural emblems, such as birds, flowers, or trees, to promote civic pride and reinforce a shared commitment to protecting the natural world; NOW, THEREFORE, BE IT RESOLVED, that the Town Council of Fairfax hereby proclaims the Northern Spotted Owl (Strix occidentalis caurina) as the Official Town Bird, recognizing its ecological importance and affirming the Town’s enduring commitment to the protection of wildlife, habitat preservation, and environmental stewardship.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the Town of Fairfax, California, to be affixed this 6th day of August 2025.
