STAFF REPORT

MEETING DATE August 5, 2026
PREPARED FOR Mayor and Town Council
PREPARED BY Bridget Wipfler, Climate Action Coordinator SUBJECT Adopt a Resolution Setting a New Meeting Date and Time for the Climate Action Committee

RECOMMENDATION
Adopt the resolution setting the regular meetings of the Climate Action Committee (CAC) to 5:00 p.m. on the second Monday of each month in the Fairfax Women’s club.

BACKGROUND
The Climate Action Committee (CAC) was established on February 5, 2014, by Town Council Resolution 14-10 as a subcommittee of the General Plan Implementation Committee (GPIC). The CAC traces to the Conservation Element of the Town’s 2010-2030 General Plan (adopted April 4, 2012), which called for the creation of both a Climate Action Plan (CAP) and a committee to create and implement it. The GPIC, having completed a draft CAP, recommended that the Council form the CAC to monitor and facilitate implementation of the CAP’s goals and objectives.

On July 15, 2015, the Town Council adopted Resolution 15-26, re-characterizing the CAC as an autonomous Town Committee separate from the GPIC. Under that resolution, the Town Council assumed responsibility for the selection, appointment, and removal of members; the CAC became responsible for selecting its own chair; and members were set to serve four-year terms, with the then-current members’ terms commencing July 15, 2015.

At their last regular meeting, CAC members participated in a poll to determine a regular monthly meeting based on their availability and that of the Fairfax Women’s Club.

Based on the results of that poll, the committee reached consensus that its regular monthly meeting should be held on the second Monday of each month at 5:00 p.m. at the Fairfax Women’s Club. The proposed schedule reflects the combination of member availability and venue availability that best supports consistent attendance and a reliable, publicly noticed meeting schedule.

The second Monday at 5:00 p.m. does not conflict with the Council’s regular meeting schedule or any other committee or commission meeting schedule. The proposed resolution is administrative in nature and does not alter the CAC’s membership, duties, or authority as established under Resolutions 14-10 and 15-26.

DISCUSSION
As consistent with the Brown Act open meeting laws, the proposed resolution formally establishes a regular meeting schedule that aligns with member availability and venue availability at the Fairfax Women’s Club. When approved, this resolution will document the Council establishing the second Monday at 5:00 p.m. as the CAC’s regular meeting date, time and place.

COMMUNITY OUTREACH
The change was discussed at a regular, publicly noticed meeting of the CAC, where members participated in the availability poll that produced the proposed schedule. Once adopted, the new regular meeting date, time, and place will be reflected on the Town’s website and in the CAC’s posted agendas so that the public has advance notice of the change.

FISCAL IMPACT
There is no fiscal impact associated with this action.
