MEETING DATE November 5, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Anne Mannes, Recreation and Community Services Manager SUBJECT Receive Fairfax Department of Recreation and Community Services Quarterly Financial July – September report
RECOMMENDATION
Staff recommends that the Town Council receive and file the RCS Department Q3 Report for FY 2025-26
SUMMARY
The Q3 Report for FY 2025-26 covers the period from July 1 to September 30, 2025 and presents news, accomplishments, goals and data.
BACKGROUND
The RCS Department serves the Fairfax community by offering programs, events and facility rentals for all age groups. Revenue is generated through a mix of fee-for service, suggested donation, facility rentals, fundraising, and support from Measure A (parks) and Measure F (youth and senior programs).
Every quarter the Council receives a report on the Town’s recreational activities. The attached summary report covers the July – September programs:
• Quarterly Financial (reviewed by Michael Vivrette)
• Revenue Detail and additional summary
DISCUSSION/ANALYSIS
During the third quarter (Q3), the RCS expanded the summer camp schedule, Artist in Residence activities (Fairfax Art Walk & Grant Writing), and is preparing for the fall winter guide activities, hosting a book event with Wayfinder Bookstore and coordination for Square Dance Night, among other day to day administrative tasks.
This July and August, we served over 100 campers, CIT’s, coaches and leaders. 9 of our 10 camps offered had sufficient enrollment numbers to make happen and we exceeded our expectations with most camps filled.
This is attributed to our new partnership with Luis Quezada Soccer Camps – who is widely popular in the youth soccer world and our new programming with Play Well Legos. Summer camp enrollment revenue increased by approximately 85% compared to FY 24-25. A highlight video can be viewed here. Camp details include:
• NEW two weeks Play well Legos Camp
• NEW two weeks with Luis Quezada Soccer Camp
• Two weeks of Ballfax Camp
• Two weeks of Art and Nature camp for transitional K and K kids. • Counselor in Training Program
RCS also worked on securing grants and sponsorships to fund community engagement, and creative projects:
• RCS Manager worked with Artist in Residence, Sharon Virtue and submitted a grant proposal to County of Marin Community Grants and Investment Program (2026) for $12,000. The grant is for a series of ceramic class offerings throughout Fairfax and Marin, including a collaboration with the Fairfax San Anselmo Children’s Center. Additionally, we applied to Giving Marin and Good Earth for supplemental funds for the project. We will learn if we are awarded this grant in October 2025.
During the third quarter (Q3), Special Events and Volunteer Coordinator (Maria) efforts focused on supporting a diverse range of cultural, community, and safety-related events. Key accomplishments include:
• Coordinated and hosted the Mads Tolling Violinist and Guy Muszynski Concert • Organized the Annual Town Picnic
• Supported the County-wide Evacuation Drill at the Ember Stomp event • Re-convened the Disaster Council (initiated by the Mayor), including:
o Contacting all 18 members to update membership
o Replacing inactive members with new representatives
o Preparing agenda and minutes for the August 6th Disaster Council meeting o Leading discussions on participation in the Ember Stomp evacuation drill • Attended July recap meeting with the Fairfax Festival Committee to review PARC’s involvement in this year’s festival.
o Discussions included future responsibilities, such as managing the information table and overseeing sales of t-shirts and memorabilia.
• Revised and updated the application form for PARC-sponsored events to clarify sponsorship criteria and expectations.
o New form adopted at the August PARC meeting.
• Facilitated PARC’s review and approval of the October Irish Feis sponsorship request. • Prepared Certificates of Recognition from the Mayor for 90+ recipients. o Certificates to be included in gift baskets as part of an appreciation event in October. • Posted Open Space Committee agendas for July, August, and September.
Participation in recreation programs continues to be strong. For future historical comparison purposes, staff developed the following graph.
