FAIRFAX TOWN COUNCIL MEETING
STAFF REPORT
AGENDA ITEM #5
MEETING DATE December 03, 2025
PREPARED FOR Mayor and Town Council
PREPARED BY Rico Tabaranza, Chief of Police
SUBJECT Adopt a Resolution Authorizing the Town Manager to Purchase and Outfit One Police Department Utility Terrain Vehicle (UTV) for an amount not to exceed $75,000.
RECOMMENDATION
1. Adopt a resolution authorizing the Town Manager to purchase and outfit one (1) Police Department Utility Terrain Vehicle (UTV) for an amount not to exceed $75,000.
2. Appropriate $75,000 from the Field Equipment/Vehicle Replacement Fund (03-923-921) for this purchase.
BACKGROUND
The Town Council approved the adopted FY25-26 Town Budget funds for the purchase of a necessary Utility Terrain Vehicle for the Fairfax Police Department, as shown in the Field Equipment/Vehicle Replacement Fund 03-923-921.
DISCUSSION
Staff have determined, through extra patrol efforts and responses to calls for service on the 100-plusacre Wall Property, that we do not have the appropriate vehicles to effectively, efficiently, and safely patrol the landscape there. When unforeseen weather-related challenges, such as saturated, thick, muddy trails on steep hillsides, and lighting or transportation challenges arise, the current Fairfax Police Department Fleet is unable to address them, prompting us to request assistance from outside agencies and additional resources when necessary. This can delay responses and pose a risk to public safety, especially during medical aid, when transport and evacuation from dangerous areas are needed.
The outfitting of the proposed Fairfax Police Department UTV will include a Kimtek Corporation Medlite Transport Deluxe MTD-103 rescue skid that will allow for safe carrying and securing of patients, along with Ross Valley Fire Department (RVFD) or other Emergency Medical Personnel, and assorted emergency/medical gear. Medical gurneys, medical longboards, or Stokes baskets can be attached to the rear of the UTV, along with other medical gear needed for secure transport.
To support the Town Council’s efforts to preserve, maintain, and rehabilitate open space at the 100-plusacre Wall Property (as adopted by resolution in September of 2025), one (1) 2026 Can-Am Defender Max Lone Star LTD Cab Utility Terrain Vehicle will be purchased and outfitted by our authorized vendor, LEHR.
The quote for one (1) new vehicle, emergency equipment, and outfitting is approximately $61,222.71 before select taxes and shipping. While not anticipated, the Staff is requesting authority for a not-toexceed amount of $75,000 to account for any unforeseen pricing or installation charge changes. 2 In addition to utilizing this UTV for the Wall Property patrol and response needs, this vehicle can be used for other Town needs when appropriate. The following additional uses are not limited to the following:
1. Use for inclement weather response to fire trails and other steep hillsides within Town limits.
2. Use for flooded roadway response, rescue, and medical transport.
3. Assist the Department of Public Works (DPW) with specific Town projects and timely storm cleanup efforts.
4. Assist the Ross Valley Fire Department (RVFD) in response and transport of patients and emergency personnel in areas of unsteady and off-road terrain.
5. Use for search and rescue needs in the surrounding Cascade Canyon and other surrounding areas to support the Marin County Search and Rescue Team.
FISCAL IMPACT
The Field Equipment/Vehicle Replacement Fund 03-923-921 has an available total amount of $105,000 as approved by the Town Council in the adopted FY25-26 Town Budget.

RESOLUTION
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF FAIRFAX
AUTHORIZING THE TOWN MANAGER TO PURCHASE AND OUTFIT ONE POLICE
DEPARTMENT UTILITY TERRAIN VEHICLE (UTV) FOR AN AMOUNT NOT TO EXCEED $75,000
WHEREAS, the adopted Fiscal Year 2025–2026 Town Budget includes funding in the Field Equipment/Vehicle Replacement Fund (03-923-921) for the purchase of a Utility Terrain Vehicle (UTV) for the Fairfax Police Department; and
WHEREAS, the Fairfax Police Department has identified a need for a specialized vehicle capable of patrolling and responding to emergencies on the 100-plus-acre Wall Property and other difficult terrain areas within the Town; and
WHEREAS, the current police fleet lacks the off-road capability to safely and effectively access these areas, leading to delayed response times and increased reliance on outside agencies during inclement weather and medical emergencies; and WHEREAS, the proposed UTV will be equipped with a Kimtek Corporation Medlite Transport Deluxe MTD-103 rescue skid and related emergency equipment, enhancing the Department’s ability to perform medical transports and provide aid in areas inaccessible to standard vehicles; and
WHEREAS, the vehicle will also support additional Town operations including emergency responses during weather events, assistance to Public Works for storm cleanup, and participation in search and rescue efforts in collaboration with the Ross Valley Fire Department and Marin County Search and Rescue Team; and WHEREAS, staff obtained quotes from authorized vendors and estimate the total cost of the vehicle and outfitting at approximately $61,222.71 before taxes and shipping, and recommend a not-to-exceed authorization of $75,000 to account for any unforeseen expenses;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Fairfax as follows:
