FAIRFAX TOWN COUNCIL MEETING
STAFF REPORT
AGENDA ITEM #6.h
MEETING DATE December 3, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Bridget Wipfler, Climate Action Coordinator SUBJECT Appoint the Climate Action Coordinator to the Board of the Hazardous and Solid Waste Joint Powers Agreement County of Marin (“Zero Waste Marin”) as an alternate.
RECOMMENDATION
Appoint the Climate Action Coordinator to the Board of the Hazardous and Solid Waste Joint Powers Agreement County of Marin (“Zero Waste Marin”) as an alternate.
BACKGROUND
The County of Marin and the Cities of Belvedere, Larkspur, Mill Valley, Novato, San Rafael, and Sausalito, and the Towns of Corte Madera, Fairfax, Ross, San Anselmo, and Tiburon entered into an agreement in 1993 to create a Hazardous and Solid Waste Joint Powers Authority (JPA) to work together on the mandates set forth in AB 939. The agreement was amended in 1995 and restated in 1996.
DISCUSSION
The Zero Waste Marin Board has always been made up of Town/County/City Managers, and an alternate from either administration or environmental departments from each member jurisdiction may be added.
The recommended action to appoint the Climate Action Coordinator to the Board as an alternate is an administrative procedure to provide extra capacity in case the Town Manager is unavailable for meetings.
FISCAL IMPACT
None.
