PREPARED BY Anne Mannes, Recreation and Community Services Manager SUBJECT Receive Fairfax Department of Recreation and Community Services Quarterly Financial October - December report
RECOMMENDATION
Staff recommend that the Town Council receive and file the RCS Department Q4 Report for FY 2025-26.
SUMMARY
The Q4 Report for FY 2025-26 covers the period from October 1 to December 31, 2025 and presents news, accomplishments, goals and data.
BACKGROUND
The RCS Department serves the Fairfax community by offering programs, events and facility rentals for all age groups. Revenue is generated through a mix of fee-for service, suggested donation, facility rentals, fundraising, and support from Measure A (parks) and Measure F (youth and senior programs).
Every quarter the Council receives a report on the Town’s recreational activities.
The attached summary report covers the October to December programs: • • Quarterly Financial (reviewed by Michael Vivrette) •
• Revenue Detail and additional summary
DISCUSSION
During Q4, the RCS Manager coordinated and collected fees for several classes and booked and received rental income from birthday party rentals and partnership programs. The RCS Manager also oversaw multiple events, including the annual 90+ and Better Celebration and the Fairfax Holiday Craft Faire, the department’s primary fundraising event, coordinated with the Town’s Special Events and Volunteer Coordinator.
Initial planning for the 2026 Summer Camp schedule began in December.
Additional facility use and programming highlights included:
• Two Wayfinder book partnership talks held in Town facilities, with a total attendance of approximately 40 participants
• Pavilion rental for a rock concert attended by approximately 150 people 1 of 7
• Support for the Chili Cook-Off fundraiser benefiting the Archie Williams High School wrestling team, held in honor of Jocy Osborn, one of the young girls killed in tragic car crash in April 2025 • Ballfax Thanksgiving Break Clinic serving over 10 children The RCS Manager worked on two grants during the quarter, both of which were successfully awarded. • Arts in Parks Grant: The Town received official confirmation of a $5,000 award for the Arts in Parks project in collaboration with Crescent Moon Theater Productions. This competitive grant received over 200 applications, with 30 projects selected statewide. The town received and deposited $5,000 (different than $3,000 noted in Q2 report from FY 24 25). You can read more about this exciting project here.
• Mud Bus Ceramics Project Grant: The Town was awarded $12,587 through the Marin Community Grants and Investment Program. This project will collaborate with Marin organizations to serve children, youth, and seniors through three eight-week modules for up to 60 participants. Implementation is planned for early 2026, with anticipated partnerships including the Fairfax San Anselmo Children’s Center and Ross Valley Seniors. This grant program received 177 applications and awarded 94 grants. You can read more about this opportunity for our community here.
Staff supported an increased level of collaboration with the Fairfax Chamber of Commerce during Q4, including:
• Execution of the “Fall in Love in Fairfax” event on October 11, attracting over 300 attendees • Coordination of Bingo Night, with approximately 70 participants. • Support for the Winter Market held downtown on December 13 with approximately 500-750 participants.
