PREPARED FOR Mayor and Town Council
PREPARED BY Anne Mannes, Recreation and Community Services Manager SUBJECT Receive Fairfax Department of Recreation and Community Services Quarterly Financial April – June report
RECOMMENDATION
Receive and file the Recreation and Community Services Department Q2 Report for FY 2025-26.
SUMMARY
The Q2 Report for FY 2025-26 covers the period from April 1 – June 30, 2026 and highlights Recreation and Community Services (RCS) Department programs, events, partnerships, community engagement efforts and operational accomplishments during the quarter.
BACKGROUND
The RCS Department serves the Fairfax community by offering programs, events and facility rentals for all age groups. Funding for RCS comes from the general fund and revenue generated through a mix of fee-for service, suggested donation, facility rentals, fundraising, and support from Measure A (parks) and Measure F (youth and senior programs).
Q2 DEPARTMENT ACCOMPLISHMENTS
During the second quarter (Q2), the RCS Manager focused on program development, community partnerships, grants administration and preparation for upcoming classes, camps and events. New programming initiatives included Code Calm 4-week series for adults, and a weekend arts workshop with Sam Parry, among others. Staff also pursued sponsorships and grant opportunities to support scholarships and expand community programming while continuing reporting requirements for previously awarded grants.
In April, the RCS Manager and Fairfax Artist in Residence, Sharon Virtue, attended the Art and Culture Summit in Sacramento. The event marked the California Arts Council’s 50th anniversary. The summit included keynote panel featuring Dolores Huerta, Luis Valdez, and Hector Flores along with sessions focused on healthy culture models and arts based economic development. Information gathered continues to support ongoing town arts and cultural initiatives.
In May, staff completed the eight-week ceramics Mud Bus class modules at both the Fairfax San Anselmo Children’s Center and the Bennett House for older adults. You can view the results and impact of this work here.
Also in May, RCS Manager attended the District 2 Older Adult Leaders Listening Collaborative hosted at Marin Art and Garden Center along with Councilwoman, Barbara Coler and the new Commissioner of Aging for Fairfax, Robert Holtz.
In June, RCS Manager worked on a new grant application to the County of Marin Community Grants and Investment Program with Artist in Residence Sharon Virtue. This project, called “Woodland Creative: Nature, Clay and Community as Care” is a — a 20-week intergenerational ceramics, mosaic, and mural project for Peri Park. Participants across generations will create hand-fired ceramic tiles and a painted mural depicting local woodland wildlife, permanently installed on Peri Park's deteriorating storage structure and public restrooms. This project restores and beautifies degraded public infrastructure through a community-driven creative process, delivering measurable arts and wellness outcomes for youth, seniors, and the broader Fairfax community. It is built on the Mud Bus grant project we recently completed and would culminate with a public artwork project at Peri Park. We will know if we are awarded this grant in the fall.
Additionally, approximately 80 new Uline vinyl folding chairs and accompanying storage carts were researched and purchased for the Pavilion, replacing outdated and stained fabric seating. Public Works also made improvements to the facility by installing a newly constructed front staircase for the Pavilion.
Community Events & Future Projects: Staff collaborated with community organizations, artists, volunteers, and local partners to implement a variety of community building events throughout the quarter, including:
• April 4: Held successful Spring Egg Hunt with more than 300 children in attendance. Fairfax Scoop partnered with the event in celebration of its 20th anniversary and donated ice cream and candy.
• April 18: Alice in Wonderland Tea Party hosted at the Pavilion for the first time in response to increased attendance demand. Staff supported event operations and refreshments in partnership with the Fairfax Theater Company.
• April 25: All ages Square Dance Night hosted in the Pavilion with more than 200 attendees participating in the community event.
• May 2 Block Party – Chamber event with town assisting in supporting closed off streets, usage of A frames and general communication support.
• May 30- Healing Arts Faire held at the Pavilion in partnership with Polina Mirzad of Crescent Moon Theater Productions. Approximately 250 attendees participated in vendor booths and workshops.
• June 1 – Staff began researching and exploring the feasibility of a Utility Box Art Program for the Town, similar to the program implemented in Novato. Initial concepts were presented to PARC on June 8. Staff remain in the preliminary research phase and will return with a formal proposal should funding opportunities be identified.
• June 13 and 14 – Fairfax Festival support included event coordination meetings, staffing the merchandise and information booth, support for children’s activities on the ballfield, and other
operational assistance. This year the RCS Manager was nominated and served as one of the parade judges.
• June 20 – Summer concert series kickoff at Peri Park featuring Torpedo Wharf as part of the Town’s seasonal outdoor concert programming approved by the PARC. • June 26 – RCS Manager and Artist in Residence, Stephanie Mohan, began working with local businesses on signing up for 2026 Fairfax Art Walk.
Commission Support and Operational Coordination: The Events Coordinator focused primarily on operational support for Parks and Recreation Commission (PARC), event coordination, public outreach, and interdepartmental coordination during the quarter. Key accomplishments included:
-Prepared staff report for May Town Council meeting w/resolution approving June as Pride Month as well as coordinating the hanging of the Pride flags in the downtown corridor. -Administration and operational support for the PARC agenda items and approval related to the summer concert series, theatrical performances, and community film programming at Peri Park and the Women’s Club.
-Held a ribbon cutting ceremony celebrating the installation and completion of the tot lot in Peri Park on April 17th
-Organized Driveway Disaster Drill for June 6th at 10am with the Disaster Council, prepared content for distribution in newsletter and promotion with Fire Safe Marin.
At June PARC meeting, PARC approved the Irish Feis, an Irish music festival, for October 17th in the Pavilion. This will be the 15th annual Irish Feis.
For the FY comparison from 2024-25 to this year 2025-26, revenues increased by 28%. This increase is primarily due to our one-time grant awards.
