TOWN COUNCIL MEETING
STAFF REPORT
MEETING DATE May 6, 2026
PREPARED FOR Mayor and Town Council
PREPARED BY Heather Abrams, Town Manager
SUBJECT Authorize the Town Manager to Prepare and Submit the Fiscal Year 26-27 Work Plan to Marin County for the Use of the Town’s Measure A Park Funds
RECOMMENDATION
Authorize the Town Manager to prepare and submit the FY26-27 work plan for Measure A funds to the County of Marin based on the approved allocations.
DISCUSSION
Measure A is the one-quarter of one-percent sales tax approved by Marin County voters in 2012 and reauthorized in 2022. As a condition of receiving the funds, the Town must submit a work plan to the County of Marin detailing the proposed uses of the funds. Each year the Town’s Measure A Advisory Committee (Committee) meets to recommend allocations for the upcoming year.
The Measure A Advisory Committee met on March 18, 2026, to discuss the allocation of funds including the carryover of funds from previous years. For FY26-27, the County estimates Fairfax will receive approximately $74,752 in Measure A sales tax revenue. As shown on page 69 Fund 23 of the Town’s Budget, the beginning balance is $195,258. The County projects providing $74,7452 in new funds available for FY26-27.
The column labeled “Current Allocation Carry-Over Available” represents the funding allocated to a
project in a previous year(s). The County requires the Town to reallocate any remaining carryover funds each year.
Column A (“Est. Expenditures”) reflects the estimated year end expenditures for each project.
Column B (“Available”) shows funds available for use in FY 26-27.
Column C (“Current Year Proposed Allocation”) shows the addition or subtraction of funds allocated to each project.
Column D (“Proposed Allocation w/Carryover”) includes the new allocation for funding for FY26-27 plus any carryover funding from previous years. Frequently, the Committee recommends that funds unspent for projects in previous years continue to be carried over to the new fiscal year for those projects. In FY 26-27, one project was reduced slightly (by $248) to allow the entire Measure A plan to balance expenses and allocations.
Should any project be delayed, canceled, or have priorities changed, the Council may reallocate funds at any time by amending its work plan and submitting it to the County for approval.
The Measure A Advisory Committee consists of:
• 2 Town Councilmembers: Councilmembers Blash and Coler • Fairfax Open Space representative, Susan Pascal Beran • Fairfax Parks and Rec Commission representative, Lisa Hillstrom • Fairfax Treasurer, Talia Friedman
• Finance Director, Michael Viverette
FISCAL IMPACT
No impact to the General Fund because the projects are funded with Measure A Park funds. The approval of the workplan is required by the County before it releases the Measure A funds to the Town.
