FAIRFAX TOWN COUNCIL MEETING

STAFF REPORT
AGENDA ITEM #4.i
MEETING DATE February 4, 2026
PREPARED FOR Mayor and Town Council
PREPARED BY Heather Abrams, Town Manager
SUBJECT Appoint Mayor Helman and Vice Mayor Egger to an Ad Hoc Subcommittee to Work with External Agencies on Site Remediation and Reuse Options for 101 Bolinas Road and report back to the full Council

RECOMMENDATION
Appoint Mayor Hellman and Vice Mayor Egger to the Ad hoc Subcommittee to Work with external agencies on site remediation and reuse options for 101 Bolinas Road and report back to the full Council.

BACKGROUND
On July 4, 2021, a significant structure fire destroyed the building located at 101 Bolinas Road in Fairfax, previously home to Past Perfect Dry Cleaners. The building was rendered uninhabitable and has remained vacant since the fire. The property's prior use as a dry cleaner raises potential concerns related to soil and groundwater contamination, particularly from chlorinated solvents often used in historic dry cleaning operations.

To date, no redevelopment proposal has been submitted, and the site continues to be a visible reminder of the fire damage. Its location in downtown Fairfax and proximity to adjacent businesses make its future an important issue for the community and the Town Council.

DISCUSSION
Given the complexity of reusing former dry cleaning sites, which often require environmental review and possible remediation, Vice Mayor Egger requested to form a small working group of the Council to engage with relevant agencies. These agencies may include:
• California Department of Toxic Substances Control (DTSC) • Regional Water Quality Control Board
• Marin County Environmental Health Services
• State and regional economic development or brownfield redevelopment programs The ad hoc subcommittee would gather information, initiate conversations, and report back to the full Council with findings and potential next steps. The goal is to better understand what might be required to make the site suitable for future commercial use and to identify opportunities for funding or technical support.

FISCAL IMPACT
There is no fiscal impact associated with appointing this subcommittee. Any future actions with financial implications would be brought to the Council separately for consideration.
